INVITATION TO BID - AMENDED
BID EXTENSION DATEThe Board of Selectmen of the Town of Washington HAS EXTENDED THE DATE to receive sealed bids for "Church Street Improvements" from 4:00 p.m. local time on August 11, 2005 to 4:00 p.m. on August 18, 2005 at the Office of the First Selectman, Bryan Memorial Town Hall, 2 Bryan Plaza, P.O. Box 383, Washington Depot, CT 06794. These bids will be publicly opened and read aloud at a Special Meeting of the Board of Selectmen to be held at 4:30 p.m. on August 18, 2005.
A copy of the contract documents for the work may be obtained from the Office of Stuart Somers Co. LLC, 1211 Main Street South, Southbury, CT 06488 or by calling Stuart Somers Co. LLC at (203) 264-8511 during normal business hours, requesting same be shipped and providing UPS, Fedex or other carrier account for charging shipping costs.

by Janet M. Hill, Land Use CoordinatorNotice is hereby given that TAXES on the grand list of October 1, 2004 are DUE AND PAYABLE on July 1, 2005. The last day on which to pay without penalty is Monday, August 1, 2005. Taxes are due at the following mill rate: 11.00 (eleven).
Late payments will be subject to interest penalty at the rate of one and one half percent per month or fraction thereof, (18 percent per annum), from the due date of the tax (July 1, 2005), as required by Conn. Gen. Stat. 12-130, 145 and 146.
Payments received August 1, 2005 and later, including payments postmarked August 1 and later, are considered past due. The minimum interest charge is $2 on each tax bill. The returned check fee is $20 plus postage.
The first installment of real estate and personal property tax bills in excess of $100, are currently due. Motor vehicle tax bills, and all other bills less than $100, are currently due in a single installment. The second installment of dual installment bills will come due January 1, 2006.
As owners of property, taxpayers are responsible to see that taxes are paid when due. Failure to have received a bill does not exempt the taxpayer from payment of all taxes and all interest charges and collection costs, as per Conn. Gen. Stat. 12-130 and 12-146. INTEREST IS CHARGED ON ALL LATE PAYMENTS. THERE ARE NO EXCEPTIONS TO THIS POLICY.
When paying in person: Bring your bill with you. Bills may be paid at the Tax Collector's Office in Bryan Memorial Town Hall from 9:00 a.m. to Noon and 1:00 p.m. to 4:45 p.m. Monday through Friday. Special Hours: Saturday July 30, 2005 from 9:00 a.m. to 12:00 p.m.
Whether paying by mail or in person please include the appropriate portion of your tax bill(s) with your payment. Payments are mailed to Washington Tax Collector, P.O. Box 383, Washington Depot, CT 06794. For a return receipt please enclose a SELF-ADDRESSED STAMPED ENVELOPE with you payment and coupon.
The Tax collector's Office makes every effort to show all your past due accounts, if any, on a statement included with your new bills. Any past due taxes must be paid in full before payment on current bills can be accepted. Any payment you remit will be applied to past due taxes and interest charges first.
If real estate taxes remain unpaid as of May 31, 2006, tax liens will be applied in accordance with state statute. If you do not receive a bill for taxes owed by the first week in July, please contact the Tax Collector's Office immediately.
If motor vehicle taxes remain unpaid, you will be unable to renew vehicle registrations with the Connecticut Department of Motor Vehicles, per Conn. Gen. Stat. 14-33. Past due motor vehicle taxes must be paid in full by cash, cashiers' check or money order in order to receive immediate DMV clearance. All outstanding vehicle taxes in your name, including taxes not yet delinquent, must be paid in full in order for a release to be issued.

AGENDA - May 18, 2005 5:00pmThis will be an abbreviated OSC meeting - 5 - 6:00PM. We will be meeting on the balcony level of Town Hall.
Why, you ask? Because the Depot Study Project is starting at 6:00PM in the Land Use Room and they need time to set up. I have been asked to join the study as a member of the Advisory Committee. Please include Dick Sears and Kelly Boling on the distribution.
The Agenda for the OSC meeting has only two items:

> Brainstorming Open Space Guidance for Zoning and the Depot StudyThere is a remarkable convergence of events occurring for the OS Committee. The discussion of multi-unit housing in the villages, the Depot Study and the overwhelming commitment of the community to OS as a critical component of the preservation of Washington's Rural Character.
At the Wednesday meeting, let's frame our point-of-view on OS in the villages and deliver it to Zoning and Planning as guidance for their efforts.

The Board of Finance will hold a special meeting on Monday, April 25, 2005 at 5:00 p.m. to continue work with the Selectmen on the proposed 2005-06 budget and to appoint the auditor for the July 1, 2004-June 30, 2005 fiscal year.

RE: Public Informational MeetingIn order to provide a greater variety of housing choices in Washington, the Washington Zoning Commission is considering revisions to the Zoning Regulations, which would allow multifamily housing by Special Permit under very limited circumstances, as follows:
- The areas where multifamily housing would be permitted under this proposal would be restricted to:
- The Marbledale, Washington Depot, and New Preston business districts;
- The area within 1000 feet of the Marbledale Business District boundary, but not closer than 100 feet to the East Aspetuck River; and
- Properties in the Farming-Residential District (R-1) where an institutional use such as an inn or school already exists.
- The maximum number of multifamily housing units that could be approved, cumulatively, would be 50.

2/1/05Washington homeowners who were sixty-five or older by December 31, 2004, or who are receiving Social Security disability payments may be eligible for credit on their property tax. Their property must be their principle residence and their total income including Social Security must be less than $27,100 single and $33,000 married.
Applications may be filed in the Assessor's office until May 16th and, if eligible, will apply to the July billing. Once on the program, reapplication is every two years. Forms have been mailed to homeowners who must reapply this year.
Persons currently receiving a veteran's exemption may be eligible for an additional exemption if they meet the above income requirements. There is no age requirement for the additional exemption. Application period is from February 1 to October 1 for application to the October 1, 2005 Grand List.
Application forms are available from the Assessor's office Monday through Friday, 9:00- noon and 1:00 - 4:45 p.m.
