Town of Washington 2013 Revaluation Information

The Town of Washington is completing a State-mandated revaluation of all real estate for the October 1, 2013 Grand List, performed by eQuality Valuation Services LLC. Informal hearings with eQuality are completed and result notices will be sent in early January to property owners who attended a hearing.

Owners who believe their assessments are incorrect may file a completed 2013 GL Board of Assessment Appeals application from March 1- March 20, 2014. Appeal applications will be available from the Assessor's Office at Bryan Memorial Town Hall, Washington Depot, CT, or may be downloaded from www.washingtonct.org. The Assessor's Office is simply a mail drop for the Board of Assessment Appeals. The Board will meet during April and notifications of April appointments will be mailed.

The first tax bills using the 2013 GL revaluation assessments will be mailed dated July 1, 2014, and will be due by August 1, 2014. The 2013 mill rate is set by the Town's Board of Finance in May or June, 2014. The Town of Washington's current 2012 mill rate cannot be used to calculate July 2014 tax bills.

TOWN OF WASHINGTON
TAX COLLECTOR’S NOTICE

Notice is hereby given that the second installment of taxes on the grand list of October 1, 2012 are due and payable on January 1, 2014. The last day on which to pay without penalty is Monday, February 3, 2014. Taxes are due at the following mill rate eleven (11.75) mills.

Late payments will be subject to interest penalty at the rate of one and one half percent per month or fraction thereof, (18 percent per annum), from the due date of the tax (January 1, 2014), as required by Conn. Gen. Stat. 12-130, 145 & 146.

Payments received February 4, 2014 and later, including payments postmarked February 4 and later, are considered past due. The minimum interest charge of $2.00 (on each tax bill) applies to bills in the amount of $66.50 and under. Interest on all bills over $66.50 is one and one half percent per month starting with January, per CT State Statute. The fee for returned checks is $20 plus postage.

The second installment of real estate and personal property tax bills in excess of $100.00 are currently due. Supplemental Motor vehicle tax bills are currently due in a single installment.

As owners of property, taxpayers are responsible to see that taxes are paid when due. Failure to have received a bill does not exempt the taxpayer from payment of all taxes and all interest charges and collection costs, as per Conn. Gen. Stat. 12-130 and 12-146. INTEREST IS CHARGED ON ALL LATE PAYMENTS, THERE ARE NO EXCEPTIONS TO THIS POLICY.

Whether paying in person or mailing your payment please include the appropriate portion of your tax bill(s) with your payment. Bills may be paid at the Tax Collector’s Office in Bryan Memorial Town Hall from 9:00 a.m. to Noon and 1:00 p.m. to 4:30 p.m. Monday through Friday. Checks are made payable to Town of Washington and payments should be mailed to Washington Tax Collector, P.O. Box 383, Washington Depot, CT 06794. For a receipt please enclose a self-addressed stamped envelope with your payment and coupon.

The Tax Collector’s Office makes every effort to show all your past due accounts, if any, on a statement included with your new bills. Any past due taxes must be paid in full before payment on current bills can be accepted. Any payment you remit will be applied to past due taxes and interest charges first.

If real estate taxes remain unpaid as of May 31, 2014, tax liens will be applied in accordance with state statute. If you do not receive a bill for taxes owed by the first week in July, or January in the case of supplemental motor vehicle bills, please contact the Tax Collector’s Office immediately and we will reissue one.

If motor vehicle taxes remain unpaid, you will be unable to renew vehicle registrations with the Connecticut Department of Motor Vehicles, per Conn. Gen. Stat. 14-33. Past due motor vehicle taxes must be paid in full by cash, cashiers’ check or money order in order to receive immediate DMV clearance. All outstanding vehicle taxes in your name, including taxes not yet delinquent, must be paid in full in order for a release to be issued.

HEARING NOTICE
Connecticut Siting Council:

The Connecticut Siting Council will conduct a public hearing on Tuesday, December 3, 2013, beginning at 3:00 p.m., and continued at 7:00 p.m. at the Bryan Memorial Town Hall, 2 Bryan Plaza, Washington Depot, CT.

The purpose of the hearing is to hear evidence on the applicant’s contentions that the public need for the facility outweighs any adverse environmental effects that would result from the construction, operation, or maintenance of a tower, ground equipment, and access road.

The 3:00 p.m. hearing session will provide the applicant, parties, and intervenors an opportunity to cross-examine positions.
The 7:00 p.m. hearing session will be reserved for the public to make brief statements into the record.

Cross-examination of parties and intervenors will resume, if necessary, after all statements have been heard.

The Council will conduct a public field review of the proposed site on Tuesday, December 3, 2013, beginning at 2:00 p.m. The applicant will fly a balloon during the field review to simulate the height of the proposed facility, weather permitting.

Town of Washington preliminary 2013 assessment notices to be sent.

The Town of Washington is completing a State-mandated revaluation of all real estate for the October 1, 2013 Grand List. The Town and eQuality Valuation Services LLC will send preliminary notices of the new assessments for the October 1, 2013 revaluation date; at the end of November 2013.

The notices will contain both the prior 2012 assessed value (based upon previous 2008 revaluation) and the new 2013 assessed value. They will also contain information for property owners who wish to discuss their new assessments with eQuality Valuation Services LLC. Owners must call the 800 number listed in the notice to schedule an appointment for an informal hearing. Hearings will be held at Washington’s Bryan Memorial Hall, 2 Bryan Plaza, Washington Depot, CT, by appointment only, beginning December 9, 2013. Property owners are asked to refrain from contacting the Town of Washington; as informal hearings must be scheduled through eQuality.

Owners are reminded that in Connecticut it is the assessment of the property that is discussed at this time-not the taxes due for the property. This is because the mill rate, and thus the 2013 grand list tax amounts will not be known for several months. Owners cannot estimate a future tax bill using the current 2012 mill rate.

Property owners who still believe their assessments are incorrect after the informal hearings may file an appeal with the Town’s Board of Assessment Appeals during the first twenty days of February. But it is recommended that property owners consider attending an informal hearing if they feel their assessment is incorrect, because corrections may be made prior to the signing of the grand list. Board of Assessment Appeals applications will be available from the Assessor’s Office or at may be downloaded from www.washingtonct.org after the grand list is signed January 31, 2014.

The first tax bills using the 2013 revaluation assessments will be mailed dated July 1, 2014, and will be due by August 1, 2014. The Town of Washington’s current 2012 mill rate cannot be used to calculate July 2014 tax bills. Connecticut towns and cities have a high dependence upon property taxes in order to operate as municipalities. Property tax is the tax that municipalities in Connecticut must use in order to raise the revenue required to operate the Town; as municipalities are not allowed to institute a local income tax or local sales tax. Connecticut General Statutes require that municipalities perform revaluation no later than five years after the last revaluation, and that all real property is assessed at 70% of market value as of the revaluation date.

Public Input Sought on Plans for Mitigation of Natural Hazards

Citizens and town officials in Canaan, Cornwall, Kent, North Canaan, Roxbury, Salisbury, Sharon, Warren, and Washington are being asked for their input on which storms and other natural hazards have effected their homes, businesses, or towns and ideas on how future damage can be prevented. These ideas will be used to create a Natural Hazard Mitigation plan for each town.

People can provide their input in two ways, either by attending a public meeting which will be held on:

or by taking an online survey which can be accessed at:

For the next few months, a representative of Total Valuation Services, Mr. Mark LoRusso, will be traveling around Washington in a gray PT Cruiser, taking pictures of some houses in Town. These photos will keep the property record cards updated for the 2013 revaluation.

Photo-taking is such a rapid process that homeowners should not mistake a ‘photo shoot’ for failure to stop and inspect the premises; which may not need to be done, or may be done on a different visit. When our inspections to verify percent of permit work completed are done, Mark or I will spend more time on the premises, instead of quickly driving in and driving out. As always, homeowner’s cooperation is greatly appreciated.

LOW FLYING HELECOPTERS

CL&P will be utilizing a helicopter to perform work on selected transmission structures
in the towns of New Milford, Washington, Roxbury, Woodbury, and Watertown.

The helicopter will be dipping down low just above the pertinent structures to allow the attachment of equipment.
The work is expected to take approximately 5 minutes per structure.
The structures to be worked on are located in areas where vehicular access is challenging.

Weather permitting we expect to be flying on Friday July 26th.
Rain dates for the work are Saturday July 27th or Sunday July 29th.

The helicopter is a black McDonnell Douglass 500 with a tail number of N175JL.

FIREWORKS INFORMATION

 

 

The town of Washington will hold a Fourth of July celebration including a road race, a picnic and fireworks.

 

The event, which is sponsored by the Washington Parks & Recreation Department, will take place Thursday, July 4.

In case of rain, the picnic and fireworks, which will be held at the Shepaug Valley Middle High School on South Street, would be canceled.

Patrons should hold onto their 2013 tickets for use in 2014.

Families may bring their own picnic baskets to the picnic at the school after 3 p.m.

Limited concessions will be available.

No keg beer, pets or personal fireworks are allowed.

Gates for the fireworks will close at 8:45 p.m.

Entertainment will be provided by Flashback, followed by the National Anthem at 9:30 p.m. and then the fireworks.

A $20 car pass may be purchased By sending a check (for $20 per car pass) made out to Washington Parks & Rec in a stamped, self addressed envelope to Washington Parks & Rec, PO Box 383, Washington Depot, CT 06794; or may be purchased in the main lobby of Bryan Memorial Town Hall (2 Bryan Plaza, Washington Depot 06794) Mondays through Fridays from 9 a.m. to 5 p.m. T-Shirts and totes are available for purchase also.

The Stephen Reich Freedom Run, a 5K road race/walk for Washington residents and their guests, will begin on the Fourth of July at 9 a.m. at the Steep Rock Horse Ring. Registration will start at 8:30 a.m.

Participants are asked not to ride bikes or roller blades, or bring dogs for the race.

As the TOWN’s longstanding, trusted notification platform, ALERT NOW/Blackboard Connect enables officials to quickly deliver critical messages, including emergency alerts and important town announcements, via phone, text and email. WASHINGTON is holding a community-wide data drive, encouraging all residents to register their contact information in the updated system’s secure Connect Access Portal, where they can also manage their message settings, including their preferred language, mode of contact and specific message topics they wish to receive.
