TAX COLLECTOR'S NOTICE

Notice is hereby given to the Taxpayers of the Town of Washington that the second installment of the October 1, 2003 Grand List and supplemental motor vehicle bills becomes due and payable on the 1st day of January 2005. The last day to pay taxes without interest is February 1, 2005, postmarks are accepted.

The Tax Collector will be at Bryan Memorial Town Hall, Washington Depot, CT Monday through Friday during the month of January 2005 from 9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m. Saturday January 29, 2005 the office will be open from 9:00 am to Noon.

Interest at the rate of eighteen percent (18%) per annum or one and one half percent (1 1/2%) per month will be charged from January 1st for all taxes unpaid for one month after it becomes due. Minimum interest rate is $2.00.

For return of receipts, enclose payment coupon and a self addressed stamped envelope.

Tax collector's office makes every effort to show all your past due accounts, if any, on a statement that is mailed out in December. Any past due taxes must be paid in full before payment on current bills can be accepted. Any payment you remit will be applied to past due taxes and interest charges first.

If motor vehicle taxes remain unpaid, you will be unable to renew vehicle registrations with the Connecticut Department of Motor Vehicles, per Conn. Gen. Stat. 14-33. Past due motor vehicle taxes must be paid in full by cash, cashiers' check or money order in order to receive immediate DMV clearance.

As owners of property, taxpayers are responsible to see that taxes are paid when due. Failure to have received a bill does not exempt the taxpayer from payment of all taxes and all interest charges and collection costs, as per Conn. Gen. Stat. 12-130 and 12-146. Interest is charged on all late payments. There are no exceptions.

Request for Proposals 
Washington Depot Village Area Study

 

The Town of Washington is requesting proposals from experienced planning and/or design professionals to conduct a study of the Washington Depot Village area, as described in the Plan of Conservation and Development.

Proposals will be accepted on behalf of the Planning Commission until November 19, 2004 at 5 p.m. by the Land Use Administrator at Bryan Memorial Town Hall, 2 Bryan Plaza, Lower Level, P.O. Box 383, Washington Depot, Connecticut 06794. Documents may be obtained or examined at that office or by calling 8860-868-0844. The Town Plan of Development is available for review on the Town website at www.washingtonct.org.

PERSONAL PROPERTY DECLARATIONS

Local businesses, such as plumbers & carpenters, farmers & shop owners, home offices & professional offices are required by state statue to file personal property declarations between October 1st and November 1st. Property to be declared includes furniture, fixtures, office equipment, computers, construction equipment, farm & lawn equipment, vending machines, unregistered motor vehicles, etc. Businesses owning personal property located in Washington, though based elsewhere, must also file. Failure to declare personal property by Nov. 1 carries a 25 percent penalty.

The Assessor's office will be mailing declaration forms to all businesses that have previously filed. For those who do not receive forms, declarations are available at the Assessor's office in Bryan Memorial Town Hall. Please call 860 868-0398 for further information.

 


 

TAX EXEMPTIONS FOR VETERANS

The Assessor's office reminds residents who are honorably discharged veterans, who served at least 90 consecutive days during wartime or have a disability rating, that they may be eligible for tax exemptions.

Veterans who already have filed with the town for their tax exemption and who are not disabled or low-income do not need to file again.

To receive exemptions, veterans who have not previously filed with the town must provide the original or certified copy of their discharge papers (DD214) to the town clerk on or before Sept. 30. This filing needs to be done only once, as long as the veteran remains a town resident.

Disabled veterans must file their disability certificates from the U.S. Department of Veterans Affairs with the assessment office each year by Jan. 31. The disability certificate must be filed annually until the veteran reaches age 65. At age 65, filing is no longer required and the exemption will be automatic.

An additional exemption is available for low-income veterans. Current income limits for the 2004 calendar year, including Social Security, are $26,500 for a single person and $32,300 for a married person. If a veteran is 100% disabled, his or her Social Security income is not included in the total income. Applications for this exemption must be filed on or before Oct. 1. To maintain the exemption, applications must be filed every two years.

PRESS RELEASE

The Town of Washington Highway Department will be road oiling and stone chip sealing July 12th through July 22nd. No work will take place on rainy days or days where thunders showers are possible. This is part of our annual road maintenance. All paved roads are stone chip sealed on a rotating basis every four years. The Town thanks you for your cooperation.

Roads scheduled for work are: Carmel Hill Road, Bell Hill Road, Plumb Hill Road, East Street, Tompkins Hill Road, Horse Heaven Road, Judea Cemetery Road, Clark Road, Old North Road, Old Litchfield Road, West Mountain Road, Kirby Brook Road, Wykeham Road (from Old Litchfield Road to Nettleton Hollow Road), Sunny Ridge Road, Dodge Farm Road, and Brinsmade Road.

The following roads have been added to the list of those that will be oiled this season in the Town of Washington: Calhoun Street, Ives Road, Foulois Road, Hifield Drive, New Preston Hill Road. This will be done at the end of July or this Fall, depending on the weather.

    PUBLIC NOTICE 
    CONCERNING "TEMPORARY" ACCESSORY BUILDINGS

    Over the past year or so many hoop, plastic, tarp, and tent-like accessory storage structures have been erected throughout Town. Contrary to what the salesmen may have told you, under the Washington Zoning Regulations these are permanent structures and require zoning permits before they are put up.

    The Zoning Enforcement Officer has recently received several complaints about these structures and has observed many when driving around Town. She is currently sending out letters to homeowners to advise them permits are required and that the structures must either be taken down or permits applied for on the forms provided.

    If you receive one of these letters, you are not being singled out. They are being sent out a few at a time to property owners all over Town. If you have not yet received a letter, but do have one of these structures without benefit of a zoning permit, please come in to apply on your own and save the Town the paperwork.

    Also, please be advised that some of these structures require building permits. Check with the Building Official at 868-0844 to determine whether a building permit is required in your case. Also, other permits may be required. For example, if in a historic district, a Certificate of Appropriateness is required. If within 100 feet of a wetlands or watercourse, an Inland Wetlands permit may be required.

    If you have any questions or need help filling out the application forms, please call Janet Hill, Zoning Enforcement Officer, at 868-0844. Thank you for your cooperation.

    2/1/04

     

    Washington homeowners who were sixty-five or older by December 31, 2003, or who are receiving Social Security disability payments may be eligible for credit on their property tax. Their property must be their principle residence and their total income including Social Security must be less than $26,500 single and $32,300 married.

    Applications may be filed in the Assessor's office until May 17th and, if eligible, will apply to the July billing. Once on the program, reapplication is every two years. Forms have been mailed to homeowners who must reapply this year.

    Persons currently receiving a veteran's exemption may be eligible for an additional exemption if they meet the above income requirements. There is no age requirement for the additional exemption. Application period is from February 1 to October 1 for application to the October 1, 2004 Grand List.

    Application forms are available from the Assessor's office Monday through Friday, 9:00- noon and 1:00 - 4:45 p.m.
