The voters and electors of the Town of Washington are hereby warned that a Special Town Meeting will be held on Thursday, January 8, 2009 at 7:30 p.m. at Bryan Memorial Town Hall, Washington Depot, Connecticut to consider and act upon the following:

1. To appropriate funds not to exceed $50,000 from the 2006-07 Fund Balance to cover 2007-08 Winter Maintenance Highway budget expenditures.

2. To transfer funds in the amount of $34,000 from the Sanitation section to the General Government section of the 2007-08 General Fund budget.

TOWN OF WASHINGTON
TAX COLLECTOR'S NOTICE

 

Notice is hereby given that TAXES on the grand list of October 1, 2007 are DUE AND PAYABLE on January 1, 2009. The last day on which to pay without penalty is Monday, February 2, 2009. Taxes are due at the following mill rate thirteen (13) mills

Late payments will be subject to interest penalty at the rate of one and one half percent per month or fraction thereof, (18 percent per annum), from the due date of the tax (July 1, 2008), as required by Conn. Gen. Stat. 12-130, 145 and 146.

Payments received February 2, 2009 and later, including payments postmarked February 2 and later, are considered past due. The minimum interest charge is $2 on each tax bill (the minimum interest applies to bills in the amount of 66.50 and under). The fee for returned checks is $20 plus postage

The second installment of real estate and personal property tax bills in excess of $100, are currently due. Motor vehicle tax bills, and all other bills less than $100, are currently due in a single installment.

As owners of property, taxpayers are responsible to see that taxes are paid when due. Failure to have received a bill does not exempt the taxpayer from payment of all taxes and all interest charges and collection costs, as per Conn. Gen. Stat. 12-130 and 12-146. INTEREST IS CHARGED ON ALL LATE PAYMENTS. THERE ARE NO EXCEPTIONS TO THIS POLICY.

When paying in person: Bring your bill(s) with you. Bills may be paid at the Tax Collector's Office in Bryan Memorial Town Hall from 9:00 a.m. to Noon and 1:00 p.m. to 4:45 p.m. Monday through Friday. Special Hours: Saturday January 31, 2009 from 9:00 a.m. to 12:00 p.m.

Whether paying by mail or in person please include the appropriate portion of your tax bill(s) with your payment. Payments are mailed to Washington Tax Collector, P.O. Box 383, Washington Depot, CT 06794. For a return receipt please enclose a SELF-ADDRESSED STAMPED ENVELOPE with your payment and coupon.

The Tax collector's Office makes every effort to show all your past due accounts, if any, on a statement included with your new bills. Any past due taxes must be paid in full before payment on current bills can be accepted. Any payment you remit will be applied to past due taxes and interest charges first.

If real estate taxes remain unpaid as of May 31, 2009, tax liens will be applied in accordance with state statute. If you do not receive a bill for taxes owed by the first week in July or January in the case of supplemental motor vehicle bills, please contact the Tax Collector's Office immediately.

If motor vehicle taxes remain unpaid, you will be unable to renew vehicle registrations with the Connecticut Department of Motor Vehicles, per Conn. Gen. Stat. 14-33. Past due motor vehicle taxes must be paid in full by cash, cashiers' check or money order in order to receive immediate DMV clearance. All outstanding vehicle taxes in your name, including taxes not yet delinquent, must be paid in full in order for a release to be issued.

All this is done voluntarily through donations and the generosity of others. If you know someone serving in Iraq or Afghanistan and would like us to send a "box from home" please give us the soldier's name and address and we'll send one out. Don't forget to include any favorite items the soldier would like. Also, please stop by the Town Hall any day and sign our card, or better yet, write your own note for us to include. Children's drawings are welcome!

A list of items frequently requested by the soldiers in Iraq and Afghanistan is provided as suggestions for items to donate.

At the October 6, 2008 Annual Town Meeting of the Town of Washington the following was approved:

1) To set the annual Town Budget Hearing to consider the 2009-2010 fiscal year budget for May 7, 2009 at 7:30p.m. and the annual Town Budget Meeting for May 21, 2009 at 7:30 p.m.

2) To amend Town Ordinance #306D: Transfer Station Regulations. A complete copy is available in the Town Clerk’s Office and on the Town website and shall take effect 11/1/2008.

3) To authorize the Board of Selectmen to apply for and expend any Federal or State Grants for and by the Town of Washington for the remainder of the 2008-2009 fiscal year.

We are using ALERTNOW (the same system in use by Regional 12 School District, however the Region and Town data bases are different) to notify you of Town emergencies that need your attention or knowledge. In the event of an emergency you can have peace of mind knowing that you will be informed by your Town Officials immediately by phone, email or other notification that you authorize.

What you need to know about receiving calls sent through ALERTNOW

* Caller ID will display 411 to notify you that the message is a dire local emergency.
* ALERTNOW will leave a message on any answering machine or voicemail.
* If the ALERTNOW message “cuts off” halfway through, there is too much background noise. Utilize the mute button or cover the receiver and the message will begin playing again from the start.

The successful delivery of information is dependent upon accurate contact information for each local resident . So please…make certain that we have your most current contact phone numbers and email addresses. If this information changes during the year, please let us know immediately.

We are very excited to incorporate ALERTNOW as a tool to improve local emergency communication and look forward to having the ability to deliver real time information to you and provide awareness of emergencies that takes place within the Town.

Selectmen James L. Brinton was not able to attend due to the funeral of Eugene "Gene" Verrastro. The Board and the Town of Washington expressed sympathy to the Verrastro family.

Public: Tony Bedini, Chris Charles, Valley Restoration representative.

Call to Order: First Selectman Lyon called the meeting to order at 5:36 p.m.

Motion: To include subsequent business not already on the Agenda. By Mark Lyon, seconded by Nick Solley. Discussion: This will include the acceptance of a Proclamation and extending an Invitation to Bid for the WVFD. The motion passed unanimously.

Approval of Minutes:

 

  • Motion: To approve the minutes of the May 29, 2008 Regular Meeting of the Board of Selectmen and the May 29, 2008 Special Meeting of the Board of Selectmen. By Mark Lyon, seconded by Nick Solley and unanimously approved.

     

    Communications: None.

    Appointments/Resignations:

     

  • Resignation of Elizabeth Rives from Historic District Commission: Mark read Mrs. Rives letter of resignation into the record. Mrs. Rives resigned with the suggestion and hope that J. Allen Kerr, alternate, would be moved up to a regular member. Motion: To accept, with regret and gratitude, the resignation of Elizabeth Rives who has served for nearly 7 years on the Historic District Commission. By Nick Solley, seconded by Mark Lyon and unanimously approved. Motion: To appoint J. Allen Kerr as a regular member of the Historic District Commission, moving up from an alternate position. By Mark Lyon, seconded by Nick Solley. Discussion: Mark spoke with the other alternate on the Commission and with Mr. Kerr, both of whom were in favor of this appointment. The motion passed unanimously.

     

  • Appointing of Deputy Fire Marshall: Mark explained he has spoken with the State Fire Marshall's Office. George Steiner has successfully completed the Fire Investigator module of the Fire Marshall course of study. He will continue with the other courses necessary to become a Deputy Fire Marshall.Motion: To appoint George Steiner as a Fire Investigator in the Fire Marshall's Office. By Mark Lyon, seconded by Nick Solley and unanimously approved. Mark also mentioned that Brian Ohmen has completed all the Fire Marshall courses and once he has been notified that he has successfully passed the examination, he will be appointed as a Deputy Fire Marshall for the Town of Washington.

     

    First Selectman's Report:

     

  • 32 School Street: The Selectmen's Office has received a Public Notice regarding proposed work at 32 School Street (Town is adjacent property owner). Mark and Kevin Smith, Highway Director, have done an inspection and do have some concerns regarding the proposed driveway, site line, set back, and drainage issues. These will be brought to the attention of the Zoning Board of Appeals.

     

  • Webmaster Search: Mark explained that the Selectmen's Office has received numerous communications from townspeople expressing their interest in the Town maintaining its website. There have been two people interested in volunteering for this position but are not quite ready to assume the position from Rex Swain. A professional may have to be hired for a specific period to bring whomever up to speed.

     

    OLD BUSINESS:

     

  • Map of discontinued portion of Frisbie Road: Mark explained that currently town trucks (plows, etc) are allowed to turn around on the property privately owned by Mr. Gruson. The Selectmen would like the map of the discontinued portion of Frisbie Road to show a 50'x 50' right of way that would preserve an area for the trucks to continue to make their turns. Once this is received, the map will come before the Selectmen for approval.

     

  • Opening of Bids for Restoration of the Town Hall Tower and Dome: The following bids have been received:

    1) Gilder's Studio, Inc., Olney MD $139,000.00

    2) Valley Restoration, Torrington, CT $ 68,377.00

    3) United Steeple Jack, Chestnut Ridge, NY

    (Tower: $67,500.00

    Dome & weathervane: $26,800.00) $ 94,300.00

    Bids will be reviewed by the Buildings and Property Manager and Committee and awarded at the Selectmen's Meeting on June 26, 2008.

    NEW BUSINESS:

     

  • DOT Request for No Parking Signs: The Police Department has requested from the State DOT, "No Parking Signs" to be placed along Route 45 on the Lake Waramaug side of the road in front of the Beach and Boat Ramp area. Approval of this request is needed from the Selectmen. Motion: To support the Police Department's request for the No Parking Signs along Route 45 in the area of the Town Beach and Boat Launch. By Nick Solley, seconded by Mark Lyon and unanimously approved.

     

  • Steep Rock Lease: The Steep Rock Association has requested a one-year lease with the Town of Washington for the 2nd floor space in the Old Firehouse. Mark will review with David Miles and have this done.

     

  • Invitation to Bid: Motion: To extend an Invitation to Bid for a 2009 International 7400 SFA 4x4 (SR525) cab and chassis for the WVFD. Bidders must agree to provide preferential scheduling for needed services and must have service personnel and parts available 24/7. Specifications are available from the Office of the First Selectman, Town of Washington, 2 Bryan Plaza, Washington Depot, CT 06794, 860-868-2259 or by email: selectmen@washingtonct.org. Bids must be submitted to the First Selectman's Office by 4:30 p.m. on July 10, 2008 and will be opened at the Selectmen's meeting at 5:30 p.m. The Town of Washington reserves the right to accept or reject any or all bids and to award the bid in the best interest of the Town.   • Proclamation: Motion: To accept the following Proclamation:

    WHEREAS, Eugene "Gene" Verrastro, along with Vincent P. Annelli, Sr., purchased the Washington Food Market on June 11, 1973; and

    WHEREAS, Gene became an integral and vital member of the community of the Town of Washington; and

    WHEREAS, his dedication to and support of the Town of Washington, its citizens and organizations for thirty-five years; and

    WHEREAS, his commitment to the principles of community involvement, his generosity to the Town of Washington, friends, and his beloved family; and

    WHEREAS, Eugene "Gene" Verrastro died June 6, 2008, leaving a legacy and the Town of Washington a better place for having known him;

    NOW THEREFORE, be it proclaimed, that we, the Board of Selectmen of the Town of Washington, Connecticut, do hereby declare that Washington will observe June 12, 2008 as EUGENE "GENE" VERRASTRO DAY.

    REVALUATION INSPECTIONS

    WASHINGTON- The process of gathering information for the upcoming revaluation - due October 1, 2008 - is continuing. Jonathan Wells, a representative of Total Valuation Service will be the person coming to your door. He will carry identification from the Town of Washington. Since this is the first time since 1989 that interior inspections will be required, the cooperation of residents is encouraged. If his visit comes at an inconvenient time, there will be an opportunity to make an appointment.

    The purpose of revaluations is to price properties at their true and actual value. This is usually referred to as fair market value and the assessment will be seventy percent (70%) of that figure.

    There has been a change in the market since the last revaluation in 2003 and there well may be another change before fall 2008. Sales for the past year or two will be analyzed to arrive at equitable values.

    Inspections should be completed by the end of August. The last three sections of town are scheduled as follows: Late-May: Bryan Plaza, Church Hill Road (Rt. 109), Cook Street, Fenn Hill Road, Lower Church Hill Road, River Road, Shinar Mountain Road, South Fenn Hill Road, Steeples Road, Steeples Road South, Sunrise Lane, Walker Brook Road South, West Church Hill Road, Winston Drive and Worcester Road.

    REVALUATION INSPECTIONS

    The process of gathering information for the upcoming revaluation - due October 1, 2008 - is continuing into the second section. Jonathan Wells, a representative of Total Valuation Service will be the person coming to your door. He will carry identification from the Town of Washington. Since this is the first time since 1989 that interior inspections will be required, the cooperation of residents is encouraged. If his visit comes at an inconvenient time, there will be an opportunity to make an appointment.

    The purpose of revaluations is to price properties at their true and actual value. This is usually referred to as fair market value and the assessment will be seventy percent (70%) of that figure.

    There has been a change in the market since the last revaluation in 2003 and there well may be another change before 2008. Sales for the past year or two will be analyzed to arrive at equitable values.

    Inspections for the following areas of Town will begin in mid-April. Baldwin Hill Road, Bee Brook Road, Buffum Road, Calhoun Street, Christian Street, Foulois Road, Hifield Drive, Ives Road, Kielwasser Road, Kinney Hill Road, Myfield Lane, Mygatt Road, Popple Swamp Road, Scofield Hill Road, Slaughterhouse Road, Sunset Lane, Top Pasture Road, Upper Church Hill Road, Walker Brook Road North and Wheaton Road.

    SPECIAL TOWN MEETING

    The voters and electors of the Town of Washington are hereby warned that a Special Town Meeting will be held on Thursday, April 3, 2008 at 7:30 p.m. at Bryan Memorial Town Hall, Washington Depot, Connecticut to consider and act upon the following:

    - To determine the preference of Washington voters and taxpayers for: 1) renovation of the existing Washington Primary School; or 2) construction of a new Washington Primary School. The preference will be recommended to the Region 12 Board of Education for inclusion in the Three-School option. A future referendum will be held to give Region 12 voters the choice between the Three-School option and the Consolidated Primary School plan.

    - To authorize the Board of Selectmen to inform the Region 12 Board of Education that the Town of Washington objects to any new referendum on Primary School facilities until the CT Appellate Courts have confirmed the legality of a consolidation strategy.

    Open Space in Spring 07 Town Newsletter (Payne will get an update for end of 2007).

    As of the end of 2006, approximately 5,600 acres or 22.6% of Washington has become permanently protected open space. In addition, about 4,577 acres of forestland, plus 2,905 acres of farmland (7,482 acres) or 30% of Town are temporarily protected under PA 490.

    "Open space" is defined as "land permanently preserved for agriculture, forestry, recreation, wildlife habitat, natural resources conservation, maintenance of community character or as undeveloped land."(Open Space Plan 2002 & TPOCD 2003 p. 3-5)) The Town goal is to permanently protect 30% by 2015.
