ANNUAL TOWN MEETING

 

 

The voters and electors of the Town of Washington are hereby warned that the Annual Town Meeting will be held on Monday, October 3, 2011 at 7:30 p.m. at Bryan Memorial Town Hall, Washington Depot, Connecticut to consider and act upon the following:

1) To set the dates for the annual Town Budget Hearing and annual Town Budget Meeting in May 2012.

2) To discuss and act upon the discontinuance of a portion of Clark Road.

3) To approve an expense not to exceed $35,625 which will be offset by a grant for the purchase and installation of a photovoltaic generation array to offset electricity expense generated at Arrow Point.

4) To approve and expenditure from the Nonrecurring Capital Fund not to exceed $589,000 for the repair/replacement of projects due to destruction resulting from the recent Hurricane Irene.

Declaration of a Local Civil Preparedness Emergency

Pursuant to Conn. Statute 28-9 as of 6pm Saturday August 27 the Town of Washington has declared a Local Civil Preparedness Emergency. Washington residents should prepare for heavy rains and high winds Saturday evening through Sunday afternoon. Rainfall of 8-10 inches and winds of 50-80 MPH are forecast. Residents should be prepared for extended power outages and roadways blocked by downed trees and power lines. For your personal safety stay away from downed power lines and trees that may be entangled with power lines. The Selectmen, Highway Department and Town Emergency Services have met and contingency plans are in place. The Emergency Operations Center at the Washington Depot Firehouse will open at 6pm and both Firehouses will be staffed for the duration of the storm.

Message from the Selectman's office to prepare for Irene.

Washington residents should prepare for heavy rains and high winds Saturday afternoon through Sunday. Rainfall amounts up to 14 inches accompanied by winds up to 80 MPH are possible. Residents should be prepared for extended power outages and roadways blocked by downed trees and power lines. The Selectmen, Highway Department and Town Emergency Services have met and contingency plans are in place. The Emergency Operations Team will be meeting again at 10am Saturday morning. The Alert Now notifacation system and Town Website will be used to distribute updated plans and information.

The Town of Washington Highway Department will be road oiling and stone chip sealing beginning the week of July 18, 2011, weather permitting. No work will take place on rainy days or days where thundershowers are possible. This is part of our annual road maintenance. The Town thanks you for your cooperation.

Roads that may be affected by this work include: Popple Swamp Road, Curtis Road, Painter Ridge Road, Plumb Hill Road, Loomarwick Road, Tinker Hill Road, Shearer Road, Revere Road and Sandstrom Road.

Town of Washington
Fourth of July Celebration

The Town of Washington will hold a Fourth of July celebration that will include a road race, a picnic and fireworks. The event which is sponsored by the Washington Parks & Recreation Department, will take place on MONDAY, July 4 at Shepaug Valley Middle High School on South Street. In case of rain, the picnic and fireworks will be canceled. Patrons should hold onto their 2011 tickets for use in 2012.

A $20 car pass needed to attend must be purchased in advance and can be obtained in the Parks & Rec Office at Washington town hall MONDAYS and WEDNESDAYS from 9 a.m. to 3 p.m., or by mailing a check and a self-addressed, stamped envelope BEFORE JUNE 28th to Washington Parks & Recreation; PO Box 383; Washington Depot, CT 06794. Passes WILL NOT be available on the day of the event.

* Families may bring their own picnic baskets to the picnic at the school after 3 p.m. Gates for the fireworks will close at 8:45 p.m.
* Limited concessions will be available.
* No keg beer, pets or personal fireworks are allowed.
* Entertainment will be provided by Flashback, followed by the National Anthem at 9:30 p.m. and then the fireworks.
* A limited number of tickets will be available at various times outside the Washington Food Market in Bryan Hall Plaza.

The Stephen Reich Freedom Run, a 5K road race/walk for Washington residents and their guests, will begin on the Fourth of July at 9 a.m. at the Steep Rock Horse Ring. Registration will start at 8:30 a.m. Participants are asked not to ride bikes or roller blades, or bring dogs for the race.

FULL-TIME HIGHWAY DEPARTMENT DRIVER/ROAD MAINTAINER 

SEASONAL HIGHWAY WORKER

 

The Town of Washington is seeking a seasonal worker starting immediately for landscaping duties, including mowing and general maintenance of Town properties, some lifting involved.  Current driver’s license required.  

The Town is also seeking a responsible person for the full-time maintenance of roads and streets, to perform manual labor, truck driving, and a variety of construction, maintenance and repair tasks on roads, bridges and other town properties.  Qualifications:  Current Commercial Driver’s license, good driving record, experience in operating dump truck, snowplow and sander, tractor/mower and similar equipment.   

Applications may be obtained at the Selectman’s Office or by calling 860-868-2259. Completed applications for the seasonal position should be returned to the Selectman’s Office, Town of Washington, P.O. Box 383, Washington Depot, CT 06794 by June 15, 2011 at noon.  Completed applications for the full-time position are due by June 23, 2011 at noon.

Summer Youth Work Force
Washington, Connecticut

The Town of Washington has established a new Summer Youth Work Force for local High School students ages 16 – 18. Students will work in the Town’s parks, the Town Hall grounds, the Judea Garden and with the Tree Warden. The paying job will include, among other duties, clearing invasive plants, landscaping, growing vegetables and conducting a public tree inventory. Through their work, the students will be exposed to environmental science, horticulture, arboriculture and ecology. The Summer Youth Work Force will be funded through private donations made by local civic groups, businesses and residents.

The goal of the program is to have two to three students working thirty hours per week for six weeks. Those numbers will depend on the amount of money raised. If you can help us tire out some teenagers this summer with a donation, please contact Denise Arturi at 860 868-2880 or denise.arturi@charter.net

Anyone interested in applying for a position should contact the Selectmen’s Office at 860-868-2259 or the Parks & Recreation Department at 860-868-1519 for an application.

Notice of Annual Budget Hearing

The voters and electors of the Town of Washington are hereby warned that the Annual Town Budget Hearing will be held on Thursday, May 5th, 2011 at 7:30 p.m. at Bryan Memorial Town Hall, Washington Depot, CT to consider the General Fund and Capital Fund expenditures for the 2011-2012 fiscal year.

At this hearing interested persons will be heard and written communication will be received and read aloud.

Letter from the Selectmen

The Selectmen have worked diligently to present a responsible General Fund and Capital Fund budget for FY11-12, while still maintaining the reliable and anticipated services that are important to our townspeople. The General Fund expenses have been maintained at a 1.0% increase, with an overall 1.1% increase for funding for General, Capital, Open Space, Housing and Legal Litigation Funds.
Factors in the 1.0% increase in General Fund Budget:

This year we are proposing a 1% increase for full-time employees and a 2% increase for part-time employees.

Fulltime employees will continue to receive Health Insurance at no cost to them. We have adjusted the health insurance coverage by raising the deductible, which will continue to be covered by the Town. We are covering the small medical premium increase, as well as the increased deductible, with minimal budget impact. We have increased the funding of the Health Reimbursement Fund above anticipated annual expense to account for increased exposure and to continue building the Health Insurance Fund reserve.

We have adjusted anticipated fuel costs upward for both heating oil and vehicle fuel.

We have increased the Town’s donation to the Gunn Library and Museum by $12,000 (2/3 of their request).

Firehouse Debt Service has decreased 4.1% offsetting some Operating Budget increases.

The biggest change we have made and one, which we feel would be most prudent, is to reduce the transfer of funds for Open Space from $75,000 to $25,000. These funds would instead be used to offset above mentioned increases in the General Fund Budget and be applied to the Capital Fund towards the potential purchase of property for stockpiling\storage of road materials. This future purchase would allow the Town to remove the last of these materials from the Titus Road property in keeping with our Plan of Development.

We have included the purchase of Highway Equipment in the Nonrecurring Capital Budget to increase our efficiency and make better use of our Road Program Capital Budget maintaining Town infrastructure.

SUMMER POSITIONS AVAILABLE

The Town of Washington is filling the following positions for its Summer Programs:

Assistant Beach Director- Washington Town Beach on Lake Waramaug 
Starting immediately post-season work ends in September. Beach opens May 28th for weekends; open 7 days a week June 25th through Labor Day. Responsibilities include: Assisting Beach Director with beach staff supervision, creating work schedule for summer, overseeing beach & boat launch areas, boat inspection, and maintaining a safe environment for the town. Must have current Lifeguard and CPR certification, and have supervisory or administrative experience.

Lifeguards- Needed for town beach on Lake Waramaug.
Beach opens May 28th for weekends; 7 days a week through Labor Day beginning June 25th, hours 10:00am - 5:00pm. Must have current Lifeguard and CPR certification.

Boat Inspector- Part-time hours varied. 
Duties include inspecting and registering boats at Town Boat Launch for Milfoil and other invasive weeds. Training provided.
