Washington Historic District MINUTES Regular Meeting May 19, 2014 7:30 PM Land Use Meeting Room MEMBERS PRESENT:Tom Hollinger, George Krimsky, Phyllis Mills, Alison Gilchrist MEMBERS ABSENT: Jane Boyer ALTERNATES PRESENT: Louise Van Tartwijk Novey ALTERNATES ABSENT: Sally Woodroofe, Susan Averill STAFF PRESENT: Janice Roberti ALSO PRESENT: Rod Pleasants, Peter Talbot REGULAR MEETING Tom Hollinger chaired the Commission in Jane Boyer’s absence and called the meeting to order at 7:35 PM. Mr. Hollinger seated members George Krimsky, Phyllis Mills and Alison Gilchrist. Pending Business Terry and Kelley Pillow/132 Calhoun St. /Construct new home, pool house and barn Rod Pleasants of McGiver Morgan appeared and informed the committee that his associate, George Queral, inadvertently forgot to bring the most current plans and documentation. McGovern Morgan was to provide the Committee with the information requested by the Commission at the 4/21/14 meeting (stone selection, fencing, and lighting). Mr. Pleasants requested a continuance to the 6/16/14 meeting. MOTION: To continue the application for a Certificate of Appropriateness submitted by Terry and Kelley Pillow, 132 Calhoun, for construction of new home, pool house and barn. By Phyllis Mills, seconded by George Krimsky and passed 4 to 0. Subsequent Business Not on the Agenda Peter Talbot ALA, Peter Talbot Architects, 10 Titus Road, Washington CT appeared before the Commission for a preliminary discussion regarding Phase 2 of the Myanne and Jeff Doherty, 214 Calhoun Street project. The owners were granted a Certificate of Appropriateness by the Commission on April 13, 2012. Mr. Talbot’s objective in making this informal presentation is to seek direction from the Commission regarding various options for the owners to accommodate the growing Doherty family. Along with an expanding family, there are safety concerns regarding the young children running into the street due to the close proximity of the house to the road. Mr. Talbot explained the various options being considered by the family. These options are being researched and at all times consideration given to how any change would affect the integrity of the historic district. Mr. Talbot responded to members’ questions regarding the home, barns, pool visibility from Calhoun Street, size of the current residence, the proposed square footage, footprint, types of material being considered for siding, fencing, driveway enhancement, out buildings, stone work. Mr. Talbot will return to the Committee again either with a Request for a Certificate of Appropriateness or with further information for the Commission to review regarding this Phase 2 of the project. Consideration of the Minutes MOTION: To approve the 4/21/14 minutes as written. By Ms. Mills, seconded by Ms. Gilchrist. Other Business Discussion/the formation of a committee to review the Commission Rules and Regulations. Committee members agreed that Chair Jane Boyer should appoint members or receive volunteers at the next meeting which is scheduled for 6/16/14. Discussion/Ms. Mills and Ms. Boyer previously discussed the appropriate way of handling violations when observed by committee members. Mr. Krimsky stated that this topic would be a good fit for the Rules and Regulations Committee. Discussion/Site visit to the Pillow residence at 132 Calhoun Street by Commission members. The purpose of viewing the site will be an information gathering visit thus providing commission members with a better understanding of what the owners and architects envision for the property. It should provide members the ability to make educated inquiries and judgments. The Commission suggested that Chair Jane Boyer and Clerk Janice Roberti coordinate the site visit.
