The meeting was opened by First Selectman, Mark E. Lyon, at 7:30 p.m. welcoming everyone and requesting nominations for moderator. Nicholas Solley was duly nominated, seconded, and elected. Sheila Silvernail was introduced as clerk and read the warning call.

WARNING, TOWN of WASHINGTON, SPECIAL TOWN MEETING
January 8, 2008 at 7:30 P.M.
The voters and electors of the Town of Washington are hereby warned that a Special Town Meeting will be held on Thursday, January 8, 2009 at 7:30 p.m. at Bryan Memorial Town Hall, Washington Depot, Connecticut to consider and act upon the following:
1. To appropriate funds not to exceed $50,000 from the 2006-07 Fund Balance to cover 2007-08 Winter Maintenance Highway budget expenditures.
2. To transfer funds in the amount of $34,000 from the Sanitation section to the General Government section of the 2007-08 General Fund budget.

Discussion: Explanation of budget and line items by Mr. Lyon
Vote: All in favor, none opposed. Motion passed.

#2 RESOLVED: To transfer funds in the amount of $34,000 from the Transfer Station line item in the Sanitation section of the General Fund Budget to the Accident & Health Insurance line item of the General Government section of the General Fund Budget.

Seconded by: Lillian Lyon
Discussion: Explanation of budget and line items by Mr. Lyon.
Ms. Gollow pointed out that we actually came in under entire budget and these were just line item balance adjustments at the suggestion of the auditor.
Vote: All in favor, none opposed. Motion passed.

Mr. Lyon: Welcome, I call the Special Town Meeting to order. I’ll entertain a motion for nomination for Moderator. Mr. Brinton?

Mr. Brinton: So moved, I nominate Nick Solley.

Mr. Lyon: Do I have a second?

Ms. Greene: Second.

Mr. Lyon: Second, Mary Anne Greene. Any other nominations? All those in favor.

Audience: Aye.

Mr. Lyon: Opposed.

Audience: Silence.

Mr. Lyon: It’s all yours Nick.

Moderator: Thank you for entrusting your lives and the democratic process. The first order of business of the evening is to ask Sheila Silvernail to read the call of the meeting.

Moderator: Thank you Sheila. Chet [Mr. Lyon] would you like to make the first motion please?

Mr. Lyon: Certainly.

RESOLVED: To appropriate funds not to exceed $50,000 for the 2006-07 General Fund Balance to cover 2007-08 Winter Maintenance Highway budget expenditures.

Moderator: There’s a motion. Is there a second?

Mr. Osborne I second it.

Mr. Lyon: Mr. Osborne.

Moderator: Chet, do you want to just briefly highlight that?

Mr. Lyon: Yes, both of these questions have to do with making, balancing things out for the audit so that we haven’t over spent any section of our General Budget. This is going to take $50,000 from the fund balance from 2006-07 which is actually, which is also the starting fund balance of 2007-08 and add it to the Winter Maintenance line item of the Highway Budget. Which will in turn bring that up over the $49,255 that it was overspent. Questions? Comments? Arguments? Do we move the question? Mr. Moderator, I’ll leave that to you.

Moderator: If there’s no further discussion and if no one needs the resolution reread then there is a motion and second on the floor for proposition #1. All in favor of the first proposition say aye.

Audience: Aye.

Moderator: Opposed?

Audience: Silence.

Moderator: None in the contrary. Chet #2 please?

Mr. Lyon: We have another elector. We have to wait until she’s seated.

Audience: Laughter and agreement.

Mr. Lyon: RESOLVED: To transfer funds in the amount of $34,000 from the Transfer Station line item in the Sanitation section of the General Fund Budget to the Accident & Health Insurance line item of the General Government section of the General Fund Budget.

Moderator: Is there a second?

Ms. Lyon: Second.

Moderator: Lillian? Lillian Lyon seconded it.

Mr. Lyon: This is another bookkeeping thing. Our General Government section of our budget went over a number of different line items which totaled up to almost $34,000. The Sanitation section of the budget, the Transfer Station budget, was under spent by over $34,000 so we’re just taking $34,000 out of that budget and plugging it into the General Fund budget rather than go line item by line item and putting in bits and pieces. We are just, our auditor recommended that we just add it to the Accident Health Insurance and that will balance out the bottom line of that section of the budget.

Moderator: Further discussion? Ms. Gollow

Ms. Gollow: I just think that it should be pointed out that the budget was not overspent, the entire budget. We came in under budget. The transfers are being made at the suggestion of the auditor.

Moderator: Did everyone get that? That we actually under spent our budget by?

Mr. Lyon: Almost, by around $8,000. And that doesn’t change. It’s just putting the numbers in different spots.

Moderator: If there’s no further discussion regarding this proposition, we’ve made a motion that’s been seconded. All in favor of the second proposition for this evening signify by saying aye.

Audience: Aye.

Moderator: Any in the opposition?

Audience: Silence.

Moderator: No, there are none.

Mr. Lyon: Thank you.

Moderator: Thank you all for coming out this lovely, snowy evening. If there’s any subsequent business?

Mr. Brinton: Move we adjourn.

Mr. Lyon: We’ve got a question.

Moderator: Oh, Mr. Osborne?

Mr. Osborne: I think you guys should go run state government because we’re coming in under budget here and they don’t know what that means up there.

Audience: Laughter.

Mr. Osborne: When you get them straightened out, go to Washington.

Ms. Greene: Second.

Audience: Laughter.

Moderator: (Humor) Short of that, other than a motion from the floor to increase our term by four years, which was done on a snowy evening in Roxbury by the way, (laughter) I will entertain the motion to adjourn and a second. Goodnight everybody.
