Call to Order: Chairman Anson called the meeting to order at 7:06 p.m. noting there was a quorum present and thanking the sub-committee working on Town Beach Caretaker Duties for meeting earlier.

To approve the minutes of the November 9, 2009 meeting of the Parks and Recreation Commission.

OLD BUSINESS:
* Beach/Boat Launch:
Work at the Town Beach property and Beach House is on schedule. The sub-committee working on Town Beach Caretaker duties will complete their recommendations by the next Parks and Rec meeting and will then present to the Board of Selectmen. A Town resident has approached Lisa Easter regarding having a hot dog cart at the Town Beach. Discussion will be continued when there are more details available.* River Walk Park:
Lisa reported that the fire suppression system hook up was completed in the kitchen at the Pavilion today. It will be checked two times a years. Lisa has received prices for the pavers for the path behind the Pavilion - $720. All materials to complete the path (edging, machinery necessary, etc.) will be $1080.75. Gary Alex has submitted an estimate of $1250 to install it – total project $2330.75.Motion:
To purchase the pavers now for a cost of $720.
By Joe Fredlund, seconded by Ray Reich and unanimously approved.Construction of the fireplace is complete. There was discussion of placing a plaque acknowledging the generosity of the Village Improvement Society. This will be done in the spring – in time for the Village Improvement picnic in June.
Papa Joe Martin has written a letter to the Commission regarding improvements to the Joe Martin Field. These would include a permanent scoreboard, a flagpole and at a later date, another bleacher and two batting cages. He would like the Little League players to raise funds for these projects, would perhaps ask the Village Improvement Society for a donation and /or ask the support of this Commission. It was decided to ask Joe to come to the January meeting.
* Mill Race Road Project:
Nothing further at this time.* SBA:
Lisa has spoken with members of the Shepaug Basketball Association board regarding their taking over the younger teams as well. This would result in a more consistent management of all teams with everyone being on the same track, using the same rules, goals, etc. The board will meet after the New Year to discuss further. In the meantime, Lisa has started the registration process for the younger teams as a Parks and Rec program.* Family Skate:
As always, a popular program!* Holiday in the Depot:
Despite the very cold evening a huge success! The Washington Business Association did a wonderful job organizing. Thank you to all involved!! A note of thanks to the Washington Volunteer Fire Department for their stringing of the lights on the Christmas tree at the Town Hall! The suggestion was made to have a meeting in the summer to discuss plans for next year.

* Beach/Boat Launch:
Ray Reich reported that work at the Town Beach is progressing and appears to be on schedule.* River Walk Park:
Lisa Easter reported that the Pavilion (bathrooms, kitchen, etc.) would be closed for the winter on November 13. There was more discussion about installing a path from the back storage room around to the grill. Lisa will request a price for materials and labor from Gary Alex. Parts for the grill will be ordered and will cost approximately $240 – Gary should be able to install.* Fireplace:
the Board of Selectmen awarded the bid for construction of a fireplace at the Pavilion to FSM Construction of New Milford. Private donations have been received as well as a donation from the Village Improvement Society – the entire cost is now covered. Thank you to all!* Tennis Courts:
Lisa has spoken with M & M Tennis Courts – regular crack repair would cost $995; guardian crack repair - $1685 which comes with a guarantee.Motion:
If the “guarantee” is for at least two years, approve the guardian crack repair for a cost of $1685.

M & M has given a cost of $3800 to resurface the Basketball Courts at the Washington Primary School. This will be a request for the capital budget for next year.*Shepaug Pool:
Sheila reported that the water temperature is now “warm” as are the showers and locker rooms.

Nick Gueniat’s senior project – bus trip to walk the Freedom Trail in Boston, April 18th, 2010 is coming along. The bus is scheduled and details of the trip are being worked out. More information will be available at the next meeting.* Basketball:
Information and a note was mailed to SBA (Sharon LaMay) requesting that they sponsor the Hot Shots Contest this year – Parks and Rec will be glad to help.* Stove Hood at Pavilion:
messages have been left for Warehouse Store Fixture Company to have the hood hooked up.* Steep Rock Association:
has requested a donation.Motion:
In appreciation of the use of Steep Rock for the annual 4th of July race and in recognition of all Steep Rock does for the community, to make a donation of $100.

* WGHSA Family Skate:
Michael Gorra has contacted the Commission regarding the sponsoring of Family Skate Sunday evenings at the Gunnery. Unanimously agreed to continue this program and many thanks to Michael for carrying it on.* Mill Race Road Project:
Architect Peter Talbot gave the Commission his proposal for a project at town-owned property at 16 Titus Road, Washington Depot. The Commissioners were requested to review. Peter has made a presentation to the Planning Commission, the Village Improvement Society and will be making a presentation next week to the 16 Titus Road Committee.* SBA:
Joe Fredlund suggested that the SBA consider taking over the Introduction to Basketball program – this will be discussed further.* Holiday in the Depot:
All seems to be in order. Lisa will email commissioners with assignments, duties needing to be filled, etc.

To approve the minutes of the September 15, 2009 meeting of the Parks and Recreation Commission.

Guests:
* Shepaug High School Senior Nick Gueniat attended this evening’s meeting to discuss his Senior Project.
He explained his association with our Parks and Recreation Commission – working at the Summer Recreation program for the past five years, and now working with Lisa Easter to learn more about her job as Coordinator as part of his Senior Project. He is also planning a bus trip to Boston on April 18th, 2010 (which coordinates with the 235 Anniversary of Paul Revere’s Midnight Run) for a walking tour of the Freedom Trail. He would also like to include additional opportunities for those attending - perhaps a House Tour or the Duck Tour. The cost would be $35 per person; the bus would leave Washington at 7:00a.m. and return at approximately 7:00p.m. The trip will be advertised and open to the public. He and Lisa will be going to Boston on Wednesday of this week to do a “dry run” of the walk, etc. He has asked the Commission to support him in his Senior Project by running the project through the Commission (renting of the bus, etc.) Any monies made will be donated to the Summer Recreation Program.The Commissioners thanked Nick for a presentation “well done”!
Following Nick’s departure the Commission discussed his request.Motion:
To accept Nick Gueniat’s proposal to sponsor his Senior Project through the Parks and Recreation Commission.

Further discussion also commended Lisa for her assistance as Nick’s technical advisor.
The motion passed unanimously.* First Selectman Mark Lyon attended this evening’s meeting to discuss the new facilities at the Town Beach and the duties and responsibilities of the Caretaker.
The Board of Selectmen would like to work closely with the Parks and Rec Commission on this. The amount of rent to be charged for the new Beach House will be determined by the Selectmen and will be offset “in season” by the amount of work that is expected. The job of Boat Launch Attendant is a separate position from that of the Caretaker. The present Caretaker has the right of first refusal on the position. If he should choose not to accept the updated “duties” and rent, there would be an application and interview process. After discussion, a sub-committee of Ray Reich, Holly Haas, C.J. Kersten and Lisa Easter was formed to discuss the duties, lease, renter’s agreement, etc. Mark requested that the committee report to the Selectmen.
OLD BUSINESS:
* Beach/Boat Launch:
Ray reported that he has received a communication from Tom McGowan of the Lake Waramaug Task Force regarding regulations for the putting of boats into the Lake. They are proposing that Washington, Warren and Kent (the three Towns surrounding the Lake) pass ordinances to deal with these regulations. This would allow the Police Officers to actually enforce the rules and regulations and fine those who have not obtained stickers for their boats either from the Boat Launch or the State Park. Another set of regulations would be applicable for homeowners on the Lake who put their boats in themselves. Ray feels more discussion is needed on this subject with Resident Steve Sordi and Hank Vallely as it pertains to Washington. If any ordinances were to be suggested, a Town Meeting would be required for their approval.* Swim:
Sheila reported that although the pool has reopened, there are still issues with water temperature, showers, etc. Lisa reported that the scheduled swim lessons have started but Mo VanMoffaert has expressed disappointment and that the cold has been difficult for the children.* River Walk Park/:
Lisa reported that Groundskeeper Gary Alex has been painting the Pavilion’s kitchen. He has looked into the cost of installing a walkway from the back kitchen door and a pad for under the grill – approximately $865. This will be discussed at the next meeting once labor costs; the need for permitting, etc. is determined. Lisa has also called M & M Tennis to get costs for the resurfacing of the tennis and basketball courts so that this can be requested in the next fiscal year’s budget. The hood for the stove will be hooked up and grill parts (for maintenance and cleanliness) have been priced.* Fireplace Project:
The Board of Selectmen opened bids at their meeting last week for the construction of a fireplace at the Pavilion.
Bids received:
1) Michael Scuteri, Seymour, CT $24,000.00 2) FSM Services, New Milford, CT $17,750.00 3) Lenny Fleet, Warren, CT $23,500.00 Fieldstone Option $25,500.00 4) Johnson’s Masonry, Roxbury, CT $19,900.00 5) Stephen Saharek, Washington, CT $23,735.00 The Selectmen plan to award the bid at the October 29th meeting, contingent on Parks and Recreation securing the necessary funding.
Sheila reported that she plans on attending the Village Improvement Society’s meeting tomorrow evening to request their participation in this project but wanted to ascertain if the commissioners were in support of this prior to her going.
After lengthy discussion it was determined that the majority was in favor and she should proceed.
Motion:
To request $10,000 from the Village Improvement Society for the Fireplace Project at the Pavilion at River Walk Park and for the Parks and Recreation Commission to be responsible for the balance.

The motion passed with one abstention.* 4th of July:
Ray presented an accounting of this year’s firework display with income and expenses itemized. The bill for police services has not yet been received however Ray estimates that there will be approximately $25,746 as a final balance. He is comfortable with this for planning of 2010’s show. Telstar would like to do again.
COORDINATOR’S REPORT:
Lisa Easter reported on the following:* Swim Lessons:
Pool problems were discussed previously. There were more families interested in participating than could be handled and many had to be turned away.* Nick Gueniat:
Nick has been coming in every afternoon that Lisa is in the office to work with her and has been helpful and enthusiastic about his Senior Project.* Basketball:
The program will be starting soon. Hank Randall will again be coaching and Lisa will be speaking with Matt Perachi about coaching the younger team. Lisa would like to speak with the Basketball Association and request their involvement in the Hot Shots Tournament.* Holiday in the Depot:
See below under New Business.* Out of Season Sports:
There was discussion as to fall baseball and what the Commission’s position is. (Several years ago expressed their non-support of spring soccer). As these sports are becoming more popular, the Commission requested that at the very least, permission for use of the fields be requested. Tim Cook offered to give the Commission a master schedule of baseball games (Little League, Babe Ruth, Connie Mack, etc.) being held on our fields.* Spring Brochure:
Lisa would like to put an insert in the Town’s spring issue of the Washington Times as opposed to sending out a separate brochure. She is also working on a master registration form that could be used for all programs.
NEW BUSINESS:
* Holiday in the Depot:
The date has been set for December 11th. The Washington Business Association is again involved. Pencils and glow necklaces have been ordered. Ellis Limousine no longer provides the horse drawn wagon rides. A new company has been lined up. Santa has been invited to attend and Cindy Brissett will again be our photographer.* Basketball:

* Congratulations to Pete Armington – husband of Shepaug graduate Martha Lyon on his National Park Ranger award. He and Martha reside in Denali.

* Motion: To approve the minutes of the July 20, 2009 meeting of the Parks and Recreation Commission.

OLD BUSINESS:
* Beach and Boat Launch:
Ray Reich reported that the beach house has been demolished. Construction will begin soon on the new house and will hopefully be completed within 2-3 months. Ruscoe/Sedito will do construction; Harry Wright will be doing electrical work. The bid for landscaping of the property will be awarded at the Board of Selectmen’s meeting on September 17th. There was discussion as to the future tenant(s) of the house, the responsibilities associated with living there and the amount of rent collected by the Town. The Parks and Rec commissioners would like to be involved in discussions with the Board of Selectmen. Hank Vallely, current tenant of the house and Boat Launch Supervisor, has found alternative living arrangements and Ray has spoken to him about the discussions that will be taking place and has reviewed various issues with him. Appreciation was expressed for his hard work as well as to Michael Branson for filling in on busy beach days and when Hank was not able to be on duty. There are several days the end of September that need coverage.* River Walk Park:
Also see New Business. Lisa Easter reported that the pop-up tent that Parks and Recreation had purchased is missing. She will make calls to several groups that rented the Pavilion prior to July 4th. Both Gunnery and Devereux are using the fields behind the pavilion and have worked out a schedule. Groundskeeper Gary Alex is doing an excellent job and numerous positive comments have been received. Sheila reported that there have been occasional alarm issues. Occasionally there is a request for the fee to be waived for the use of the Pavilion. Sheila asked that no decisions be made without discussion and consideration by the Commission.* Fireworks:
Ray reported there is still a healthy balance in the fireworks account. The bill for police coverage has not yet been paid and this will amount to approximately $6000 +/-. Ray asked the commissioners to begin thinking about next year’s show, the amount to be spent on the fireworks, size of the program, music, should we have the sky divers again (would cost $1500) etc. Sheila reported that the road race went very well thanks in part to the “automatic timer”. Lisa suggested that when she orders the trophies for next year, she will not have the year put on them – this will be done on the plaque that is engraved after the race. This way the trophies could be used another year.* Morning Swim/Pool:
Sheila reported that the pool did not close this summer as was reported earlier; however, it is presently closed and will hopefully be open in time for the Fall Swim program.
COORDINATORS’S REPORT: Lisa reported:
* End of Summer Season reports, etc. have mostly been done.* Nick Gueniat will be working with her as part of a work-study program and for his Senior Project, which may be a bus trip/walking tour of Boston.
* Karate at Washington Montessori:
Lisa has been contacted by WMS that although they would prefer not to, they may have to start charging for the Karate classes that are held there. Lisa has worked out an arrangement that WMS will receive 5% of the program’s income and Parks and Rec will receive 5%. This is agreeable.* Fall Baseball:
Lisa has recently been notified that there are two 13-year-old fall teams. She mentioned it being “out of season” and asked for the commission’s opinion, as previously it has not supported out of season sports. As Little League is no longer under Parks and Rec it was thought the commission could not take a stand. We do contribute financially for insurance etc. but this is for spring (?). It was recommended that all teams using the fields contact Lisa.
NEW BUSINESS: * River Walk Park 2010 Maintenance Items: Groundskeeper Gary Alex submitted the following list of items to be considered re: maintenance and upkeep at the Pavilion/Park for the 2010 season/budget: Discussion indicated in italics.
Pavilion Building:
1) Re-keying of doors. Will be done.
2) Installation of walkway in back of building to utility room and grill area. Gary will do with “pavers”. Installation of light on back of building.
Motion: To contact electrician to install a motion sensor light on back of Pavilion.

3) Add landscaping to above area to enhance the look of the building from the rear. Gary can design and install – will put in for next year’s budget.
4) Fill cracks in asphalt surrounding the building. Cracks inside Pavilion should be addressed as well. Will speak with Kevin Smith, Highway Director.Walking Path:
1) 5 cubic yards of stone dust for maintenance.Ball Fields:
1) 3 cubic yards ¾” process stone for Ted Alex Field dugouts.
2) 6 cubic yards of stone dust for Joe Martin Field dugouts and Ted Alex Field dugout aprons.
3) 11 loads of clay for Ted Alex, Joe Martin, Dick Ayer, Little field, new softball. Dick Ayer requires 3 loads of clay and should be done now.
Motion: To order 3 loads of clay for the Dick Ayer field as monies are available.

4) Order 1 3-row bleacher for Joe Martin, 1 3-row bleacher for little field and 2 5-row bleachers for Ted Alex. Capital budget item, Village Improvement?
5) Drop inlet area near dog waste can to alleviate flooding during rain. Talk to Kevin Smith, Highway Director.
6) 20 x 20 concrete pad to store clay for ball fields. Talk to Kevin – price. Field Upkeep monies? Placement?
Motion: To spend up to $900 to do concrete pad.

7) Grind stump @ Ted Alex Memorial and replant tree. Talk with Kevin; perhaps do when other grinding is done.
8) Install 5-8 oak trees to enhance natural setting and allow for shade for users of the part. Talk to Garden Club?
Groundskeeper will paint kitchen and bathrooms this fall.Miscellaneous:
1) Tennis Court cracks. Should be done before winter. Lisa will contact M&M. (Maintenance schedule has been adhered to.)
2) Rental checklist. Numerous items have been missing – renters would review a list of inventory prior to renting, and again after with groundskeeper. Deposit would be returned if all items, conditions, etc. accounted for. Lisa and Gary will work on this.
3) Master list of ALL ball games. Dates, which field, etc. Lisa will work on this with coaches and teams.* Fireplace:
Discussion on pursuing the construction of the fireplace at the Pavilion took place. A proposal with an estimated cost of $19,500 was submitted several months ago. This will be reviewed as well as asking Village Improvement for a possible donation, how much monies are available now in Parks & Rec accounts, etc.* Thank You Notes:
have been received from Kenyon Clark for use of the Tennis Courts and from Friends of Shepaug Music for the Geri Gerst concert held at the Pavilion.

* Sympathy is extended to Charlotte Johnson and family on the death of her nephew; and to the family of Duncan Boyle, Region #12 electrician who was a “friend” to Parks and Recreation Commission.* Happy Belated Birthday to Ray Reich.

A motion was made by Holly Haas and seconded by C.J. Kersten to accept the minutes from the June 15th meeting. Unanimously approved.Old Business:
Beach/Boat Launch:
Ray updated us on the status of the rebuilding of the caretakers house. Construction is set to begin after Labor Day.
It has been brought to our attention by the Beach Director, Jeff Cox, that the coverage of the Boat Launch on weekends by the Beach Director is becoming extremely difficult due to the location of the gate and the fact that it is left open during hours of operation. As it is now, the beach director cannot see the vehicles & trailers enter the lot. Also, cars not launching boats are starting to park there in the boat trailer vehicle parking lot. If we hired someone to inspect boats for the remainder of the season, seven weekends - Fridays, Saturdays and Sundays, it would add a cost to the town of approximately $1,786.00. Devereux-Glenholme School has asked if the may play soccer on our fields this fall, due to theirs being unavailable. Glenholme offered to let us their pool for our Summer Swim Lessons when we found out in June that the pool at Shepaug would be unavailable. Lisa will coordinate between The Gunnery Lacrosse team and Glenholme’s soccer program to make this work out.
Tom Osborne is finishing up the work on the fire suppression unit in the new vent hood installed over the stove this spring in our kitchen at the pavilion. Lisa will look into an automatic ignition to the stove, if it is possible.Fireworks:
Ray reported that the fireworks started 43 minutes late. He will work with the company on improving their service next year. The skydivers were a hit, we will decide next year if they should have a repeat performance. Clean up is always an issue. We need to work on this item too.Chairman’s Report:

Sheila reported that a problem with the outlets had been reported – this will be referred to Eagle Electric, the stovetop needs to be cleaned – Lou will look into what to use. The Commissioners and Town Hall have received numerous compliments on the condition of the Ted Alex Field – thank you Gary! (Or is it the rain?!) The exhaust fan has been installed over the stove in the kitchen – Eagle will hook up tomorrow. Lisa will contact M&M Tennis Courts to look at the cracks in the tennis courts by the Primary School. She will also check with the school to see who maintains their courts. Movie Night(s) will be discussed again at the next meeting.* Baseball:
Tim Cook reported that there were Little League semi-finals yesterday and finals will be here tomorrow night with Roxbury and Bethlehem teams. There are two Babe Ruth teams and Connie Mack begins Wednesday.* Fireworks:
Ray Reich reported that he has met with Trooper Steve Sordi and Facilities Manager for Region #12 Paul Cullen regarding the police coverage and shooting and parking areas. The cost for police coverage may be increased over last year due to it’s being billed through the State. There is a new “shooter” who will review the show with Ray and Don from Telstar prior to the 4th. The rain date is July 5th. There are still a limited number of passes left for sale. The annual Stephen Reich Freedom Run will take place on the 4th at 9:00a.m. in Steep Rock.* Pool:
Lisa reported that Summer Swim lessons with Mo VanMoffaert would be held at Devereux because of the work that needs to be done in the pool. Apparently alternative repair methods have been looked into but there is no other way of doing the work that needs to be done. Sheila reported that Morning Swim has not been notified as to when the pool will be closed.* Beach/Boat Launch:
Selectman Nick Solley attended this evening’s meeting to bring the commissioners up-to-date on plans for the demolition and reconstruction of the beach house. An Invitation to Bid was extended at the Selectmen’s Meeting on June 11th. Architect William Worcester has done the plans and contractors may bid to construct a “stick built” or modular building. The new building will have less lot coverage than the present one but is 4 ½ feet higher because of the area in the lower level for the airboat. The building will be approximately 30 x 36 feet. Bids are due on July 2nd. Landscaping and parking area will be a separate bid. Nick has made the necessary applications in the Land Use Office for Inland Wetlands, Zoning Board of Appeals, etc. IW does not feel they will need to hold a public hearing however, ZBA will on June 18th. It is hoped that all necessary permits can be gotten in order to stick to the time line of beginning and completing the job between September 15th and December 15th, 2009. A STEAP grant from the State has been received in the amount of $300,000 for this project. General discussion continued on various aspects of the project.COORDINATOR’S REPORT: Lisa Easter reported:

Lisa Easter reported the staff is ready to open the beach for Memorial Day Weekend. Boat Launch opened April 18th and until the beach opens on June 20th, it will be opened Saturdays, Sundays and Wednesdays (and Memorial Day) from 6:00a.m. -11:00a.m. and 4:00p.m. – sunset.* River Walk Park:
1)The exhaust hood for the stove should be installed within the next week or two. Once this is done, the auto shut-off valve for gas will be installed. Cooking will be allowed but no frying. A note to this effect will be posted.
2)Joe Fredlund will speak with the Lions Club’s newest member (:)) regarding clean up of the Pavilion after the Lobster Sale Memorial Day Weekend. We have received many compliments on the appearance of the Park and fields.
3)M&M Tennis Court Company has submitted an estimate to clean, re-surface and paint the basketball court behind the Primary School - $3700. This was tabled until the next meeting at which time available funds will be reviewed.
4)Eagle Electric has donated work at the Pavilion, fields and on the scoreboard. The Commission would like the minutes to reflect its deep appreciation for the donation and for their support.* Baseball:

Sheila reported that the pool and showers (for Morning Swimmers) are now warm and the water has been much clearer. Lisa reported that the first session of spring swim lessons needed to be postponed due to the pool chemicals not being correct. Lisa has also been notified that the pool will be closed for most of the summer. There was discussion as to using Devereux’s pool for lessons as well as speaking with Region #12 personnel regarding alternative ways of doing the work that would not require the pool being closed for the summer.* Men’s Breakfast:
The May monthly breakfast held at the First Congregational Church was “Hosted” by the gentlemen of Parks and Recreational Commission. * Motion: To approve the minutes of the March 9, 2009 meeting of the Parks and Recreation Commission. By Holly Haas, seconded by Tim Cook and unanimously approved.OLD BUSINESS:
* River Walk Park: Sheila Anson reported that 36 applications were received for the groundskeeper position – it was narrowed down to 8 candidates – 6 came in for interviews. Gary Alex was hired and welcomed aboard! Gary coincidentally stopped in :) and gave the following report: water at the Pavilion will be turned on tomorrow, he will be mulching around trees, pruning, weed whacking, mowing, etc – general spring clean up. Clay has been ordered for fields, stone dust for paths…scoreboard has been fixed, still need an American flag for the ball fields (Lou Magnoli will check with Pete Williams from the American Legion re: the status of this.) Joe Fredlund has also requested a proposal from Gary (independently from his Groundskeeper position) for athletic field maintenance, which would include weed control, fertilization and renovation. Motion: To approve up to $3500 to Alex Sports Management for pre-emergent weed control and fertilization of fields. By Joe Fredlund, seconded by Tim Cook.
Discussion: The point was made that by using Gary Alex to do this work; the fields will be in better condition for less money than with previous contractor and with Gary’s presence as groundskeeper, work will be done on a regular basis. The motion passed unanimously. Sheila reported there has been several calls from the alarm company because of “open doors – locks will be checked, etc. Lisa reported that the exhaust hood has been ordered for the kitchen at the Pavilion, Julie Adams will do the spring clean up, there is a moratorium from the State on grants therefore the project to eradicate the Japanese knotweed is on hold, and reminded all that dogs should be leased!
* Beach and Boat Launch: Ray Reich reported that an engineer has been hired for the beach house project. Lisa reported the beach will open Memorial Day weekend for weekends, the boat launch will open Saturday, April 18, 2009 and the passes for the beach and boat launch are ready for this season.
* Baseball: Tim Cook reported that Little League is in full swing. Washington will be participating in an inter-town league with Watertown and will also be playing teams from Kent and Bethlehem. April 25th is the official Opening Day.
* Fireworks: Ray Reich reported that he will be sending a letter to the major donors thanking them for their contribution last year and that they may use their VIP passes this year and reminding those who did not contribute that we would be gratefully appreciative for a donation this year. It was agreed to use Chatfield for porta-potties. Ray is working with a Shepaug student for the t-shirt design. There are a “few” passes left over from last year that were not sold. They will be sold for this year’s fireworks on a first-come, first-serve basis.
* Morning Swim: Sheila reported that despite weeks of notifying the Shepaug Superintendent’s office, and maintenance office, showers remain cold, as does the pool. She has been told that hopefully work will be done during vacation week to rectify this problem.
COORDINATOR’S REPORT: Lisa Easter reported:
* Bus Trips: There are 12 spots left for the Red Sox vs. Tampa Bay Rays game on May 10th. Cost is $100 per person. There are 31 spots left for the Tall Ships trip to Boston on July 11th. Lisa will do more advertising for this trip. She is still waiting to hear about Yankees tickets.* Spring Swim: Mondays starting May 4th and Fridays starting May 8th - $40 per child for six lessons. Family Swim Monday and Friday 8-9:00p.m.
* Spring Tennis: Kenyon Clark holding lessons for 3rd and 4th graders on Tuesdays and Fridays May 5-29. Cost is $100 for 8 lessons.
* Summer Camps: Lego Camp is a new addition and will be held August 3-7 for 7-9 year olds. Cost is $130 per child.
* Summer Concerts: General discussion was held about scheduling a concert this summer, as this is always a popular event. Motion: To approve $750 for summer concerts. By C.J. Kersten, seconded by Tim Cook and unanimously approved.
NEW BUSINESS:
* Windscreen on Ted Alex Field: Tim asked the Commission to consider the purchase of a green windscreen for the outfield of Ted Alex Field as well as new safety covers for the fence. He estimated the cost to be approximately $3000. The commissioners asked Tim for a more formal proposal including prices and pictures.* Men’s Breakfast: Ray reminded that the monthly Men’s Breakfast held the first Saturday of the month will be May 2nd and he has “volunteered” the Parks and Recreation Commission gentlemen to be the “cooks”… theme to be determined!
* Election of Officers: Motion: To cast one vote to have Sheila Anson continue as Chairman, Joe Fredlund and Tim Cook as Vice-Chairmen and C.J. Kersten as Treasurer. By Holly Haas, seconded by Lou Magnoli and unanimously approved.

Lisa received a call from Paul Cullen, Facilities Coordinator of Region #12, regarding some damage that was done at the primary school by “unsupervised children” during the time basketball was being held in the gym. Lisa does not believe it was the Parks and Rec program but will speak with our coaches, Shepaug Basketball Association was also contacted. Bob McCarthy, President of the SBA, would like to hold a meeting with our coaches.
* Fireworks:
Ray reported that he had received bids from 3 fireworks companies and has decided to go with Telstar – the same company that has been used the past four years. They have offered to give us the same – or better :) - show (number of shells)as last year for less money. Ray has begun getting quotes for port-a-potties. He will be sending letters to VIP donors – not asking money from those who gave last year (because of cancelled show) but will “gently remind” those who did not contribute that their donations would be greatly appreciated. * Beach/Boat Launch: Ray Reich had no report. Lisa Easter reported that she has spoken with Michael Branson regarding his being trained to teach the Boating Safety Course.
* Basketball: Lisa has asked Sharon Lamay for a report but has not yet received. Hot Shot contestants went to the regional games and although they did not win, they played well and the Commission sends their congratulations!
* Budget: Lisa distributed the budget she has been working on for the 2009-2010 fiscal year. Lisa and several of the commissioners will meet with the Board of Selectmen to present. This meeting date is to be determined.
* Fireworks: Ray reported that he has received proposals from both Telstar and Zambelli. Both have stayed within the budget figures he presented to them. He, and possibly C.J. Kersten, will meet with representatives to discuss further.
* River Walk Park: First Selectman Mark Lyon was welcomed. Mark spoke to the Commissioners regarding the position of Groundskeeper and other personnel issues, including break down of responsibilities, etc. Joe Fredlund, Ray Reich and C.J. Kersten offered to discuss this further with the Selectmen. Jeremy Johnson has submitted a proposal for constructing a fireplace at the Pavilion. There was discussion about requesting capital funds for this and suggesting that Parks and Rec raise 50%. Larry Cable has given a “plan” for garbage can enclosures made of wood. The consensus of opinion of those commissioners present was to have Larry purchase materials and construct two containers for a cost not to exceed $300. Larry has met with the company that may be installing the vent in the kitchen at the Pavilion – they will get back to him with a price.
COORDINATOR’S REPORT: Lisa reported:
* Tai Chi Classes have been cancelled due to lack of participants.
* Pool Table: a new cover has been ordered and the company we purchased it from will be coming in the next several weeks to repair felt, level the table etc.

Present: Chairman Sheila Anson, Commissioners Lou Magnoli, C.J. Kersten, Tim Cook, Holly Haas, Joe Fredlund, Ray Reich, Coordinator Lisa Easter, Clerk Mary Anne Greene.
Call to Order: Chairman Anson called the meeting to order at 7:04 p.m. noting there was a quorum and noting that prior to this meeting, the Commissioners had met for a budget workshop to discuss possible budget requests for the 2009-2010 fiscal year. No motions were made in that workshop.
Minutes:
* Motion: To approve the minutes of the December 8, 2008 meeting of the Parks and Recreation Commission. By Holly Haas, seconded by Tim Cook and unanimously approved.OLD BUSINESS:
* Beach and Boat Launch: Ray Reich noted there was nothing to report at this time.
* River Walk Park: Sheila Anson and Joe Fredlund noted there was nothing to report at this time.
* Basketball: Lisa Easter reported that Intro to Basketball will be held at WPS, Saturdays 10:15 to 11:15 a.m. from January 10 – February 28. Coaches will be Matt Perachi and Marty O’Malley. Katie DeWitte will be assisting. 15 children are registered to date. Clinic Basketball will be held at Shepaug gym, Saturdays 10:00 – 11:30 a.m. from January 10 – March 14. Coach is Hank Randall. 13 children are registered to date. The Hot Shots Contest was held Saturday, January 10 at the Shepaug Gym. Winners were: Girls 9-10: Hannah Krin of Roxbury; Girls 13-15: Sarah Swanson of Washington; Boys 9-10: John Swanson of Washington; Boys 11-12: Landon Holroyd of Roxbury; and Boys 13-15: Zachary Krin of Roxbury. Sharon Lamay, who is on the Shepaug Basketball Association Board (taking Tim Cook’s place), handles the programs for the older children.
* Holiday In the Depot: Lisa reported the evening went well and there was a good attendance with over 200 children being photographed with Santa. (Thanks to Daryl Wright for stepping in for Dean Aita!) Lisa and Denise Arturi manned a table for the “Town Hall Gang’s” packages to soldiers program and received donations of items, money and letters. (Note: Sheila reported that the Parks and Recreation Commission had sent several basketballs and a pump to a group of soldiers stationed in Iraq. A package was also sent to Doug Moore of Washington recently and we have received a thank you and a US Flag that flew over Iraq. Thank you to Barbara and Erin Brinton for their donation of the Christmas tree that was decorated with red, white and blue ornaments and stars and stripes for the Town Hall lobby. Thank you to Painter Ridge Farm for the donation of the live Christmas trees and wreaths that adorned the Town Hall and added to the festive spirit of the evening and Holiday Season!)
* Budget: As noted above, the Commission met earlier this evening to discuss the budget for the next fiscal year. Per the request of the First Selectman, all Town departments and volunteers are being asked to be increasingly frugal in their projected expenditures. Mark mentioned that the State of Connecticut’s next budget year will bring reductions in the level of funding for a number of programs and the Town’s interest income and conveyance tax income is down - both of which may result in a year-end shortfall. The Parks and Rec Commissioners felt that in their discussion they were fiscally responsible noting that their budget is comprised mostly of salaries and maintenance of existing properties and programs. Thank you to Lisa for her work in preparing budget numbers for the Commission’s review.
* Ski Trip: Lisa reported that 21 have signed up for the Shepaug Ski Trip that was discussed at last month’s meeting.
* Tai Chi: Diane Baker’s class started last week and will continue Thursday evenings at the Town Hall from 6:00 – 7:00 p.m.
* Kickboxing: Denise Arturi has inquired about having an early morning class twice a week.COORDINATOR’S REPORT: Lisa reported:
* Bus Trips: 1) Fenway Park, Sunday, May 10th, Red Sox vs. Tampa Bay Rays has 12 people signed up. Cost is $100/per person. 2) Boston, Saturday, July 11th for the Tall Ships and Harbor Cruise has 4 people signed up. Cost is $85/per person. 3) Yankees Game – still waiting for group tickets to go on sale.
* Basketball: See above under Old Business.
* Yoga with Veronica Kleeman will not be held after January 21. Information on future classes with Veronica will be announced at a future date.
* Thank you to Robert deCourcy for his generous gift to Parks and Rec in memory of Virginia Risley deCourcy.NEW BUSINESS:
* 4TH of July: Ray Reich discussed with the Commissioners his request of bids for fireworks from Atlas and Zambelli as well as Telstar (who we have been using for the past several years). He is asking that they specify the number of shells as well as any additional costs for coordinated music.CHAIRMAN’S REPORT: Sheila reported:
