PUBLIC HEARINGS
White /6 Parsonage Lane /Extend Certificate of Appropriateness to build garage/studio addition.
Ms. Gilchrist opened the Public Hearing at 7:30PM to consider the application for a Certificate of Appropriateness submitted 11/10/08 by Edmund and Zemma White, 6 Parsonage Lane, to extend an existing Certificate of Appropriateness to build a garage/studio addition, previously approved 12/17/07. She read the legal notice which appeared in Voices on 12/7/08. Ms. Gilchrist seated the members. Mr. and Mrs. White were present.The members looked over the file and drawings by Reese Owens which were originally approved on 11/13/06. This C of A was extended in 2007. Due to continuing litigation the C of A needs to be extended for another year.
Joanne Jacobson, 8 Parsonage Lane, shares a common driveway with Mr. and Mrs. White. She stated this addition is not appropriate for the neighborhood. Her guest house is near the driveway and she also said light from windows in the studio above the garage will shine into her bedroom windows. She said this will change her quality of life completely. She expected the Historic Commission to protect her. Ms. Jacobson added that at the ZBA meetings the members kept referring to the fact that HDC approved the addition. This will create enormous hardship for her.
Ms. Gilchrist stated: The charge of the Commission is not to freeze the district in time or to disallow changes. Their charge is to allow change with a certain amount of control and judgement depending on the character of the district. The Washington Green District is a fairly densely built district as opposed to Calhoun-Ives which is open and rural. People are allowed to build additions. We use our judgement to determine if they are appropriate and we worked with the Whites to scale down their addition and see that it conformed to our Guidelines.
Ms. Gilchrist asked if there were any additional questions or discussion. There were none.

Nussbaum(cont’d) /132 Calhoun Street /New single family residence, attached garage w/bedroom & bath above, guest house & pool.
Ms. Gilchrist reconvened the Public Hearing at 8:07PM to consider the application for a Certificate of Appropriateness submitted by Paul A. Nussbaum to construct a single family residence, attached garage with bedroom and bath above, guest house and pool. Ms. Gilchrist seated the members. Mr. Paul Nussbaum was present. Also present were Mr. Rod Pleasants, Mr. Steve Godwin and Mr. George Queral from McIver Morgan Architects and residents from the Calhoun-Ives Historic District.Mr. Talbot posted some of the new drawings(marked rec’d 12/11/08) on the board for the members to study and discuss. He said he would like to ask a few questions for clarification:
* There is a walkway shown to the front door. Does it come from the driveway or the street? The street.
* Are you planning any lights along the footpath? No.
* Are there two entrances to the driveway? No. We will ask permission at a later date to move the driveway location.
* Is there any curbing on the driveway? No.
* Exterior lighting? Same light fixture will be used at front door and anyplace else required by code. (description of light fixture rec’d 12/11/08).
* What are the restrictions on the easement? The only restriction is they cannot build on the easement.
* Any generators or air conditioning units? All air conditioning units are down by the guest house. They would like to have an emergency generator, but will come back for approval.Mr. Queral said they would like to build two entry posts for the driveway. Mr. Talbot noted that entry posts were not listed on the application so they would not be considered at this meeting. He emphasized that the stone wall is to remain as is until they come back to the commission.
The members discussed the scale of the proposed house and compared it to others in the district. They studied the plans and also the overlays which had been prepared by Mr. Talbot. Mrs. Boyer commented that her problem with the front of the house is that the second section of the house should be settled more into the land. Mr. Tilden said the second roof is lower and seems to be recessed back from the main house. He noted that lowering the section more may make it hard to walk through. Mr. Queral agreed that might be a problem, but maybe they could make it work. Mr. Kerr suggested that if the second section is lowered by 3ft, the commission would need to see new drawings before making a decision.
Mr. Pleasants wondered if the whole project would be improved by pushing the entire house back 10ft from the road. Then perhaps the guest house would be even less visible. Mr. Chute agreed if the house were pushed back 10ft it would definitely be lower in the back. Mr. Pleasants and Mr. Nussbaum both said they would prefer to have the house pushed back 10ft. Mr. Pleasants noted an asset of the property is the view and that would not be changed much by moving the house back 10ft.
Ms. Gilchrist said that would change the pattern of houses being close to the road. Mr. Nussbaum replied he would prefer not to be so close to the road. Mrs. Boyer remarked a new house is not supposed to be just like one of the old homes; close to the road.
Mr. Chute would like to see the second section of the house lowered. Mr. Pleasants asked if they could come back to the commission with a lower second wing. Mr. Smith suggested the move the house back 10ft and lower the second section. Mr. Pleasants said they would put up new stakes in a different color for the commission to compare.
Mr. Talbot noted that programmatically, Mr. Nussbaum needs the space. He would prefer if the main block of the house were not quite so wide. He agrees to lowering the second section and pushing the entire house away from the road. He would like to see eave detail and particularly rake detail. Also, Mr. Talbot asked if the chimney on the north elevation could be exposed so as not to have a blank wall. In terms of moving the house away from the road, the architects need to decide how to sculpt the house into the landscape. Mr. Talbot calculated there would be 7000sqft of habitable space plus the guest house which is 1200sqft.
Mr. Godwin asked if the commission needs new massing drawings in addition to new stakes. Yes. Mrs. Boyer commented that the staking looks smaller than the house will actually turn out to be.
Mr. Smith stated he is still thinking about scale. He appreciates their efforts but at times thinks it is just plain too big. Mr. Talbot said programmatically, Mr. Nussbaum should be allowed to have whatever he wants, but it must be deemed appropriate by the commission.
Mrs. Boyer asked if any additional parking area is planned. Mr. Talbot said the commission would not want to promote any more covered surfaces. Mr. Nussbaum had not planned on more parking areas. If necessary, perhaps people could park in the field.
Mr. Tilden suggested the architects get a list of suggestions from the commission.

10 Sunny Ridge Associates LLC(cont’d) /10 Sunny Ridge Road /cover over round window.
Ms. Gilchrist reconvened the Public Hearing at 9:25PM to consider the application for a Certificate of Appropriateness submitted by Stephen Brighenti, Manager of 10 Sunny Ridge Associates LLC, to cover the round window on the east end of the house with white clapboards to match the surrounding clapboards. She seated the members. Mr. Brighenti was present.Mr. Brighenti brought in photos from the public way which showed the round window from various angles. He also brought in Amendment Five along with a plan for plantings which will conceal or obscure most of the building. He read the motion from July 10, 2000, which approved the modifications on Amendment Five since they would not be visible from a public way due to the berm and plantings and therefore the Commission would not have jurisdiction and so neither approves nor denies the modifications.
It was noted that Mr. Ross did not complete the required berm, partly due to some Inland-Wetlands issues. Mr. Smith stated a structure is visible now that the commission never had to consider before. Mr. Brighenti said he is proposing to resolve the violations by removing the round window and is willing to paint the house gray to make it appear less visible. He also said two of his neighbors, Mr. Treadway and Mr. Dutton support his plan.
Mr. Smith wondered if the Commission should use removing the window as a way of settling the issue. Mr. Kerr also noted the offer of additional plantings and painting it gray. Mr. Smith said they had no jurisdiction over color. Mr. Talbot said they also did not have jurisdiction over plantings either – they were suggested by Attorney Byrne.
Mrs. Boyer asked what exactly was done to this structure that was not approved by the Commission. The portico, dormers, clapboards instead of vertical siding and a round window. Mr. Kerr commented that all these features are coming before the Commission now because the berm was never built to screen the house. Mr. Brighenti is offering to put in plantings; just not build a berm. Mr. Talbot asked if that would satisfy the requirement of screening. Mrs. Boyer voiced her concern that if the Commission approves plantings it may come back to haunt them in the future. If plantings are allowed as a screen on one property, why not another?
Mr. Kerr stated: If you use the trees, you can protect yourselves by saying this is not something this Commission recognizes, but it was agreed to at a previous point in time and we will honor that previous commitment without any precedential value going forward.
Mr. Kerr added, only because it was agreed to six years ago that the trees would take this alleged violation out of the Commission’s jurisdiction. HDC made a commitment and is keeping it. Mr. Talbot asked, even though the berm was not built? Yes.
Ms. Gilchrist suggested the existing dormers be replaced with shed dormers if possible. Mr. Brighenti said he is not putting in a berm, but will commit to changing the existing dormers to shed dormers, remove the round window and plant trees as per the original planting plan. Mr. Talbot said he should come back to the Commission with a planting plan showing where the trees are going to be and what species. Also, stake out location on the property.
Mr. Tilden observed it seemed to be the concensus of the Commission that Mr. Brighenti needed to come back with an amended application to include drawings of the shed dormers and a planting plan. In addition, he suggested that if his neighbors are supporting him, they should send a letter.
MOTION: To continue the Public Hearing to consider the application for Certificate of Appropriateness submitted by Stephen Brighenti, Manager of 10 Sunny Ridge Associates LLC, to cover the round window on the east end of the house with white clapboards to match existing. This will provide time for Mr. Brighenti to submit new drawings and amend the application to include changing existing dormers to shed dormers and to provide a planting plan that will screen the house in accordance with the approval of July 10, 2000. By Mr. Smith, seconded by Mr. Kerr and passed 5-0.

REGULAR MEETING
Ms. Gilchrist called the meeting to order at 10:25PM and seated the members.
MOTION: To change the Agenda in order to have a preliminary discussion with Valerie Anderson regarding the playscape at Judea Nursery School. By Mr. Talbot, seconded by Mr. Smith and passed 5-0.
Judea Nursery School /6 Kirby Road /Discussion with Valerie Andersen re: replacing playscape equipment.
Mrs. Andersen, Chair of Judea Nursery on the Green, said she has come to the Commission for some guidance on replacing the playscape. The present one is made of wood, is old and full of splinters. She brought a picture of the new playset they would like to install. It is made of a composite material, contains no chemicals and no splinters. It will require cement footings and has stainless steel hardware. The members asked Mrs. Andersen for some additional information.Ms. Gilchrist: What is the reason for the orientation? It is easier for teachers to watch the kids. Gunnery and Church kids also use the playground.
Mr. Talbot: Is there anywhere else this could go and not be so visible? No. That specific circle was designed for the play area.
Mrs. Boyer: Does not like the materials.
Mr. Talbot: I recommend you get actual photos.
Ms. Gilchrist: It’s nice to see kids playing on The Green. Have you considered other materials?
Mrs. Andersen said they did a lot of research. This particular play set is within their budget and has a 15yr warranty. It will reduce maintenance and wear and tear. The company has a good track record. She will ask the company representative to re-draw the set with less color and more brown. Mrs. Andersen said she just needs guidance on how to proceed.
Mr. Talbot suggested an actual photo of a play set with similar characteristics would be good rather than a drawing. Mr. Tilden suggested a photo near buildings. Also needed would be a photo of the existing playscape. Mrs. Andersen said she would.

Mr. Talbot told the members he scanned the Rules & Regulations and Guidelines onto the website. He gave Mrs. Boyer the assignment of making the HDC website more attractive and user friendly.A letter will be sent to Ms. Khouri and Mr. Bass asking them to update HDC on their progress at 75 Green Hill Road.
Ms. Cynthia Williamson, 10 Kirby Road, notified the Commission that she is replacing her chimney in-kind.
Mr. and Mrs. Doran 114 Woodbury Road that they will be replacing the fence in front of their house in-kind.
MOTION: To approve the HDC Calendar for 2009. By Mr. Smith, seconded by Mr. Chute and passed 5-0.

Ms. Gilchrist reconvened the Public Hearing at 7:32PM to consider the application for a Certificate of Appropriateness submitted by Paul A. Nussbaum to construct a single family residence, attached garage with bedroom and bath above, guest house and pool. Ms. Gilchrist seated the members. Mr. Paul Nussbaum was present. Also present were Mr. Rod Pleasants and Mr. George Queral from McIver Morgan Architects and several residents from the Calhoun-Ives Historic District.
Mr. Pleasants said he hoped the members all had an opportunity to look at the story poles. Tape was placed across the top to show the ridge line. The members discussed the siting of the house. Some thought it was too close to Calhoun Street, but if it were pushed back from Calhoun Street it would be appear larger from the Stuart Farm. Mr. Nussbaum said he walked over to the Laffont property and stated the story poles were not visible from there. Mrs. Boyer said her problem with the siting of the house is that all the other houses on Calhoun Street are parallel to the road which makes this house seem out of context with the rest.
Mr. Talbot asked Mr. Pleasants to walk through what the commission is being asked to approve. In addition to story poles, they need to know what can be seen from the public way such as mechanical equipment.
Mr. Pleasants said the house has been intentionally turned to follow contours of the land to look like an old house that has been added onto. Materials for the house will be white clapboards, gray barn siding and wood roof. The foundation will be stone – more visible at the back because the land drops away at the back. Mr. Pleasants told the commission there has been some discussion of moving the driveway, but they do not have permission yet.
Mrs. Boyer said it bothers her to see this house at an angle in comparison to the rest of the houses on the street. Mr. Smith noted if a house of this size sat as others do on the road you would see a very large house right on the road. We cannot freeze the street. Mr. Chute said it seems more logical to go with the topography – it makes sense. He said the height seems ok as is but he would not mind seeing the house pushed back to reduce the mass. Mrs. Mills said she was able to see the story poles from the Stuart Farm – it will look like a long house going backwards. Mr. Pleasants noted if the house is moved back it would be radical – this way it is built into the land. Mr. Talbot said the house is staked right – not too far back in relation to the road.
Mr. Nussbaum said he would prefer to construct a new driveway so the car lights would not shine into the windows of the house across the street. Mr. Talbot noted that the commission needs to approve a driveway access as part of this application; types of materials used, etc. He suggested to Mr. Nussbaum that the existing driveway be a part of this application. If a new driveway is approved by the Selectmen he can then come back to the commission and apply to change the driveway location.
Mr. Pleasants said he would prepare a massing diagram for the next meeting. Mr. Talbot noted there were other items requested in an e-mail sent to Mr. Pleasants on October 17th. In addition, the members listed some items they would like to have for the next meeting; some of which may already have been requested in Mr. Talbot’s the e-mail:
* Massing diagram showing views from Calhoun Street and Stuart Farm
* Building section with eave details
* Photos from the road
* Pictures of materials to be used on house and driveway
* Site plan showing driveway staked, lighting, mechanicals and pool equipment
* Indicate existing and proposed centers at driveway and existing at house (i.e.:how the area is regraded)Ms. Gilchrist asked if there was any additional discussion. There was none. It was agreed to continue the Public Hearing.
MOTION: To continue the Public Hearing until the next regularly scheduled meeting on December 15, 2008, to consider the application for a Certificate of Appropriateness submitted by Paul A. 10 Sunny Ridge Associates LLC /10 Sunny Ridge Road /Cover over round window.
Ms. Gilchrist opened the Public Hearing at 8:47PM to consider the application for a Certificate of Appropriateness submitted by Stephen Brighenti, Manager of 10 Sunny Ridge Associates LLC, to cover the round window on the east end of the house with white clapboards to match the surrounding clapboards. She read the legal notice which appeared in Voices on 11/9/08. Ms. Gilchrist seated the members. Mr. Brighenti was present.
Mr. Brighenti said he was aware that some things were done in contradiction to the desires of the Historic Commission. The round window is visible from Nettleton Hollow Road. He is hoping that by closing over the window with clapboards to match existing, that this will take care of this violation. Mr. Brighenti had a copy of a drawing from Moisan Architects, marked Amendment Five and dated June 19, 2000 showing the round window which he was told by the architects had been approved. He met with two of his neighbors, Mr. Treadway and Mr. Dutton, and said they are very pleased with this proposed work.
Mr. Brighenti went on to say that issues with Inland-Wetlands and Health are resolved and Building will sign off for a C.O. after HDC approval.
Ms. Gilchrist noted the other violations: 3 dormers on the Sunny Ridge side, the portico and vertical siding. She wondered if the commission does not require remediation of all violations, if a precedent will be set. Mrs. Boyer commented that the round window is what is being brought before the commission at this time and is the only item they are being asked to consider.
Due to the fact that the last Certificate of Appropriateness for this property was issued in June 2000, some time is needed to research the files for clarification. It was agreed to continue this Public Hearing until the next meeting.
MOTION: To continue the Public Hearing until the next regularly scheduled meeting on December 15, 2008, to consider the application for a Certificate of Appropriateness submitted by 10 Sunny Ridge Associates LLC to cover over the round window at 10 Sunny Ridge Road. Other Business
A. Website.
Steve Wadleton was present to discuss the Town website with the members. The commissioners said they need an understanding of the website, how it can be upgraded and made user friendly. Mr. Wadleton said HDC has their own page. He handed out a copy of the page to each member. Mr. Wadleton said the page can be expanded with photos, etc. The members agreed it would be good to have the Rules & Regulations, the Guidelines and the small brochure explaining the three districts on line. They want the public to have access to as much information as possible. The commission thanked Mr. Wadleton for his time and helpful information.B. Stuart Farm.
Since HDC sent Young Elliott’s Farm a letter, Mr. Talbot is not allowed on the property to document the buildings. Mr. Talbot asked Mr. Shaw if he would write a letter stating work done to date and their intentions. 1.Main House – their goal is to restore as is and document what is there for future restoration or rebuilding. 2.Corn Crib – the insurance company said it had to come down. 3.Barn – take out rotted flooring, sills to be replaced, north section ok, south section will collapse. A set of accurate documents is needed prior to rebuilding. Mr. Talbot conveyed to Mr. Shaw that HDC is serious about its responsibility and concern for the Calhoun-Ives District and for his barn and property. Mr. Talbot thought Mr. Shaw was willing to act on this – he promised to write a letter. Mrs. Canning asked if there had been any move to close up the back of the barn. Mr. Talbot said in the next week or two a crew is scheduled to do that. Mrs. Canning asked if Mr. Shaw gave any reason why he took the materials off of the barn. No. Mr. Talbot said he trusts that Mr. Shaw will seal up the building.The discussion regarding HDC petition to the Zoning Commission is postponed until the 12/15/08 meeting.

SPECIAL MEETING
Stuart Farm /110 Calhoun Street /Discussion
Ms. Gilchrist opened the meeting at 7:32PM and seated the members. The purpose of this special meeting was to discuss the worsening condition of the Stuart Farm buildings at 110 Calhoun Street. Also Rules & Regs, the website and general housekeeping were on the agenda for discussion. Mrs. Canning, 119 Calhoun Street, was present.
Ms. Gilchrist said she thought that HDC had reasons to look into possible violations. Atty. Zizka told her that the State Statutes would back up the Commission. Enforcement Officer, Mike Ajello, wrote a letter to Mr. Shaw on 10/6/08 asking him to board up open walls and windows to protect against further deterioration from the weather. Mr. Ajello has not received a reply to his letter.
Mr. Talbot said he went to Mr. Shaw’s place of business to speak with him. He asked Mr. Shaw for his permission to document the barn if HDC would indemnify him. Mr. Kerr told Mr. Talbot if he was operating as an agent for the town, he would be covered. Mr. Talbot explained he was concerned about the people who would be working with him. Mrs. Canning and other Calhoun-Ives residents have offered to contribute to the cost of documenting the footprint, volume and features of the barn and house.
Mrs. Canning said a huge amount of barn siding has been taken away and that has weakened the barn even further. She said the effect of what Mr. Shaw has done surreptitiously, has substantially weakened the barn. It was mentioned that Mr. Shaw had a buyer for the property, but the sale fell through. Mrs. Boyer asked if boards were removed from the barn before or after the sale fell through. Before.
Mr. Chute said he was curious to know if there were any permits taken out for demolition. He will check with the Building Official.
Mrs. Boyer suggested, in addition to documenting structures, the Commission should continue taking photos of the three districts in order to try and avoid these situations in the future.
Mr. Kerr read from Section 7-147h of the State Statutes. He said HDC could issue a temporary injunction to restore and a notice of no further demolition. He said if further demolition does take place an injunction can be issued. What Mr. Shaw has done is a violation because it was all done without a Certificate of Appropriateness.
Mr. Talbot said an injunction would be a last resort. The goal is to get Mr. Shaw to deal with the issues. Ms. Gilchrist stated some pressure needs to be put on Mr. Shaw. Mr. Smith said the Commission needs to take action on the demolition that has taken place. The members all agreed they would like to see the barn stabilized.
The members discussed how to move forward with this situation and emphasize to the owners the importance of stabilizing the buildings and protecting them from further deterioration.
MOTION: To adopt a resolution and order. The actions taken by Young Elliot’s Farm LLC, amount to demolition without a Certificate of Appropriateness. Pursuant to C.G.S. 7-147h(a) the Commission orders Young Elliot’s Farm LLC, to correct the violations, with the result being that the house and barn be restored to their condition at the time of purchase. The Commission requires that Young Elliot’s Farm LLC provide a restoration schedule and plan; with the first component being stabilization and sealing of the structures from the elements. To be completed by December 1, 2008. By Mr. Chute, seconded by Mr. Kerr and passed 5-0.
MOTION: To authorize Peter Talbot to document the buildings at 110 Calhoun Street. By Mr. Smith, seconded by Mr. Chute and passed 5-0.
Rules and Regulations.
Mr. Talbot would like to propose a change to the Zoning Commission regarding heights of new houses in the three historic districts: height not to exceed 35ft with a walkout basement, or 30ft without a walkout basement. The goal is to keep the height of houses down and this change will give HDC more teeth to enforce its criteria regarding scale.
Mr. Talbot said he would come back with a formal proposal at the next meeting.

PUBLIC HEARINGS First Congregational Church(cont’d) /6 Kirby Road/ Construct handicap ramp.
Ms. Gilchrist reconvened the Public Hearing at 7:37PM to consider the application for a Certificate of Appropriateness submitted by the First Congregational Church, 6 Kirby Road, to construct a handicap access ramp. The members discussed any possible conflict of interest. Mr. Chute and Mr. Kerr recused themselves. Ms. Gilchrist seated members Gilchrist, Smith, Talbot and Alternate Mills for Chute. There were several residents in attendance and Mr. Werkhoven represented the Church.
Ms. Gilchrist opened the discussion for members of the public to speak and reminded them to give their name and address for the record. She read a letter in support of the access ramp from Susan G. Graham, Head of School at the Gunnery. The letter is in the applicant file and a copy is filed with these minutes.
Sheila Anson - Woodbury Road, spoke in support of the ramp. She said she grew up in Washington and has attended the Church her whole life. She had been taught to use the chair lift in order to help people gain access to the Church. The chair lift has always been difficult to use. The ramp would be much better.
Estelle Bronson - Romford Road, said she is also a long term member of the Church. In addition, she knows of two other members who use walkers and three who use canes. All of them would prefer a ramp instead of the chair lift.
Cynthia Williamson – Kirby Road, stated the outside of the Church should remain as historic as possible. Any changes should be inside.
Roger Stikeleather – Kirby Road, applauds the Church for wanting everyone to have access. However, it is the most important building on the Green and he does not support this ramp. He thinks changes should be inside, such as an elevator.
Mr. Werkhoven came forward to show the Commission some drawings from 1984 showing a ramp on the east side of the Church. This ramp is shorter than the proposed ramp on the west side. Slope requirements are different now, so this ramp may have to be lengthened. He said he was concerned about the large tree on the east side of the Church, but a tree expert from Roxbury told him he could locate the ramp right up to the tree without hurting it. Mr. Talbot said his concern was affecting the historic value of the building. It was noted that this drawing shows the ramp with a stone wall instead of wood. Mr. Werkhoven said the proposed ramp on the west side uses stonework to the height of the foundation.
Mr. Talbot said he listened to the tape of the last meeting and gathered that a lift was considered undesirable by the congregation. Mr. Werkhoven said he did go back and look at the lift again and got some prices. He said both plans would cost about the same. He said he spoke with the Town ADA coordinator who said the Church does not have to be ADA compliant; but The Gunnery and others who use the Church must be ADA compliant.
Mr. Talbot stated that none of the Commissioners feel that people should not be allowed in the Sanctuary, nor did they say that the church should not have a ramp; only that the ramp being proposed is not appropriate. In addition, he said he had not heard any real resolution about the gutter, or a canopy to keep ice and snow off of the ramp. Mr. Talbot said he would like to see a feasible and prudent alternative; something that would not be such a massive structure. He said he thought a lift could be done creatively and would have the most minimal impact. In addition, Mr. Talbot noted that the Commission is here to say whether this application is appropriate or not. The scale of construction is not an appropriate solution. Mr. Werkhoven said he felt a lift would not be used. He said the proposed ramp, which is painted white, seems to blend in pretty well. Ms. Gilchrist asked Mr. Talbot if he could see approving a ramp if it was better designed or less conspicuous. Mr. Talbot replied he was concerned about carving anything out of the Sanctuary. He said this would require some creative thinking, but it has been handled in other places. Mr. Werkhoven commented they have been working on this for twenty five years and have even thought about using temporary ramps.
Wayne Hileman – River Road, stated that it is relevant and important to consider other issues such as a lift, but this application is for a ramp. The congregation is reluctant to go with other technology. He further stated it is wrong to assume that a lift inside will not affect the look of the Church. There will need to be signs and instructions, whereas ramps are everywhere - everyone knows how to use them. The Church needs a ramp. Other solutions have been considered for twenty or twenty five years.
Susan Schultz – Green Hill Road, stated she lives directly across from the Church and looks at it every day. She said she just recently learned about the ramp. She commented that her mother, who was in her 90’s, used the lift all time without help; at least 212 times that she knows of. Mrs. Schultz remarked that she was not speaking for or against the ramp, she just wanted to speak of her mother’s experience using the lift. She added that there are signs on the lift explaining the proper use. Also, the lift is shielded from harsh weather because it is inside.
Estelle Bronson – Romford Road, commented that there are people who are disabled and then there are some who are more disabled than others.
Georgia Middlebrook – Nettleton Hollow Road, asked if any thought had been given to planting shrubbery to conceal the ramp. She added, plantings have been successful.
Ms. Gilchrist stated the Commission is not allowed to consider shrubbery. Mr. Talbot commented that a lot of shrubs would make The Green disappear.
Wayne Hileman – River Road, remarked that as a member of the Congregation, he was flabbergasted at the response here. He said the Commission says a creative solution can be found – but he is not hearing any. He asked what would be appropriate for the District – they need a clue as to which way to go.
Ms. Gilchrist said perhaps their architect can find a more appropriate way. Mr. Talbot noted it cannot be said that the Commission is not trying. In addition to meetings, they have held a site visit and made suggestions. The members are not design architects. The application submitted was for a ramp and that is what they are discussing. The Church is the primary center of The Green. The Commission’s concern is that the proposed ramp is not appropriate to this building. Furthermore, it was not explained how ice and weather would be addressed.
Ms. Gilchrist asked if there were additional questions or comments. There were none.

Ms. Gilchrist opened the Public Hearing at 8:32PM to consider the application for a Certificate of Appropriateness submitted by Paul A. Nussbaum to construct a single family residence, attached garage with bedroom and bath above, guest house and pool. She read the legal notice which appeared in Voices on 10/12/08. Ms. Gilchrist seated members Chute, Gilchrist, Kerr, Smith and Talbot. Mr. Paul Nussbaum was present. Also present were Mr. Rod Pleasants and Mr. George Queral from McIver Morgan Architects and several Calhoun Street residents.
Mr. Pleasants brought a new set of plans for the Commission. He stated they tried to address the concerns expressed by the members at the preliminary discussion. The members looked at the drawings which showed the house with and without shutters. Mr. Talbot said the mass of the house is broken. Mr. Pleasants explained they tried to build the house into the land. The property has a radical drop-off at the back which is where the guest house and pool will be located. He does not think they will be visible from the road.
Mr. Talbot observed that the size of the house had been brought down considerably, there are fewer windows and they have respected the topography. Mr. Mills, Calhoun Street, said he thought the house would not be visible from Calhoun Street due to the trees. The members would like to see some photos showing the view from the public way. Mr. Tyler Smith, Calhoun Street, said he thought they had done a good job and had no objections.
Mr. Smith asked about lighting. Mr. Pleasants said they had not thought about that yet. Mr. Talbot asked if the property along the road would be left as it is. Mr. Nussbaum replied he hopes to save the trees along the road. Mr. Pleasants added, it is beautiful the way it is and they would like to keep it that way.
Mrs. Mills asked Mr. Nussbaum if he intends to keep both driveways. He replied they would like to change the driveway if they get permission because lights from the driveway would go into the house across the street; and, it would be safer. Mr. Smith noted that too may driveway cuts give a suburban look along Calhoun Street. Mr. Talbot said they should check with the Selectmen’s office because they issue driveway permits.
Mr. Gilchrist asked if they plan on building any stone walls or fencing. Mr. Pleasants said they would like to keep everything like it is, but there may need to be a retaining wall. Mrs. Markert, Calhoun Street, said she thought there used to be some old stone walls along the road. Ms. Gilchrist noted that one thing the Commission has noticed, is so many yards become perfectly landscaped. The Calhoun Ives District is based on an agricultural history so it would be very desirable to leave the area as rural as possible.
Before the next meeting, Mr. Talbot said the Commission would like to see story poles installed for any structure visible from a public way, the driveway staked out, photos showing views from the public way and indicate where any outside lighting and mechanical equipment will be located. Mr. Pleasants said he will have the story poles up the week before the next meeting so the members can go individually and have a look.
The members complimented them on a good job. Mr. Talbot said it is critical what will be seen from a public way. Once the story poles are up they will be better able to determine the relationship of this house to other buildings in the district.
It was agreed to continue the Public Hearing.
MOTION: To continue the Public Hearing, until the next regularly scheduled meeting on November 17, 2008, to consider the application for a Certificate of Appropriateness submitted by Paul A. Mr. Smith: If the Church needs to do this, are they exempt from our rules: I don’t like the appearance or location. Even though they’ve been thinking about it – I don’t think what they’ve proposed is the only solution. I would like for every possibility to be explored and we’ve only seen one.
Mrs. Mills: I agree. It’s wrong for The Green.
Ms. Gilchrist: Agree. I would like to see every possibility exhausted. This outside ramp would not be appropriate.
Mr. Talbot: Have not ruled out a ramp altogether. I had hoped they would explore and come back to us with other solutions. There is an opportunity to do something creative with this whether a lift or a ramp.
Mrs. Mills: They should come back with a new application.
Mr. Smith: The 1983 drawing was almost better – partly because of where it is.
Mr. Talbot: Agrees. I think there is another solution. I recommend denial.
Mr. Smith: I feel I have to recognize that a ramp is somehow essential.
Mr. Talbot: I agree, but would like to see something different.
Mr. Smith: As long as it’s understood. There is no doubt the church needs accessibility.
The members had no further comments. It was agreed to deny without prejudice.

Klemm(cont’d)/11 Ives Road /One-story addition and mudroom:
Ms. Gilchrist reconvened the Public Hearing at 7:33PM to consider the application for a Certificate of Appropriateness submitted by Christina and Peter Klemm, 11 Ives Road, to construct an addition to the east side of their existing house and a mudroom off the kitchen. She seated the members and seated Alternate Boyer for Mr. Talbot. Mr. and Mrs. Klemm were present along with their architect, Mr. Harold Tittmann, Tittmann Design and Consulting.
Mr. Tittmann said they made an effort on these revised plans(rec’d 9/15/08), to scale down the addition. There will now be just a 10% overall increase in square footage. The members looked over the new drawings.
Mr. Chute asked Mr. Tittmann to please review changes in the plan.
Mr. Tittmann noted the new detailed site plan. He said the view from the front shows the addition without shutters.
Mr. Chute commented that shutters elongate the mass - the addition looks more like an addition without shutters. The spacing between windows and roof has been addressed by using windows that are a little taller (like the windows used on the kitchen addition). The new plans show gutters on the front of the addition to match existing gutters.
Ms. Gilchrist asked if there were any questions or comments from the public. There were none. She asked for questions or comments from the Commission.
Mrs. Boyer said she thought they did a good job. She could see from the story poles how far they had moved back the addition.
Mr. Kerr noted they had expanded in every direction except toward the road, so it looks like this might be the end of the additions.
Mrs. Mills agreed the new plan is much better.
Mr. Smith said he had no further questions.
Ms. Gilchrist said she appreciated the changes that were made due to concerns voiced by the Commission. However, she is still concerned that this is the third addition to a very small house in the district; and compatible or not, it is nonetheless another addition.
Mrs. Boyer noted that the three additions could not all have been built at once. She said HDC regs needs to be revised. There should be something about honoring original old houses in the districts.
Mr. Chute asked if it should be stated in the approval that there can be no more additions on this house.
Mr. Klemm asked why any property owner would accept that statement. However, he did say that they have no intention of adding further onto the house.
Mr. Chute commented the Commission would not look favorably on any new additions.
Mr. Smith said that Mr. Chute has raised an issue that HDC needs to take a look at. He said the Rules and Regulations are very clear regarding scale. There needs to be a way of getting people who own property in historic districts to look at the long term; but that is a discussion for another day.
Mr. Stikeleather introduced himself as a resident in the Washington Green Historic District. He said people should know that there are restrictions in historic districts.
Mrs. Boyer asked him if he was told he was buying a house in an historic district.
Mr. Stikeleather said yes, but he was not told he couldn’t add on.
Ms. Gilchrist asked if the public had any further questions or comments. No. She asked the members if they had any other questions or comments. There were none.

Ms. Gilchrist reconvened the Public Hearing at 7:56PM to consider the application for a Certificate of Appropriateness submitted by the First Congregational Church, 6 Kirby Road, to construct a handicap access ramp. She seated the members and Alternate Boyer for Mr. Talbot. Mr. Reese Owens, Halper Owens Architects was present as was Mr. David Werkhoven, who represented the Church.
Mr. Werkhoven began by saying that a ramp is the only handicap access the Church members will use, so they consider it a necessity. He said there is a chair lift, but it is not used because it is not convenient, it is complicated, it is located in front of the sanctuary and it requires help to use. The Church members have expressed fear using something mechanical, such as a lift, and so occasionally have had to be carried into church. They would prefer the ramp because it is easily identifiable, can be used alone and it draws less attention.
Mr. Werkhoven said he does realize the historical significance of the Meeting House and its’ location. They need the building to be as accessible as possible and he wants to work with the Commission. He said they have investigated other locations and a lift but the ramp best meets their needs.
Mr. Smith asked if the Church was legally required to provide access and wondered if they could be sued for not providing access.
Both Mr. Owens and Mr. Kerr said they did not know.
Mr. Smith asked if the Church thought the people were best served by a ramp. Yes.
Mrs. Boyer asked if they really had considered putting the ramp on the other side.
Mr. Owens replied they did not want to do that because,
1)they would have to remove an early component of the building,
2)the access to the ramp would be lower and
3)the ramp would be significantly closer to the public way.Mrs. Boyer asked if there will be a roof over the doorway.
Mr. Owens said they had discussed building a roof over the door and concluded it would not keep that much snow off the ramp.
Mr. Chute commented that there had been plans to put a ramp on the east side of the Church in the past. He also talked about the fear factor in using a lift compared with using a ramp which is more familiar and feels safer. He asked if that same logic applies to the Town Hall and the Gunn Memorial Library where there is a ramp outside, then an elevator inside. Mr. Chute went on to say that he feels strongly that this proposed ramp is not appropriate to the historic character of the Church. An internal elevator, approached at ground level, would not have to contend with ice as one would with a ramp.
Mrs. Mills said she thought a ramp on the other side of the Church would be so much better for the Green.
Mr. Werkhoven then suggested that Commissioners who were members of the First Congregational Church should recuse themselves from voting on this application.
After a brief discussion, Mrs. Boyer and Mr. Chute recused themselves.
Mr. Stikeleather, a Washington Green resident, said he moved here four years ago. He said he applauds the Church for wanting to provide handicap access. He wondered if there is some new technology that could be used. Aesthetically, a ramp is not what he would choose, but the Church must provide access.
Several other residents of the Washington Green and also members of the Church voiced their approval of installing the ramp.
Pastor Cheryl Anderson also stated she does not like the aesthetics of a ramp, but she really dislikes the aesthetics of putting a lift into the sanctuary; and if the Commission is considering a lift inside the Church, she would like them to come in and see how it would look.
Mr. Smith said the problem with that is; the Commission is supposed to judge “outside” and “appropriateness”.
Ms. Gilchrist read three letters from:
1. Barbara and Peter Wodtke, 81 Green Hill Road, in favor of the application.
2. Cynthia Williamson, Deborah Eldridge, Rosalie Gandt, Susan Schulman, neighbors, asked for this Public Hearing to be postponed.
3. Peter Talbot, 10 Titus Road, asked that the application be denied.These letters are in the applicant file and a copy is filed with these minutes.
Mr. Kerr suggested to Ms. Gilchrist that she ask for a legal opinion regarding this application.

Mrs. Canning, 119 Calhoun Street, stated that she noticed siding being removed from the barn at 110 Calhoun Street. She submitted four photos taken on Tuesday morning, September 9, 2008 (rec’d 9/11/08), showing the back of the barn without siding. She said this leaves a significant opening at the back of the barn. Everyone agreed that the weather will hasten the demolition of the barn.
Ms. Gilchrist will contact the enforcement officer and ask him to get in touch with the owner Marc Shaw. She also said she would get some legal advice.

PUBLIC HEARING
First Congregational Church /6 Kirby Road /Construct handicap ramp.
Mr. Talbot opened the Public Hearing at 7:32PM to consider the application for a Certificate of Appropriateness submitted 8/1/08 by the First Congregational Church, 6 Kirby Road, to construct a handicap access ramp. He read the legal notice which appeared in Voices on 8/3/08. Mr. Talbot seated the members and seated Alternate Boyer for Ms. Gilchrist. Mr. Werkhoven and Mrs. Gorra represented the Church. Also present was their architect, Mr. Reese Owens, Halper Owens Architects.
Mr. Owens brought two new drawings to insert into the record. These new drawings, #HOO2 and #HOO3, indicate the dimensions of the ramp and show the addition of a light beside the door and a guardrail, installed inside and a little lower than the balustrade. Mr. Owens said a guardrail is required with a handicap access ramp. He noted that this is the only viable place for the ramp since there are obstructions on the other side of the building. He said the ramp will not detract from the west elevation. It has been designed as simply as possible. One of the windows will be removed and be replaced by a door with transom above. Mrs. Boyer asked if there could just be a door without a transom. Mr. Owens replied no, that would be too flimsy. Mr. Chute asked if the footings would miss the sprinkler system. Yes.
Mr. Talbot voiced his concerns about the Green because the ramp is such a large structure. And although it has been done very respectfully to the building, he would like to hear thoughts on why a lift could not be installed on the other side of the church. Mr. Owens said he would let Mr. Werkhoven and Mrs. Gorra respond. They are on the Committee for the ramp.
Mr. Werkhoven said he also has great respect for the church building and the Green. However, they do have some large gatherings at the church. At one gathering, two people in wheel chairs had to be physically carried into the church. They do need a ramp that is visible enough for people to see that there is easy access. He added, there is a lift in front of the church but people do not like to use it.
Mr. Talbot asked why not consider the east side of the church; although there is not an ideal spot anywhere. If the ramp could be minimized as much as possible on the east side, it would seem to be a viable alternative. Mr. Werkhoven said they did consider the east side but they would have to do some regrading. Mr. Owens noted that in order to install a ramp at the front of the church, a retaining wall would need to be built. The area is too steep to be considered accessible.
Mr. Werkhoven stated the church people would much prefer a ramp. Mrs. Gorra added; people in wheel chairs feel more comfortable using a ramp because it does not require someone else to be there to help, as with a lift. There is less of a stigma in using the ramp.
Mr. Talbot asked if there were any comments from the Public. There were none.
Mrs. Boyer said she agrees with Mr. Talbot and would like to see a new drawing showing an alternative to the ramp. Mr. Owens said the church feels strongly that there should be a ramp and not a lift. He said a lower ramp on the west side would be better than a lift on the other side.
Mr. Talbot said he would like for more members to be present. Also, he would like to hear a straw vote. He said he would be hard pressed to vote on this application tonight. Mrs. Boyer and Mr. Chute agreed. The members decided to continue the Public Hearing until the September 15 meeting.

Nussbaum /132 Calhoun Street /PRELIMINARY DISCUSSION – Construct new house.
Mr. Cagle, Mr. Pleasants and Mr. Queral of McIver-Morgan Architects represented Mr. and Mrs. Nussbaum. Mr. Pleasants said there were 6 acres with several easements on the property. The land falls away in the back, so in the winter as one drives up Calhoun Street the back, side and front of the house will be visible.
Mr. Pleasants brought some house plans to show the commission. In addition, Mr. Queral showed the members some pictures and plans on his laptop computer. Mr. Pleasants said the house will be a little over 6000sqft. The foundation is stone, house is clapboard. He said the idea of using the two materials is to cut the house so it does not look so tall. Mr. Talbot agreed the stone breaks up the mass. The roof will have wood shingles. The porch runs across the front like a country farmhouse. The house will be 78ft long and 48ft on the sides.
Mr. Talbot said the commissioners would like to hear how they see this house fitting into the district. He said the members are basically looking to see what the scale will be and the sympathy to the landscape in this rural district. He said he would like a better understanding of why the commission should approve this when they come for a Public Hearing. Mr. Pleasants said perhaps they could change the pitch of the roof.
Mr. Chute said he liked the look of the front, but the back of the house does not have the feeling of a farmhouse. Mrs. Boyer said it is too big. Mr. Pleasants said they could remove the upper decks off the back. Mrs. Boyer commented the number of windows on the back make it not like a farmhouse. Mr. Pleasants said the land has beautiful views so obviously they want to see the views. Smaller windows were put on the front.
Mr. Talbot noted they were starting with a massive building and asked if they would be adding anything in the future. Mr. Pleasants replied they would like to add a swimming pool and guest house. The garage is under the house.
Mr. Talbot suggested that when they come with an application, they should be prepared to show how the house relates to the district as a whole. Be prepared to present the plan in its entirety. On the site plan show the location of swimming pool, fencing, guest house, any air conditioning units, driveway, driveway materials and any exterior lighting. How it will all be viewed is a critical part of the application. He said his hope is that whatever is built on the property might be seen as a farmhouse for the Mills’ barn.
Mr. Queral said maybe they could break up the symmetry of the house. Mr. Talbot said that is a good idea if they can make it work. If they want a big open plan, this may not be the site for it. He said this plan is big in square footage.
Mr. Pleasants thanked the commission for their time and suggestions.
MOTION: To add to the Agenda, a discussion with Sandra Canning, 119 Calhoun Street, regarding Certificates of Appropriateness. By Mr. Talbot, seconded by Mr. Chute and passed 3-0.
Mrs. Canning represented a neighborhood coalition which has been trying for three years to secure the Stuart Farm. They have met with Mr. Hiram Williams of Weantinogue and they are very interested in receiving this land; 14 acres without buildings. They cannot proceed unless the buildings can be removed. The house and barn are deteriorating. Mrs. Canning asked the Commission the following questions:
1. What are the criteria on which a C of A is issued or not issued?
2. Does public safety play a role?
3. Does the deteriorated condition of a structure play a role?
4. Do any and all previous changes to a building that have already destroyed some or all of its historical value influence the issuance of C of A?
5. If a C of A is denied by HDC what options do landowners have if they do not possess the funds to renovate structures in an existing deteriorated condition?
6. If a building is unsafe, is the 90 day delay mandatory?
7. Are there any other circumstances under which the 90 day delay is not required?Mr. Talbot replied that HDC cannot act on anything until there is an application before them. Benign neglect has basically destroyed the house and barn.
Mrs. Boyer asked Mrs. Canning if they were looking for a C of A to take the buildings down. Mr. Talbot said if they come with an application, it would require a 90 day demolition delay and if no one comes forward the commission would have to consider if it is appropriate to remove the buildings. Perhaps HDC could get someone to document the house and barn.
Mrs. Canning said they have not signed a contract with Weantinogue yet and they can hold off for a while. She stated they are very committed to this project. She thanked the Commission.
Zoning in Historic Districts
Mr. Talbot presented a draft of a letter he wrote to the Zoning Commission about heights in historic districts. This will be on the agenda for 9/15/08.

PUBLIC HEARING
Klemm /11 Ives Road /One-story addition and mudroom.
Ms. Gilchrist opened the Public Hearing at 7:32PM to consider the application for a Certificate of Appropriateness submitted 7/30/08 by Christina and Peter Klemm, 11 Ives Road, to construct an addition to the east side of their existing house and a mudroom off the kitchen. She read the legal notice which appeared in Voices on 8/3/08. Ms. Gilchrist seated the members. Mr. and Mrs. Klemm were present along with their architect, Mr. Harold Tittmann, Tittmann Design and Consulting.
Mr. Tittmann told the Commission he took to heart their comments from the last meeting; that the original house was dwarfed by the new addition. He presented new drawings(rec’d 8/11/08) and looked at them with the members. He explained that the new addition is now set back 11½ feet. The roofline is broken up so that in one section of the addition the ceiling is 9ft tall and in the other, the ceiling is 8ft tall. The length of the addition is 4ft shorter than in the previous drawing. The chimney is back on the outside. Mr. Klemm stated the addition has been reduced by one-third of what they presented last time. Previously the addition was 727sqft and is now reduced to 478sqft.
Ms. Gilchrist said she could see that the set-back would mitigate the length of the house. Mrs. Klemm pointed out to the Commissioners (Dwg A-05) that since the addition is set back 11½ feet, the two front windows on the east side of the main house, both top and bottom, will be visible.
Mr. Talbot noted that two additions had already been added to this farmhouse. He commented that with this addition they will have about 4500sqft which is more than double the size of the original farmhouse. Mr. Kerr asked if it is fair to say that this is about all they can add to this house. Mr. Klemm replied yes, because they want to do things in keeping with the District. Mr. Talbot said he appreciates the fact that they tried to make the addition smaller. Mr. Tittmann replied it was a challenge.
Ms. Gilchrist asked if there were any comments from the public.
Mrs. Canning, a Calhoun-Ives District resident, stated she felt that the previous addition was a little large. She has looked over these plans in detail with Mr. Klemm and also had a good look outside. She commended Mr. Tittmann for pushing back the addition and breaking up the roofline. She feels it balances the house. She said the plan has her blessing, and she assumes this is it for adding on.
Mr. Markert, also a resident of the District, asked Mr. Klemm if he is planning to fix the silo. No, Mr. Klemm said it needs to be torn down. The silo is falling off its foundation. Mr. Markert said his concern is not so much what is being added on now, but maintaining the character of the place and do whatever is necessary to keep the silo standing. Mrs. Klemm said the quotes they have received are cost prohibitive. Mr. Klemm told Mr. Markert that he appreciates hearing his thoughts and would be glad to talk with him further at some other time.
Mr. Klemm asked the Commission if their concerns were being addressed. Ms. Gilchrist said they were and she also appreciates the efforts they have made to scale back the addition. However, she said her feeling is that this little farmhouse is taking a suburban direction. Mr. Talbot said he is still concerned about scale and would like to propose that the members be able to see this addition staked out with story poles before a vote is taken. All agreed.
Mr. Klemm stated they have tried to work with the Commission and have even consulted two other architects about this project. Mr. Kerr commented this is a vast improvement over the first presentation. Mr. Klemm said they are willing to give up some square footage in order to have the right look and feel.
Mr. Talbot stated that in terms of appropriateness and the Guidelines, the way the Commission tries to work with the smaller, older houses is to try and maintain the scale and not double or triple the size and square feet of the original building. Mr. Klemm commented that other houses in the district have grown in size. Mr. Talbot replied that each application is taken on a case by case basis and because this was a very special little building, that is why the members are taking their time to determine appropriateness.
Mr. Talbot told Mr. Klemm that they were going in very much the right direction; reducing size, reducing mass. He said it is fabulous that the two windows on the east side of the original house will be saved. He agreed that they have worked very hard.
The members briefly discussed other issues. Stonework – to match existing. Lighting – as little as possible. Ms. Gilchrist said she would like to see drawings showing the addition both with and without shutters. Mr. Talbot said he had a problem with the distance between the top of the windows and the eave line. Mr. Kerr agreed that the gap between the top of the windows and the roof should be shortened. He thought that would give them more freedom in selecting windows. Mr. Chute said he had a problem with the long front – maybe taking shutters off the addition would minimize the mass across the front of the house.
Mr. Tittmann said the addition would be staked out and story poles in place the week before the next scheduled meeting on 9/15/08. Commissioners will go individually to have a look.

Ms. Gilchrist reconvened the Public Hearing at 7:38PM to consider the application for a Certificate of Appropriateness submitted 5/29/08 by Christina and Peter Klemm, 11 Ives Road, to construct an addition to the east side of their house and add a mudroom off the kitchen. She seated the members and seated Alternate Boyer for Mr. Chute. Mr. Klemm was present as was his architect, Mr. Harold Tittmann, Tittmann Design and Consulting.
Mr. Tittmann presented the new drawings(rec’d 7/7/08). He said they went through a series of options – trying to keep the continuity of the existing house while getting as much light as possible into the new space. Mr. Tittmann noted they simplified the window plan; keeping in mind the size of the window panes. He was aware there were some concerns about the addition being too big, but after working with several options and considering the needs of the Klemm family, they decided to keep the size of the addition the same as in the previous plans.
Mr. Talbot asked Mr. Tittmann to present the new revisions to the Commission along with the rationale for making those revisions. Mr. Tittmann said the primary change they made was to the windows. Transoms were added and proportions were changed – window panes are now taller. Mr. Tittmann said these windows are casement windows and will be custom made to mirror the look of the doors. Mr. Talbot commented that casement windows have different characteristics that are not usually seen in an historic district. Mr. Klemm said he just assumed that these windows were the traditional double-hung type and that is what he prefers.
Ms. Gilchrist asked the Commissioners what they thought about there being no change in the size of the addition. She said she thinks it makes the house look too long. Mr. Talbot said he felt the scale was too big - the central section is being dwarfed. He asked if they had listened at the last meeting to any of the members’ comments about scale and mass. Mr. Klemm replied size was discussed, however this is not a big house and they need the addition. He said they have considered different ways of adding on and their first plan was a lot bigger. Mr. Tittmann said they did not want to mirror the first addition and they did bring the chimney inside to make the addition shorter. Mr. Kerr said he like the taller windows and asked if they could break the roofline to make it look like two small additions rather than this large one.
Mrs. Mills commented that this is the last small farmhouse in the district. Mrs. Boyer said each time an addition is built, the original part of the house becomes less. Ms. Gilchrist said this is anathema to the character of the district; a problem for the Commission. She said if the Commission approves this addition, the size(including the first two additions) will be triple the size of the original house. Mr. Klemm stated others in the district have added on. Ms. Gilchrist noted the Commission has made other applicants adjust their project. Mr. Talbot added; each project is taken on a case by case basis. It is unfortunate when you did your first addition that you did not think about your future needs. The mission here is to review what is appropriate so as not to completely lose the character of the historic district. The big issue is the size of the addition in relation to the rest of the house and to not create such a wall along the front of the street. Mr. Tittmann said they have tried to keep it in proportion. He asked if the problem is the entire house or the addition. Ms. Gilchrist said it is the scale of the addition and the way it seems to diminish the original central part of the house.
Ms. Gilchrist asked if they had considered gaining interior space by changing the angle of the addition. Mr. Klemm replied that would not make interior sense and would mess up the floor plan. Mr. Talbot asked if there was any other solution - anyplace else for them to put this program? Mr. Klemm stated he has no intention of using the barn. He wants the emphasis to be on the house. Mr. Klemm said the silo is falling down and the barn is in bad condition. He was told by a contractor that they cannot be fixed. Mr. Talbot responded that Mr. Klemm has an incredibly valuable piece of property; an important house and barn that are part of the Calhoun-Ives historic farming district. The barn and silo are hugely contributing to this district and are being ignored. The members briefly discussed the results of “benign neglect”.
The members concluded that Mr. Klemm should come back with an appropriate design for the district.

Ms. Gilchrist asked the members for discussion on this application.
Mr. Smith: Initial reaction – to increase size is inappropriate. It’s too large, too in your face. Need to think more, but I’m not comfortable with two extensions on either side of the original house and a third in back. Don’t think it works. Big change in character, scale, mass.
Mrs. Mills: Agrees with Mr. Smith. Too big along the road.
Mrs. Boyer: Size takes away – parallel to road. So big it destroys the last bit of what the farmhouse was.
Mr. Kerr: Will defer to people who know history of the house better than I. Not sure if 2 to 3 feet would make a difference.
Mr. Smith: My concern is to wonder if there is a way for essentially small houses to move through the history we are moving through.
Mr. Talbot: There should be a way of making it be more appropriate and less dominating to the façade. That’s one of the challenges of working and living in an historic district. Think you need to work harder on it. Take ideas from other additions that are not a block and a street wall.
Ms. Gilchrist: The Commission needs to think if this is appropriate. Would it protect the character of the district. The character and feeling that recalls the agricultural past – that’s what we’re charged with protecting. It is clearly stated in the Guidelines. I would have a hard time voting yes for this proposal. It looks suburban – further diminishes the block of the house and also contributes to erosion.
Mr. Kerr: Key for me is if the central section of the house could remain the dominant feature.
Ms. Gilchrist: Would also like to see the original side of the house preserved.
Mr. Talbot: We can’t solve anything until we see a proposal. This needs work to make it respond to what you hear from the Commission.
Mr. Tittmann: Would like to withdraw this application and re-submit.
The Commission decided on the date of Monday, August 11, 2008, to hold a Special Meeting and Public Hearing for Mr. Klemm.

Zoning in Historic Districts. Mr. Talbot read the letter he wrote to the Zoning Commission regarding roof lines and heights in historic districts. The members approved the letter and agreed it was important to send it to Zoning and ask for their help.
Permission to document historic structures. Mr. Talbot would like to ask permission to document the Stuart barn and any other structure in the three historic districts that seems ready to fall down. Mr. Kerr suggested the Town check with their insurance carrier as this could be a dangerous job. The members also discussed the possibility of the Town passing a Property Maintenance Ordinance.

SPECIAL MEETING
Ms. Gilchrist opened the Special Meeting at 7:35PM and seated the members. She welcomed Mr. Boling and Mr. Markert and thanked them for coming to give their ideas to the Commission about how to strengthen their ability to control what goes on in the Historic Districts and also to coordinate with other Town Land Use Commissions.
The members showed Mr. Markert and Mr. Boling copies of their Rules and Regulations, the Guidelines, which describe each of the three districts and contain advice regarding scale, massing, architectural design, building sites, etc. In addition, the members showed them the actual application which is handed out together with that portion of the Rules and Regulations explaining what is required to receive a Certificate of Appropriateness.
Mr. Markert brought handbooks from a few other towns describing their historic districts and left them for the members to read. He especially liked the one from Old Lyme because not only was there reference to Planning and Zoning but also to the citizens of the town and how they want their guidelines enforced. They are using every resource they can find to reinforce their jurisdiction over the historic districts.Mr. Markert said he found some information on the Washington website, but there was no cross reference between Planning, Zoning and HDC. He asked the members if they ever get referrals from other commissions. Mr. Talbot noted that typically applicants will come to HDC before going to ZBA, but if they do apply to ZBA first, they are told not to proceed until they have HDC approval. He added that the Building Official is aware that work in historic districts requires approval before he can issue a permit. Mr. Smith agreed that cooperation is important and coherence among the different sets of regulations would be a good thing and would strengthen the commissions with one another.
Mr. Boling commented on a specific idea he had for the Calhoun-Ives District: If someone wants a large 10,000sqft house, perhaps they could construct two smaller buildings connected by a breezeway. In addition, if they require a lot of room for entertaining, perhaps they could be encouraged to build a structure that has the outside appearance of a barn. That would look much more appropriate in the rural farming district. Ms. Gilchrist said the Commission would need to consider what all of those separate smaller buildings would mean aesthetically. Mr. Smith commented that over the years the issue of needs or “programs” has been important. Mr. Chute recalled that when some of the members went to a meeting in Redding, the most common question asked by other historic district commissioners was – can square footage be limited. The answer was, no. Mr. Talbot stated he would like to see the height of buildings in the historic districts limited to 30ft. The 30ft limit was on the books for years, but was changed by Zoning.
The members discussed their interest in pursuing new zoning for the three districts; which would impose new standards for height, square footage, etc. Both Sunny Ridge and Calhoun Ives are considered rural. Ms. Gilchrist noted there were few historic districts in Connecticut, like Washington, that have so much open space relative to development. Whatever is built here is so easily seen and HDC has no jurisdiction over siting. Mr. Boling commented that is where Zoning comes in and Planning is also sympathetic with this. He suggested HDC develop some standards and present them to Planning, Conservation and Zoning.
Mr. Talbot said he has tried to encourage people to restore their old barns. It is the role of HDC to protect and he would like to have the old barns accurately measured and documented for the record. Mrs. Canning offered to contribute to this project. It was noted that Wethersfield has a blight ordinance to go after properties that are being allowed to run down.
Mr. Markert said educating buyers is important. He encouraged the Commission to read all the publications he brought from other towns as a way to present issues to prospective applicants and said he would be happy to work with the Commission. He said some of the other towns take a rigorous approach. Mr. Kerr observed, those towns also have better newspaper coverage which helps in getting the word out. The members also discussed the importance of getting cooperation from the realtors in town.
Ms. Gilchrist said she thought this meeting was a great start and thanked Mr. Markert and Mr. Boling for sharing their information.

Klemm /11 Ives Road /One-story addition and mudroom
Ms. Gilchrist opened the Public Hearing at 7:37PM to consider the application for a Certificate of Appropriateness submitted 5/29/08 by Christina and Peter Klemm, 11 Ives Road, to construct an addition to the east side of their house and add a mudroom off the kitchen. She read the legal notice which appeared in Voices on 6/8/08. Ms. Gilchrist seated the members and seated Alternate Mills for Mr. Smith. Mr. and Mrs. Klemm were present along with their architect, Mr. Harold Tittmann, Tittmann Design and Consulting.
Ms. Gilchrist read a letter from Stephen and Wanda Brighenti, 49 Calhoun Street, in support of this application. A copy is filed with these minutes and original is in the applicant file.
Mr. and Mrs. Klemm with Mr. Tittmann came forward to present the application. Mr. Klemm began by saying that they had made one or two slight modifications so they gave the Commission a new set of drawings for the file(marked rec’d 6/16/08). The previous drawing showed a stone chimney on the outside of the addition. The chimney will now be “internalized” to make the appearance more low-key.
Additional photos(marked rec’d 6/16/06) were submitted showing views from the public way and the west elevation where the mudroom will be enclosed. Mr. Talbot asked Mr. Tittmann to go through the new set of drawings. The set consists of:
-existing basement & 1st floor plan
-existing 2nd floor plan
-existing elevations; north, east, west, southMr. Tittmann explained that the existing porch with roof is to be bumped out and then closed in to create a mudroom and laundry room. Mr. Talbot asked if the mudroom would be visible from the public way. Maybe a portion of the new roof, Mr. Tittmann said. Mr. Talbot asked if any new lighting is planned. No.
Mr. Klemm explained the changes they are making. He said they are in need of a formal living room as well as a mudroom and a proper laundry room. They will be using shake shingles on the roof and copper gutters to match the existing house. He commented, this is not an easy house to add on to. Their original plan was to build a two-story addition, but it appeared too massive so they scaled it down.
Mr. Talbot commented that one of the things that bothered him about the first addition was the windows. He stressed the importance of the proportions of glass in the windows and the relationship of windows to wall area. Mr. Talbot asked if the windows on this addition will be the same as those in the existing house. Mr. Tittmann showed the members the window and door schedule included with the drawings. They will be matching the types and sizes of windows on the existing house. Mr. Talbot commented that the proportions of the panes of glass drawn on this new addition appear to read almost horizontal. Mr. Tittmann said that is because they need to let in as much light as possible. Ms. Gilchrist asked if they would consider skylights in the new living room. No. After some discussion, Mr. Tittmann did agree that the height of the windows should be greater than the width and said he would be happy to adjust the windows.
In looking at the photos, Mrs. Boyer said she thought there were not to be any shutters on the first addition. Mr. Talbot read from an old file – it appears they were approved on 3/29/04, “…..providing shutters fit the opening of the sash.”
Mrs. Boyer brought up a general question having to do with historic districts. She observed that by the time these wonderful old houses are added on to once or twice, there is no longer any sense of what they were in the beginning – and it just does not seem right.
Mr. Kerr said that is the difference between a designated historic structure and a historic district. If a building is a designated historic structure, additions can be controlled. In a historic district, a structure just needs to be consistent with the neighborhood. Mr. Talbot agreed. He said the Commission is not here to tell people what they can do, but to talk about appropriateness. Ms. Gilchrist noted the Commission is limited in their ability to restrict size. They cannot prevent people from expanding.
Ms. Gilchrist asked where the air conditioning units will be located. Mr. Tittmann replied they will located against the basement wall; not visible from the public way. He drew the location onto drawing A-04.
The members agreed they would not vote to approve this application tonight. The general opinion of the Commission is that proportion is important. They asked the applicants to consider the following:
-Think about the proportions on the addition – it’s a delicate balance.
-Bring revised ideas both with and without shutters in order to visualize proportions.Mr. Klemm thanked the Commission. Mr. Tittmann said he would come back with two or three choices.
Ms. Gilchrist asked if there were any more questions or comments. There were none. There was no one else present to speak for or against this application.

Ms. Gilchrist read an e-mail from Sandra Canning dated 5/15/08, in which she stated that the activity for construction along Calhoun Street has become unbearable. There are large trucks delivering materials all day long and they occasionally have to back into her driveway in order to make the turn in the road; in addition, speeding has been a problem. A copy of this e-mail is filed with these minutes and the original is in the applicant file.
Mr. Talbot said he did not think HDC had any jurisdiction over traffic during construction. Mrs. Rives noted there was nothing in the regulations about construction. The members agreed. Mr. Kerr said an applicant should be asked to do all possible to minimize the impact of construction; then that request would be on the record. Ms. Gilchrist said HDC could suggest, but could not make a condition of approval, anything having to do with construction.
Ms. Gilchrist said she would write a letter to Ms. Canning. The members thought it was important to reply to Ms. Canning to explain, that although they sympathize, they have no authority over construction.
Ms. Gilchrist read a letter from Harold Tittmann, of Tittmann Design and Consulting, dated April 25, 2008, advising the Commission the he and his clients, Dominique and Frederic Laffont, were withdrawing their application for a Certificate of Appropriateness because it was determined by the Commission that it would not be visible from the public way. A copy of this letter is filed with these minutes and the original is in the applicant file.

Ms. Gilchrist reconvened the discussion about replacing the old sign on the building. Mrs. Crumrine was present.
Mrs. Crumrine began by saying she would just like to get a yes or no answer on this application before discussing any other type of sign. She told the Commission that George Auchincloss and Dimitri Rimski did some research on the sign, but found nothing. Mrs. Crumrine said she also did some research and found nothing. However, she did meet an older gentleman in the town garage who said he remembers the sign. The plank is one solid piece of wood, approximately 90 years old. It was hand carved especially for the Washington Club. She commented that since the sign has been up on the building, there have been many positive comments; not only from members, but from others.

All the correspondence was positive and in favor of the sign staying on the Washington Club.
Mr. Talbot asked which part of the sign is carved. Mrs. Crumrine replied the lettering was carved and then painted. She recently had the sign professionally cleaned and painted. Mrs. Rives asked if it had ever been determined how old the sign is. No. Mr. Kerr said he thought the sign was whimsical and asked how long the sign might last outside. Indefinitely.
Mr. Talbot said that if the sign were to stay, it would not affect the underlying architecture of the building. He said he is on the fence. He does like the whimsy and the sign could be removed at some point. Originally, they were looking at something more austere; letters on the fascia or using the billboards. Mrs. Crumrine said no one at the Club is supportive of using the billboards.
Ms. Gilchrist said she likes the sign a lot. It conveys the personality of Washington's past as an art colony. The hall has been a social center of town. It breathes some life into the center. A more formal sign would be a little too formal. Mr. Chute agreed.
Mrs. Boyer said that is just what she does not like about the sign. In addition, the dimension is off. People found the Hall for 50 years without the sign. She asked what percentage of people who use the Hall are members or not. Mr. Talbot said that was not important because the Hall has a commercial history. Mrs. Rives stated the sign does not look like it belongs on this building.
Ms. Gilchrist asked if there was any more discussion. Mrs. Rives commented it looks like there are three choices; this sign, no sign or another sign.
MOTION: To approve the Application for a Certificate of Appropriateness submitted 3/25/08 by The Washington Club, 92 Green Hill Road, to install a removable wooden sign on the building as illustrated in the photographs submitted 5/19/08. This work is to be completed by May 19, 2009; or else this approval shall be void. By Ms. Gilchrist, seconded by Mr. Chute and passed 3-1-1.
Mrs. Rives denied because the sign is longer than the fascia board it hangs on and is not that visible from the road. Mr. Smith abstained because he was equally for and against.

Mr. Markert said he would like to bring Kelly Boling some time and have a discussion with HDC about working with Planning and Zoning. The members all agreed it would be good to strengthen their regulations and have greater ability to enforce them.

Mrs. Boyer said she would also like to wait until Mr. Talbot has an opportunity to check out the tennis court. All agreed. Mr. Talbot further noted that if the commission does approve the tennis court, he would like to stipulate in the C of A that the court have no lighting.

Mr. DiBenedetto set up a large site plan for the discussion and submitted an identical smaller one for the record(marked rec'd 4/21/08). He stated that due to wetlands on the property he would like to move the barn from the location that was previously approved by the Commission on 11/13/07.
Mr. Talbot: Does the barn have a different shape?
Mr. DiBenedetto: No, it is just reoriented - the barn is the same.
Mr. Talbot: So, it is a mirror image?
Mr. DiBenedetto: Yes.
Mr. Talbot: So we are just talking about siting - not the barn itself?
Mr. DiBenedetto: Yes.
The members asked Mr. DiBenedetto if he intended to use the same access road off Calhoun Street as discussed in the previous application. He replied that the access road is the same and drew a line on the site plan showing the access road to the new location. He read the legal notice which appeared in voices on 4/13/08. Mr. Smith seated the members, Alternate Rives and Alternate Boyer for Ms. Gilchrist. Mr. Allen Krivicky, their Contractor, represented the applicants.
The members discussed the site plan submitted with the application and a photo brought by Mr. Krivicky(marked rec'd 4/21/08). He apologized for the photo not being very clear due to his broken printer. Mr. Krivicky stated the stone wall will be made from stone on the property. It will not be a 'perfect' wall, and will be less than three feet tall. It is to be a continuation of an existing stone wall. Mr. Smith said, for the record, the Commission needs a clear description of what the wall will look like.
Mrs. Rives said she drove by the property and could not see the stakes in the ground. Mr. Smith said he could not see them either.
Mr. Talbot asked the status of the spa. Mr. Krivicky said they are just removing rock now. The spa will not be visible from a public way. Mr. Talbot asked the other members if they remember approving a split rail fence for 2 Wykeham Road. Mr. Krivicky noted that fence is on a neighbor's property.
Mr. Smith asked if there were any additional questions or comments. He stated that a stipulation should be made in the approval that a final photo is needed for the file. There was no one else present to speak for or against this application.

Mr. Smith read an e-mail from Ann M. Burton, member and letters from Peter Arturi, Club President, George M. Auchincloss, member and Susan Payne, member. All were in favor of this application. These letters are in the applicant file and a copy filed with these minutes.
Mrs. Rives said she would like to know when the sign was on the building, how long it was there and why it was taken down. She said it does not fit. Mrs. Boyer noted it was not there in the fifties. Mr. Talbot said it could have been mounted temporarily. He thinks it is important to find out the provenance of the sign. He added billboards could be put on the panels at either side of the doors.
Mrs. Boyer said she has a problem because the sign is so big. The Gunnery signs are not so large. She said she likes Mr. Talbot's thought regarding the provenance of this sign. Mr. Chute agreed - we don't like the sign, but we should know if it has historical significance. Mrs. Rives said she does not think the sign is appropriate.

Washington Club /92 Green Hill Road /Sign on building
Mrs. Crumrine was present to discuss the application with the commission.
Mr. Talbot asked Mrs. Crumrine if she could get more information on the historical provenance of the sign. The general feeling is it appears to be large. Could you find more history on this sign? Who made it, is there some historical significance? The problem is the members feel it is slightly oversized and not entirely appropriate.
Mr. Smith commented that the arc of the letters on the sign gets covered up by the arc of the eve. Mrs. Boyer said she does not ever remember the sign being on the building. She also stated there is a 1908 photo of the Club Hall in the museum and the sign is not on the building.
Mrs. Crumrine stated she wants to work with the commission and asked them what they would like to see there.
As a temporary sign for certain events, Mr. Talbot said this sign would be fine. Mrs. Crumrine replied they need a permanent sign. Mr. Talbot said from his perspective, it is important to know historically how the sign came about. This is a very important building in Washington. Mrs. Crumrine assured him that this is taken very seriously. She suggested they could hire someone to make a sign such as the signs on the Washington Supply with individual letters, and the old sign could be hung inside the building.
Mr. Smith said if he were presented with a history of the old sign he might feel more comfortable. This sign is inconsistent with other buildings on the Green. Another possibility - look at signs on other buildings. Mr. Talbot agreed. Rossiter did a number of buildings with signage in New York, etc. A sign needs to be thoughtfully done to be appropriate with the building.
Mrs. Boyer suggested using the billboards on either side of the doors; one could say "Club Hall", the other could be used for temporary signs such as weddings. Mr. Talbot agreed. He also said individual letters were a possibility, but should be done by a signage expert who could show how letters would be placed on the building. Mrs. Crumrine said she would get a group together to meet with a sign expert. Mrs. Boyer suggested the sign should be as small as possible and yet be seen from the road.
The members agreed this discussion should be continued until the next regular meeting.

Zoning in Historic Districts: The members discussed Zoning enforcement in the historic districts. Mrs. Boyer stated that any teeth HDC has comes from Zoning. The members would like to have the support of other commissions. Also, cultivate support of residents within the districts and make sure realtors inform their clients that they are buying property within one of the districts. The members emphasized that they would be very interested in attending meetings with the First Selectman and other commissions.
The members welcomed Mr. J. Allen Kerr who had sat in on the Public Hearings and Regular Meeting. Mr. Kerr told the members about his background as an attorney and his experience representing various Historic Commissions in the State. The members thanked him for his interest in joining HDC.

Mrs. Crumrine and her daughter Alana showed the members the old original Club Hall sign they found that used to hang over the front entrance. She said they are in negotiations to purchase the sign from an antiques dealer. Mr. Smith asked Mrs. Crumrine if everyone else connected with the Club was in agreement with her about the sign. She said she did not know, but thought they would be thrilled and asked the members what they thought. Mrs. Mills said she thinks it is a perfect solution. Mrs. Rives stated she thought the old sign was not appropriate. A smaller sign would be better. Mrs. Crumrine said she would like to place this sign back over the door where it used to hang. Mr. Smith asked Mrs. Rives if she considered the sign to be a change of character for the building. She replied yes - the Club members know where the building is located. Mrs. Crumrine said many of The Gunnery buildings have signs to identify them.
Mr. Chute asked if the Club had to ask HDC for permission since this was the original sign. Mr. Smith said the sign requires HDC approval since it has been off the building for so long.
Mrs. Rives asked if the Club is planning a new commercial enterprise since it has been advertising. Mrs. Crumrine said the Club has been advertising for the past 20 years.

Mr. Smith opened the Public Hearing at 8:03PM to consider the application for a Certificate of Appropriateness submitted by Samuel and Susan Averill on behalf of the Estate of Jean P. Averill, 250 Calhoun Street, to build a wood shed. He read the legal notice which appeared in Voices on 3/9/08. Mr. Smith seated the members, Alternate Rives and seated Alternate Mills for Ms. Gilchrist. Mr. and Mrs. Averill were out of town and sent a letter authorizing their daughter, Kristine Averill, to represent them.
The commissioners looked at the drawing which had been submitted with the application along with a photo taken from Calhoun Street. Miss Averill told the members that the furnace is already installed and now they need a shed where the wood can be stored. The shed is partially erected and sits near the furnace, 225ft away from Calhoun Street. Mrs. Rives said it seems alright to her. The members agreed. Mr. Chute said it adds to the farm scene.

Mrs. Rives stated she did not like the sign and would not like to see it go up again. Just because it is old, does not mean it is nice. Other signs are more discreet.
Mr. Chute said it is history and, in his opinion, the commission is supposed to be preserving history. He also thought Mrs. Crumrine should check with the Club Board for their approval.
Mrs. Mills commented that the signs on the Green are all different. A sign on a building would not draw so much attention. She suggested Mrs. Crumrine should bring in a picture showing the sign in place so the members would have a better idea of how it will look.
Mr. Smith said a picture would be good, or the commission could actually go look at the sign on the building. He stated the Commission would like, 1) to see what the sign will look like, and 2) it is important to affirm that this sign is the preference of all the Washington Club members. It was decided to deny this application without prejudice until all necessary information is received.

Ms. Gilchrist opened the Public Hearing at 7:36PM to consider the application for a Certificate of Appropriateness submitted 1/8/08 by the Washington Club, 92 Green Hill Road, to place a sign on the building as shown in the photograph submitted with the application. She read the legal notice which appeared in Voices on 2/3/08. Ms. Gilchrist seated the members and Alternate Rives. Mrs. April Crumrine was present to represent the Washington Club.
Mrs. Crumrine explained to the Commission that the Washington Club building has no identification and is difficult for people to find. Mr. Chute, who lives on the Green, said a lot of people have stopped to ask him for directions. Mrs. Crumrine said people also ask at the library. She noted that all other structures on the Green are identified with signs.
Mrs. Crumrine said she would like to see simple, thin black wrought-iron letters attached to the fascia. Ms. Gilchrist asked the height of the fascia. Mrs. Crumrine replied the fascia is 11 1/2 inches. The letters will fit in between the moldings. The style of the letters will be "Arial".
Mr. Talbot asked Mrs. Crumrine if she had considered installing a side placard. She said her preference is for the letters. They are more elegant. Mr. Talbot asked how the letters would be mounted over the slight curve. He suggested consulting with a sign company to figure the best way. He also suggested looking into how signage has been applied historically. Mr. Talbot added he has no problem with the concept if it can be done. It would be useful to have something showing the commission how the letters will be mounted.
Ms. Gilchrist asked Mrs. Crumrine if she would prefer to have the letters painted on. If not, can you bring in a sample letter to show the members.
Mr. Smith asked if the curve of the fascia will change the way the lettering will look. Mrs. Crumrine stated she did not know. Mr. Smith said until that problem is solved the commission does not have sufficient information to make a decision.
Ms. Gilchrist read a note stating Mrs. Wodtke had called to say they did not have any objection to the signage. She asked if anyone else present had any comments for or against the application. There were none.
The members agreed to continue this Public Hearing until the next scheduled meeting.

Ms. Gilchrist opened the Public Hearing at 7:55PM to consider the application for a Certificate of Appropriateness submitted by Pinnacle Peak, Inc., to construct a new house, detached guest-pool house, pool and fieldstone wall at 132 Calhoun Street. She read the legal notice which appeared in Voices on 2/3/08. Ms. Gilchrist seated the members and Alternate Rives. Mr. Tom Nettleton and Mr. Shaun Nettleton were present with their architect, Mr. Jack Franzen. Several residents of the Calhoun-Ives District were also in attendance.
Mr. Franzen presented the plans to the Commission. He stated the area around 132 Calhoun Street was open landscape in the district. Mr. Franzen said there were no clear architectural themes in the district and the buildings were separated by space and topography. He added most of the buildings in the area represented 19th or 20th century architecture. Mr. Franzen said the gambrel colonial revival house, which they are proposing to build, evolves from styles in the 1600's. He added, they have made several changes since the informal discussion last month. They did not change the gambrel style roof, but the house has been shortened by four feet. The driveway is more informal. They are planning to develop only 1 1/4 acres out of the 6.6acre parcel. Most of the land will remain open and permanently undeveloped.
The main house will have a full length covered porch. There will be a pool house and pool, the stone wall will screen the pool equipment. The house will have a wood shingle roof, painted clapboard siding. Foundation and chimney will be natural fieldstone (mortar will be recessed into stone) Lighting will be patina copper. There will be no flood lights or elaborate landscape lights. The guest/pool house will be weathered barn board. A simple picket fence will connect the main house to guest/pool house. Mr. Franzen asked the Commissioners if they had any questions. Mr. Talbot asked if there were any photos showing the views from the public way. There were none. Mr. Talbot said his recommendation would be to continue the Public Hearing so that a story pole could be put up in order to show the height of the primary ridges and eaves so the members could get a sense of proportion of this building relative to the rural character of the street; how it will relate to the barn next door, the house across the street, the house on the corner. What you are building needs to be looked at within the context of this entire district, and this appears quite suburban. This drawing does not seem significantly different from the previous drawing.
Mr. Franzen said the house would be set back 128ft from the road. Mr. Talbot noted that all four sides of the house will be visible from the public way. He reiterated the fact that, according to Dept of Interior Guidelines, the Commission cannot take pine trees or shrubs into consideration.
Mr. Talbot said that programmatically, the Commission cannot tell people they can't have what they want, but they can say to them - you can make it smaller. He added; what he thought the members were politely trying to say last time was - this needs to be smaller. Mr. Franzen replied he did not think the Commission could tell them to make it smaller; just make it appear smaller. Mr. Smith pointed out that the Commission could simply turn it down. Mr. Talbot said the role of the Commission is to try and assist in guiding the maintenance of the character of this rural historic district; which is eroding very quickly into a suburban street.
Some of the residents of Calhoun-Ives District commented on this application:
Mrs. Shapiro said she understands the process the applicants are going through. It was quite a process. They worked on it for two years. She understands the Commission's comments. It is a question of scale and mass to present a house that does not overwhelm the street.
Mr. Markert commented that if they thought they were designing this house according to the Guidelines, they should go back and read them again.
Mrs. Canning said she tried unsuccessfully to buy this particular lot from Mr. Beck. She added, this is a very vulnerable piece of land on Calhoun Street. Mrs. Canning said there is a strong consciousness among neighbors about protecting what can still be protected. This is probably the last nugget of land that is vulnerable.
There was some discussion regarding the land behind this proposed house at 132 Calhoun Street and concerns that a house may, in the future, be built there. Mr. Talbot explained that a 50ft frontage is required to get back to the property, and space required to install a septic. In addition, this subject is not before the Commission tonight. Ms. Gilchrist said this is a good conversation; but not for this time.
Ms. Gilchrist read from a statement she had written:
One thing that makes these 3 districts special and unique, each one unto itself, is that there is a particular balance between buildings and the spaces around them, and how each structure inhabits its space and its landscape and the district as a whole. In none of the three historic districts - and I believe it was suggested at the December meeting that you take a look at them - does one building stand out and call particular attention to itself. An exception might be the churches on the Green - but they're in sort of a special category.
The neighborhood south of the Green with all the Rossiter houses is essentially suburban - in an early 20th century suburban way. The houses are neighborly in relation to each other, and build all around the same time with the view toward it all being a residential community for people of similar tastes and means. This was okay, because here the area got developed with a single vision of a neighborhood of stylish, Gilded-Age second homes.
The Calhoun Ives District was not of course developed with a single vision at all - it evolved without controls but within the context and needs of an outlying, rural, agricultural community. The buildings belonged to people of lesser means and simple, rural lifestyles, so the houses are simple and utilitarian - they don't have lots of style or individual presence or call attention to themselves architecturally. They live lightly in their surrounds, somehow. Even though affluent people predominate there now, the Calhoun Ives District still pretty well reflects its utilitarian, farming heritage, because property owners there have chosen (or been advised) to maintain those qualities. The Calhoun Ives District is really not so much about its houses and architecture. It's more about its open spaces and views across farmland and valleys and wooded hillsides in the distance. So, when we consider appropriateness, we are looking for construction that is as simple, scaled down, and as visually quiet as possible. Presumably you buy property here and want to live here because of the way it is, not because of the way it could be. Even though it exists in other parts of town, architecture of the Gilded Age simply doesn't belong here.
The size and siting of this house would seem to require a great deal of regarding of the field.
It would block one of the most treasured views in the town - looking across pristine open landscape to Hidden Valley and the Pinnacle.
Main block of the house is over 7,000 SF.
Garage adds over 1300 more, and the Guest/Pool House another 1500.
Total comes to almost 10,000 SF.
I appreciate your good faith effort to design a place that tries to fit in with Washington's architecture, but because of the character of the District and the Commission's responsibility to try to protect that character, I have to say that the house as proposed is inappropriate in concept, and scale and style. It seems massive compared to existing houses in the District. Few - perhaps one, has as large a living room, 5 good-sized bedrooms, 5 full baths, and so much living space for guests. Or a 3-car garage. The concept of this kind of house is completely incompatible with the character of the Calhoun Ives Historic District.
What I'd like to see on this site is a considerably smaller, simpler, less conspicuous house that takes its design cues generally from the other older houses in the District. The new house going next door and below - LaFont, so far is okay because it is simple. Its rooflines and proportions and overall concept relate to the existing architecture in the district. It's a big house, but they have the advantage of being far away from the public way, so the overall presence of the house is diminished. What we'd like to see is something simpler, more informal, and on this site, something that defers to its site and to the precious and magnificent views beyond it.
The members agreed with Ms. Gilchrist that they would like to see a building that defers to its surroundings and defers to other buildings in the district.
Mr. Markert stated this building is not appropriate. The Mills and Connolly residences were built before the Historic District was formed.
Mrs. Shapiro said it is not appropriate. It is too fancy. Mr. Shapiro added, they are handicapped because the lot is so visible. He asked if the house could be moved back on the lot.
Mrs. Canning asked why they chose this property. The view.
Mr. Franzen said the buildings may not relate to each other, but they do relate to the road.
Ms. Gilchrist brought the discussion to a close. She read an e-mail from Mrs. Canning and a letter from Mr. and Mrs. Greenfield. Both were opposed to this application. These letters are in the applicant file and a copy filed with these minutes.
Ms. Gilchrist asked the members if they wanted to continue this Hearing. Mr. Tom Nettleton stated that from the sound of the comments this evening, they are totally on the wrong track. He said his preference is to withdraw his application and he will send a letter to that effect.
The Commission decided to continue the Public Hearing until the March 17th meeting and will receive Mr. Nettleton's letter of withdrawal at that time.

The statement reads as follows:
The Washington Historic District Commission recognizes that the permanent preservation of open space in the Calhoun-Ives Historic District is a crucial part of carrying out its mission: preserving that District's open, rural character. The location and qualities of the undeveloped open field at 119 Calhoun Street make its permanent preservation as an open space in the Calhoun-Ives District a very valuable contribution to the preservation of the open, rural appearance of the District. The Commission also hopes that this act of preservation will inspire others to actively contribute to maintaining the District's character.
Election of Officers for 2008.
The commissioners listed names of several residents as possible new members. They will be contacted, and if they are interested in serving on the Commission, their names will be given to the Selectmen.
At this point, the members were not prepared to elect new officers. Ms. Gilchrist agreed to serve as acting Chairman until vacant positions on the Commission are filled.
