PUBLIC HEARING

Dedell, Shapiro /156 Calhoun Street /swimming pool w/fence

Mr. Arturi opened the Public Hearing at 7:32PM to consider the application for a Certificate of Appropriateness submitted 11/29/06, by Jacqueline Dedell and Ira Shapiro, 156 Calhoun Street, to construct a swimming pool with fence. He read the legal notice that appeared in Voices on 12/10/06. Mr. Arturi seated the members and seated Alternate Boyer for Mr. Smith and Alternate Rives for Mr. Chute.

Ms. Dedell and Mr. Shapiro were unable to attend this Public Hearing; neither were their representatives. They sent a letter to that effect asking for a continuance. Mr. Arturi read the letter into the record.

Mr. Markert, a neighbor at 164 Calhoun Street, was present. Mr. Arturi noted any substantive discussion regarding this application should be saved until next month when the applicants would be present. Mr. Markert replied he would not be able to attend the January meeting and would like to comment. He said he had walked through the area where the proposed pool is to be built. Mr. Markert stated he does not have a big problem with the swimming pool, but he thinks it might be in a wetlands area. Mr. Arturi urged him to speak with the Inland-Wetlands Officer about his concerns.

Mr. Talbot said he had reviewed the application for completeness and certain things were unclear and needed to be addressed. His review will be sent to the applicants. Mr. Arturi suggested the Inland-Wetlands Officer have a look at the application.

MOTION: To continue until the next regularly scheduled meeting on January 8, 2007, the application for a Certificate of Appropriateness submitted 11/29/06, by Jacqueline Dedell and Ira Shapiro, 156 Calhoun Street, to construct a swimming pool with fence; in order to receive additional information. By Mr. Talbot, seconded by Mrs. Rives and passed 5-0.

MOTION: To continue until the next regularly scheduled meeting on January 8, 2007, the application for a Certificate of Appropriateness submitted 11/29/06, by Jacqueline Dedell and Ira Shapiro, 156 Calhoun Street, to construct a swimming pool with fence; in order to receive additional information. By Mr. Talbot, seconded by Mrs. Rives and passed 5-0.

Other Business

The Commission set the meeting dates for 2007. It was decided unanimously to keep the third Monday of each month as the regular meeting day, with the exception of those months where a holiday falls on the third Monday; in which case the meeting will be held on the second Monday.

The Commission approved the eave profile drawing for the Garage/Studio addition of Mr. and Mrs. White, 6 Parsonage Lane, submitted by Reese Owens on 12/7/06.

One or two members will plan to meet with Ms. Khouri, 75 Green Hill Road, to discuss renewal of any Certificates of Appropriateness which may have expired.

MOTION: To adjourn the meeting. By Mr. Talbot.

Williamson(cont'd) /10 Kirby Road /Build fence

Mr. Arturi reconvened the Public Hearing at 7:35PM to consider the application for a Certificate of Appropriateness for Cynthia Williamson, 10 Kirby Road, to erect a picket fence. He read the legal notice which appeared in Voices on 11/5/06. Mr. Arturi seated the members and seated Alternate Mills for Ms. Gilchrist and Alternate Rives for Mr. Chute. Ms. Williamson was present along with Mr. Don Massey, who will be installing the fence.

The members looked over the new site plan (rec'd 10/26/06) and photos (rec'd 11/13/06) which they had asked for at the last meeting. The new site plan identified Kirby Road as requested. Mr. Massey said they would be moving the fence in about one foot on the Kirby Road side due to a tree that is falling down. Ms. Williamson noted the fence will now be quite a way inside the property line from where the old fence was located. The fence will be 4ft high and will be the Mt. Vernon style as shown on the Platt's Picket Fence info(rec'd 8/31/06) and also a photo (rec'd 11/13/06). A gate will be placed in the existing arbor fence by the driveway.

Mr. Arturi asked if anyone present had any comments for or against this application. There were none. He asked the Commissioners if they had any comments or questions. No.

MOTION: To close the Public Hearing to consider the application for a Certificate of Appropriateness submitted 8/31/06, by Cynthia Williamson, 10 Kirby Road, to install a picket fence. By Mrs. Rives, seconded by Mr. Smith and passed 5-0.

Connolly(cont'd) /86 Calhoun Street /After the fact approval for driveway and generator

Mr. Arturi reconvened the Public Hearing at 7:46PM to consider the application for a Certificate of Appropriateness for David and Nora Connolly, 86 Calhoun Street, for after the fact approval for a driveway and generator installation. He read the legal notice which appeared in Voices on 11/5/06. Mr. Arturi seated the members and seated Alternate Mills for Ms. Gilchrist and Alternate Rives for Mr. Chute. Mrs. Connolly was present.

Mr. Arturi noted there were concerns expressed at the last meeting that the generator might be visible from the road. Also, Mrs. Boyer had concerns about the amount of curb cuts off of Calhoun Street. It was generally thought that in the spring, shrubs could be planted to hide the generator. Regarding the curb cuts, Mrs. Connolly stated that one was for the garage, a second was for the driveway and the cut past the mailbox had been gated off and would be seeded in the spring. Mr. Arturi said he thought Mrs. Boyer would be happy with that.

There was some discussion regarding the pool fence and whether or not it had been approved by HDC. Mr. Talbot said he remembered some discussion of the pool fence, but could not remember an approval. The files will be checked. Mr. Arturi asked Mrs. Connolly when the pool fence was installed. She replied it was last year. Mr. Arturi suggested that the generator and the pool fence may not have been visible before the new driveway cut. Mr. Smith commented that the pool fence may not have been visible from the road before the new driveway was installed and so was not an issue, but he is not sure what happens when it does become an issue. Mr. Talbot said that is what he is trying to understand. Mr. Arturi noted that since the pool fence was not part of this application; that would be a good discussion to have another time.

Mr. Arturi asked if anyone present would like to comment for or against this application. No. He asked the members if they had any additional questions or comments. There were none.

MOTION: To close the Public Hearing to consider the application for a Certificate of Appropriateness submitted 9/25/06, by David and Nora Connolly, 86 Calhoun Street, for after the fact approval for driveway and generator. By Mrs. Rives, seconded by Mr. Smith and passed 5-0.

White /6 Parsonage Lane /Garage-Studio addition

Mr. Arturi opened the Public Hearing at 7:56PM to consider the application for a Certificate of Appropriateness submitted 10/23/06, by Edmund and Zemma White, 6 Parsonage Lane, to construct a garage /studio addition. He read the legal notice which appeared in Voices on 11/5/06. Mr. Arturi seated the members and seated Alternate Mills for Ms. Gilchrist and Alternate Rives for Mr. Chute. Mr. and Mrs. White were present along with Mr. Reese Owens from Halper Owens Architects. Ms. Joanne Jacobson, a neighbor, was also present.

Mr. Owens said since the last meeting they visited the site again and took a digital photo to show how the proposed addition will fit onto the house and to show massing(rec'd 10/30/06). The addition is shorter by about six inches or so, than what was shown in the previous drawing and the roof material has been changed from metal to asphalt. Mrs. White said the addition will be painted gray so it will appear to recede.

Mr. Owens read into the record portions of the print-out(rec'd 10/30/06), which described Program & Use. He ended by saying that the addition is intended to be neutral and will not be incongruous with the house nor with the surrounding Washington Green Historic District. Mr. Arturi thanked him and asked the members if they had any questions.

Mr. Talbot asked about the extent of parking and pavement. Mr. White said they are not changing any pavement, but will be removing 3 1/2 to 4ft of an old stone wall so they can pull straight out of the garage. Regarding the arbor, Mr. White said it fell down during the spring and they will be reinstating it as it was. The arbor is visible from the road but the grapevine will screen everything in back.

Mr. Talbot asked if the height of the addition was as low as it could be programmatically. Mr. Owens replied it was.

Mr. White said the only lighting would be a barn light over each garage door. Mrs. Rives asked if they would be motion lights or need to be turned on and off. They will be turned on and off.

The members looked at the drawings. Mr. Talbot noted that typically, the Commission asks for eave, fascia and trim detail around the windows. Mr. Talbot said the previously submitted drawings had some details that matched the existing house. These drawings are different and we need documentation for our record. The Commission asks for these details on all new construction - this is not an unusual request. Mr. Owens said he has no problem supplying detail. Mr. White said the overhangs will not be greater than what is on the house now.

Mr. Smith wondered if the structure might become more elaborate when the builder starts. Mrs. White said no. Mr. Arturi said the builder cannot vary from the dimensions shown on these drawings. Mr. Owens stated the builder will build per these drawings. There is no intent to change.

Mr. Arturi asked if anyone present would like to comment either for or against this application. Ms. Jacobson, 8 Parsonage Lane, said she has grave questions about the size of this structure. She said she thought it was supposed to be a garage. She commented that this large gray structure will impact her. It will be visible from Parsonage Lane, Route 47 and, in winter, from Old North Road. It does not look like any garage I've ever seen. It is monstrous.

Mr. Arturi read into the record a letter to Mr. and Mrs. White, dated 11/3/06 from Michael Ajello, Zoning Enforcement Officer, regarding their zoning application to build the addition. Mr. Arturi commented that Zoning seems to have an issue with lot coverage. Mr. White stated that Zoning is applying current rules to something approved in 1988. He said the issue is being reviewed by counsel and he should hear something in a few days.

MOTION: To close the Public Hearing to consider the application for a Certificate of Appropriateness submitted 10/23/06, by Edmund and Zemma White, 6 Parsonage Lane, to construct a garage /studio addition. By Mrs. Mills, seconded by Mrs. Rives and passed 5-0.

Williamson(cont'd) /10 Kirby Road /Build fence

MOTION: To approve the application for a Certificate of Appropriateness submitted 8/31/06, by Cynthia Williamson, 10 Kirby Road, to install a 4ft tall picket fence as shown on the site plan submitted 10/26/06, and a gate in the location shown in photo received 11/13/06; style of fence to be as shown in photo received 11/13/06. This work is to be completed by November 13, 2007; or else this approval shall be void. By Mrs. Rives, seconded by Mr. Talbot and passed 5-0.

Connolly(cont'd) /86 Calhoun Street /After the fact approval for driveway and generator

Mr. Arturi asked if there were any concerns the members would like to discuss before making a motion.

Mr. Talbot commented on the fact that the Commission is being asked to approve, after the fact, a driveway which has exposed a generator, swimming pool and fence; things that make the district appear more suburban in style. The members discussed briefly all the things people seem to need in 2006. They agreed that time cannot be frozen, however, contemporary uses such as pools can be designed in such a way as to make them seem to disappear.

Mr. Arturi said he e-mailed Atty. Miles about after the fact approvals, but has not heard back from him.

MOTION: To approve the application for a Certificate of Appropriateness submitted 9/25/06, by David and Nora Connolly, 86 Calhoun Street, for after the fact approval of installed driveway and generator with the condition that the generator be screened from view from the public way by shrubbery or other appropriate plantings. By Mr. Smith, seconded by Mrs. Mills and passed 4-0-1. Mrs. Rives abstaining.

White /6 Parsonage Lane /Garage-Studio addition

Mr. Arturi asked the Commission if they had any additional comments or question about this application.

Mr. Smith said he is concerned about the sense of mass. Mrs. Rives asked what would happen if the Zoning issue is not resolved. Mr. Arturi replied that the addition would not be built since a Zoning application is required. Mrs. Rives asked if the mass of the addition or appropriateness in the area is what HDC is concerned with. Mr. Arturi replied it is whether or not the proposed addition is not incongruous with those aspects of the district that the Commission deems worthy of protection. Mrs. Rives commented that other houses in the area are large and the addition does go back rather than out. Mrs. Mills agreed.

MOTION: To approve the application for a Certificate of Appropriateness submitted 10/23/06, by Edmund and Zemma White, 6 Parsonage Lane, to construct a garage/studio addition according to plans submitted 10/25/06 with the understanding that drawings of typical eave and overhang details will follow. This work is to be completed by November 13, 2007; or else this approval shall be void. By Mrs. Rives, seconded by Mrs. Mills and passed 4-1. Mr. Smith voting against.

Mr. Arturi decided to reverse the order of the Public Hearings since the first applicant on the agenda was not present yet.

MOTION: To change the order of business to first hear the application for White and next hear the application for Williamson. By Mr. Talbot, seconded by Mrs. Mills and passed 5-0.

White(cont'd) /6 Parsonage Lane /Construct barn/garage

Mr. Arturi reconvened the Public Hearing at 7:34PM to consider the application for a Certificate of Appropriateness submitted 8/31/06, by Zemma and Edmund White, 6 Parsonage Lane, to construct a barn/garage. He read the legal notice which appeared in Voices on 10/8/06. Mr. Arturi seated the members and seated Alternate Mills for Ms. Gilchrist. Mr. and Mrs. White were present along with their architect, Reese Owens.

Mr. Owens began by reading a memo regarding the addition into the record. He gave each of the members a copy of the memo; one is in the applicant file and a copy is filed with these minutes.

The Commission looked at the drawings and discussed what would be seen from the public way. Mr. Owens said the sides would be seen to some degree and perhaps the roof edge. The height will be 24'6" per Zoning regulations.

Mr. Smith commented that some of the addition would be seen through the trees from Route 47.

Mrs. Boyer asked how the height of the addition compared to that of the existing house. Mr. Owens replied the existing house is about 4ft taller than the addition. As to the issue of height, Mr. Owens stated a variance has been granted for the height and the footprint. Mr. Arturi noted the issue is not higher or lower; but is it incongruous.

As to form; Mr. Owens said the addition will be at the back of the site and will be very neutral, generalized volume, Gothic Revival style. He stated they intentionally ruled out using the same windows as the main house in order to maintain a distinction between the old and new.

Mr. Smith asked about the volume of the addition compared to the square footage of the house. Not sure what square footage of house is.

Mr. Talbot asked if it was critical to have a 9'6" ceiling in the artist studio. Yes, the higher ceiling provides space to hang large paintings.

Mr. Talbot said he would like to have a better sense of how visible the metal roof will be. Mr. Smith said he thought two sections of the roof would be visible. Mr. Owens said it is a rough drawing, but he thinks some surface of the roof will be visible. Mr. Arturi said the roof looks accurate according to the story poles.

Mr. Arturi asked the members if they had further questions. No. He asked if there was anyone in the audience would like to speak for or against this application.

Ms. Jacobson, 8 Parsonage Lane, spoke against:

I cannot tell what it's going to look like. It's a very big structure. It will impact my property. It will clearly be seen from Parsonage Lane and Route 47. Large windows will be facing me. I can't tell how high the cupola will be.

Ms. Eldridge, 4 Parsonage Lane, spoke in favor:

I live on the other side of Mr. and Mrs. White. I feel the impact will enhance my property.

Mr. Owens said he was sympathetic with anyone in a district of this density and understands it is difficult to accept the volume granted by a variance several years ago. Mr. Arturi commented it is the Commission's role to determine if the addition will be incongruous with the district.

Mr. Talbot asked the purpose of the garage door on the south side. Mr. Owens replied it is for access; being able to move lawn mowers, etc., to the back.

Mr. Arturi asked if there were any additional questions or comments. There were none.

MOTION: To close the Public Hearing to consider the application for a Certificate of Appropriateness submitted 8/31/06, by Zemma and Edmund White, 6 Parsonage Lane, to construct a barn/garage. By Mr. Smith, seconded by Mrs. Mills and passed 5-0.

Williamson(cont'd) /10 Kirby Road /Build fence

Mr. Arturi reconvened the Public Hearing at 8:20PM to consider the application for Certificate of Appropriateness submitted 8/31/06, by Cynthia Williamson, 10 Kirby Road, to install a picket fence. He read the legal notice which appeared in Voices on 10/8/06. Mr. Arturi seated the members and seated Alternate Mills for Ms. Gilchrist. Ms. Williamson was unable to be present. She was represented by Ms. Eldridge.

Ms. Eldridge brought some photos of the house taken from the public way which showed the existing fence. In addition, she brought copies of old photos of the house which showed a picket fence by the road. Ms. Eldridge told the Commission that the new picket fence will be simple and made of wood.

The members looked over the site plan and all the photos. They determined that, for the record, they needed a more accurate site plan identifying Kirby Road and also showing where the new fence will tie into the existing fence.

Mr. Arturi asked the members if they had any additional comments or questions. No. He asked if anyone else present had any comments either in support of or against the application. There were none. The Commission agreed to continue the application.

MOTION: To continue until the next regularly scheduled meeting on November 13, 2006, the application for a Certificate of Appropriateness submitted 8/31/06, by Cynthia Williamson, 10 Kirby Road, to install a picket fence; in order to receive a more accurate site plan showing the road, and location where the new fence will connect to the existing fence. By Mr. Talbot, seconded by Mr. Smith and passed 5-0.

Mr. Arturi opened the Public Hearing at 8:33PM to consider the application for Certificate of Appropriateness submitted 9/25/06 by Jacqueline Dedell and Ira Shapiro, 156 Calhoun Street, to request an extension. He read the legal notice which appeared in Voices on 10/8/06. Mr. Arturi seated the members and seated Alternate Mills for Ms. Gilchrist. Ms. Dedell and Mr. Shapiro were present along with their architect, Mr. Paul Hinkle.

Ms. Dedell began by telling the Commission their project was behind schedule because of all the rain in the spring. She said she was aware that Certificates of Appropriateness were granted for one year, but would like to have more time. One C of A was to construct an addition and the other was to revise the dormer windows in the addition. Ms. Dedell said there would be no changes to the plans. They just need more time.

Mr. Arturi asked the members if they had any additional comments or questions. The members all agreed that they had no problem with granting the extension.

Connolly /86 Calhoun Street /After the fact approval for driveway and generator

Mr. Arturi opened the Public Hearing at 8:37PM to consider the application for Certificate of Appropriateness submitted 9/25/06 for after the fact approval for driveway and generator. He read the legal notice which appeared in Voices on 10/8/06. Mr. Arturi seated the members and seated Mrs. Mills for Ms. Gilchrist. Mr. and Mrs. Connolly were not present and no one was there to represent them.

The Commission looked over the driveway sketch and also some photos which were received 10/2/06. The photos showed the two driveway cuts and a close-up of the gravel material. The members determined from the photos that the generator was not visible from the road.

Mr. Talbot said he did not have a real problem with the driveway. Mrs. Boyer said she had a problem with four cuts off of Calhoun Street. Mr. Arturi asked if the members would like to ask them to come in and discuss so many cuts. Mr. Talbot commented that the nature of a lot of cuts is left over from when the area was a farming community.

Mr. Arturi asked if everyone felt they had enough information to close the Public Hearing. No. Mr. Chute stated he would like for Mr. and Mrs. Connolly to come in and discuss the driveway cuts. Others agreed.

MOTION: To continue until the next regularly scheduled meeting on November 13, 2006, the application for a Certificate of Appropriateness submitted 9/25/06 by David and Nora Connolly, 86 Calhoun Street, for after the fact approval of driveway and generator; in order to discuss the number of cuts into Calhoun Street. The members discussed this application.

Mr. Arturi: Given what we typically ask for, do we know how large this is going to look from the public way.

Mrs. Rives: An artist studio needs to be large for light. There are big houses all around there.

Mr. Talbot: Typically, what we ask for is existing and proposed drawings; or, in lieu of that, a perspective. For our file, as well as our sense of appropriateness, we need an accurate perspective. Programmatically, I understand it.

Mr. Arturi: Would you feel comfortable approving this application in the absence of that or would you like to ask the Whites to come back?

Mr. Talbot: I'll think about that.

Mr. Smith: In looking at the story poles, it looks as if it is going to be as big or bigger than the existing house. I would like to see something more.

Mr. Talbot: I think we need to have it clarified - draw up an accurate perspective.

Mr. Chute: The mass doesn't bother me. I like the new design better than the old, but I see the need for an accurate perspective.

Mrs. Mills: I feel the same. We need an accurate representation.

Mr. Arturi opened the Public Hearing at 7:30PM to consider the application for Certificate of Appropriateness submitted 8/31/06, by Cynthia Williamson, 10 Kirby Road, to install a picket fence. He read the legal notice which appeared in Voices on 9/10/06. Mr. Arturi seated the members. Ms. Williamson was not present and no one was present to represent her.

The members looked over the site plan and also the brochure from Platt's Picket Fence Company which were submitted with the application on 8/31/06. Mr. Arturi read a letter from Deborah Eldridge, 4 Parsonage Lane, supporting Ms. Williamson's application for a fence. The Commissioners discussed the location of the fence and the visibility from the road. This site plan does not show the road. In addition, the members thought photos taken from Kirby Road would be helpful. Mr. Chute said the fence will be somewhat visible, but the property drops off in the back. Mr. Talbot thought Ms. Williamson's choice of picket fence was appropriate and simple. Mr. Arturi asked if a zoning permit would be required for the fence. Yes.

Mr. Arturi suggested they needed some additional information along with some photos in order to make a decision. The Commission decided to continue the Public Hearing.

Mr. Arturi opened the Public Hearing at 7:41PM to consider the application for Certificate of Appropriateness submitted 8/31/06, by Zemma and Edmund White, 6 Parsonage Lane, to construct a barn/garage. He read the legal notice which appeared in Voices on 9/10/06. Mr. Arturi seated the members. Mr. and Mrs. White were present. Joanne Jacobson, a neighbor was also present.

Mr. and Mrs. White brought an A-2 survey. The members looked at the drawings and photos and discussed them with Mr. and Mrs. White. The height of the proposed barn will be the same as the existing house; 24 feet to the ridge. The roof will be gray metal, and the building will be painted gray so it will appear to recede. Mrs. White noted the house has many different styles of windows as well as different types of siding; shingle, board and batten and flat.

Mr. Talbot asked about the style of the garage doors. Mr. White said they would be solid. He added, they are trying to make the building as simple as possible. Mr. Talbot asked about lighting. There will be a light up under the eave in back, directed down so as not to bother neighbors.

Mrs. Picton asked if the driveway would remain as is or be paved. It cannot be paved because septic and water lines are under the driveway and need to be repaired occasionally.

Mr. Talbot asked how soon they might be starting this project. Hopefully in November.

Mr. Arturi asked if there were any more questions from the Commission. There were none. He asked Ms. Jacobson if she had any questions or comments.

Ms. Jacobson, who lives at 8 Parsonage Lane, said she was concerned about the size of the garage. She said it has the potential to impact her property and overwhelm the cottage. She said she would appreciate a continuance of the Public Hearing so she could have an opportunity to get some advice from her architect.

Mr. Arturi noted that since Mr. and Mrs. White have to go back to ZBA for a revised variance; perhaps HDC can accommodate the timing on their project as well as Ms. Jacobson's request for a continuance.

Mr. Talbot said he had no problem with continuing the Public Hearing and if Mr. and Mrs. White could place a stake at each corner of the proposed garage and set up a 24 foot story pole at the ridge and a 12 foot pole to mark each eave. That should give a sense of what the scale and impact will be. Each member can go individually and have a look.

Mr. Arturi said he thought it was reasonable to accommodate Ms. Jacobson's request. The Commissioners agreed to continue the Public Hearing.

A. Beck /132 Calhoun Street /PRELIMINARY DISCUSSION to build new single family dwelling.

Mrs. Beck introduced her builder, Brad Carlson. Mr. Carlson remarked on the large number of people present for a preliminary discussion. Mr. Arturi asked the residents to please save their comments or questions until Mr. Carlson finished his presentation.

Mr. Carlson told the Commission that he does not have a site plan yet because he is waiting for Michael Alex to finish the survey of the property. He explained that the property slopes down in the back so there is relatively limited space for locating the house. Mr. Talbot asked if the house is going to face the road and how far back it will sit from the road. Mr. Carlson said the house is going to face the road and will sit back approximately 75 feet. The house will be about 4500 sqft including a 2-car garage.

Mr. Carlson explained that the drawings he brought with him are going to be changed quite a bit. Instead of a portico over the front door, there will be a porch on the front of the house. Also, there will be more windows than shown in the drawing in order to be more in keeping with other houses in the area and to let in more light. Mr. Talbot noted the front and south elevations are the two that will be seen from the road.

Mr. Talbot asked about the ceiling heights. Mr. Carlson replied 10ft on the first floor and 9ft on the second floor. In addition, the roof will be cedar, gutters - copper, trim - clear cedar, moldings - pine or mahogany, windows - Marvin (wood), doors - custom.

Mr. Talbot said the Commission, in their review, must consider how the house sits on the site, roof pitches, scale and mass. He further commented the house design should be appropriate to the district, yet not be confused with the old houses.

Mr. Carlson said the house design is based on a Williamsburg house. He does not think it is out of scale with houses of that period. He noted that they are in the beginning design stages and he does not want to go much further into details at this point. He wondered if maybe the house is too in-keeping with the area. Mrs. Beck added, they are just beginning this project and are amenable to suggestions from the Commission.

Mrs. Boyer said a new house should not be confused with old houses. Mr. Carlson replied it is their hope that the house will blend in, yet not look new.

Mrs. Picton: The charge of the Commission is to aspire to construction that harmonizes with what is in the district; a rural agricultural district, once utilitarian. In spirit, you've tried to fit in. My problem is symmetry. It looks suburban.

Mr. Carlson: It is a very eclectic district.

Mr. Smith: The house should be compatible, but not look 300 years old.

Mr. Carlson: This will not look like a subdivision house.

Mr. Chute: The matching wings contribute to making it look suburban.

Mr. Carlson: The porch will break up the length.

Mr. Chute: The windows will distinguish it from a truly old house.

Mr. Talbot: Do the stone chimneys have to be that high?

Mr. Carlson: They could be significantly lowered.

Mr. Talbot commented on the relationship of the proposed new house and the existing house and barn across the street. The new house being closer to the street is positive. It was noted that two houses on the street have changed the appearance of the district. Mr. Carlson emphasized he does not want to change the feel of the district. Mr. Talbot commented that Mrs. Beck was fortunate to have someone with Mr. Carlson's sensibilities working with her on this project.

Mr. Arturi asked the residents if they had any questions that had not been addressed.

Mr. Greenfield: Over the past 4 or 5 years he has noticed that the nature of the street has changed.

Mrs. Greenfield: Fears the dormer windows.

Mrs. Moriniere: Some are concerned with the look of the houses. She thinks it is subjective.

Mrs. Beck: Since I'm going to live there, I'm not going to do anything to spoil the look of the area.

________: Does the land slope too much to move the wings back? No.

Mrs. Beck stated she and Mr. Carlson will come to the next regularly scheduled meeting for another discussion. They will bring site plan, new drawings, elevations, maybe slide wings back.

MOTION: To change the order of the agenda to hear next from Mrs. White, 6 Parsonage Lane; a preliminary discussion to construct a garage/studio addition. By Mr. Talbot, seconded by Mr. Smith and passed 5-0.

B. White /6 Parsonage Lane /Construct garage-studio addition.

Mrs. White brought some photos and drawings and discussed them with the members. The new garage will be 36'x 27'. It will be board and batten with a metal roof. It will be painted a darker color so it will recede. She said they already have a variance for the garage.

Mr. Arturi said he did not think the new garage would be visible going up Parsonage Lane, but thought part of it could be seen going back toward Route 47 and the Commission needs to know exactly what portion will be visible from the public way. Mrs. Boyer reminded her that trees and shrubs must be disregarded.

Mr. Talbot asked if it was necessary to have three bays. Yes. He asked if there were any plans for outside lighting or air conditioning equipment. Mrs. White was not sure at this time, but will include everything in her application for C of A.

C. Marble Dale - Potential Historic District

Christine Moriniere, Michael Brodie and Danielle Baechle came to discuss the possibility of Marble Dale becoming an historic district. They presented a map showing the proposed district. Ms. Baechle commented that many of the old houses keep changing. She observed, it is a shame what has happened and continues to happen in the area.

Mr. Arturi asked them how the members could help. Ms. Baechle said they were looking for guidance.

Mr. Arturi said they should study the State Statutes and then ask Mr. Sears, the First Selectman, if they could make an appointment to meet with him for at least an hour. Before that meeting, they should send Mr. Sears all the information they have on the subject. Mr. Arturi and Mr. Talbot said they would both be interested in going to the meeting.

It would then be up to Mr. Sears to appoint a committee to study the area and make a report. Once the committee finishes their report on Marble Dale, it would be sent to Hartford to the State Historic Commission. Mr. Arturi stated this commission does not get involved until an area becomes a district.

After a brief discussion, it was decided to send a letter to Mr. Connolly, 86 Calhoun Street, regarding his new driveway which was installed with HDC approval.

In addition, the members agreed it would be a good idea to invite Ms. Khouri and Mr. Bass, 75 Green Hill Road, to come in and brief the Commission on the progress of their project.

She stated she was unable to get the information together that Mr. Talbot asked for in his application review. In addition, Mrs. Beck said she had some new plans to submit for review. She was not sure if she would be prepared for a Public Hearing in June and may just want to come for an informal discussion at that time.

Several residents of the Calhoun-Ives Historic District were present. They asked if they could come forward and have a look at the plans and site plan. As the residents were discussing the plans Mr. Arturi reminded them that, according to Mrs. Beck's e-mail, new plans were going to be submitted. Mr. Greenfield asked if an informal discussion was private. Mr. Arturi explained that an informal discussion is open to the public and held during a regular meeting in which the applicant and commission members discuss a project before taking it to a formal public hearing. The residents asked if they could look at the new plans when they come in. Yes.

The members discussed the application. Mrs. Beck indicated in her e-mail that she may want to come back to the Commission in June for an informal discussion, so rather than continue this Public Hearing, the members agreed to close it.

Rabbit hutch. Mrs. Paolucci showed the members a site plan and some photos. She noted the rabbit hutch would be tucked in behind the guest house and the green house. She said it is a wooden hutch and sits on posts. Mr. Arturi asked if it would be visible from the road. Mrs. Paolucci replied even without the shrubs, she did not think the hutch would be visible. Mrs. Picton said she did not think the hutch would be visible. Mr. Chute and Mr. Smith agreed. Mrs. Rives said she did not think it was an issue.

Pool Fence. Mrs. Paolucci said the pool cannot be seen from the road, but they need a fence around it because their children are 6 years, 4 years and 1 year old. She showed the members a picture of the type of fence they want. It is a 4ft high black mesh temporary fence on top of a stone wall. Mr. Smith said the fence must be strong enough so children cannot climb over.

Mr. Arturi said he thought it would be difficult to see from the road. Mr. Smith commented, even if it is visible, it is a temporary fence. Mr. Arturi said this is one of those issues where the hands of the Commission are tied because a pool fence is under the jurisdiction of the Building Official. Mr. Arturi added, if the fence is temporary and is taken up at the end of the season, the Commission does not have a say.

Khouri /75 Green Hill Road /Renovations.

Regarding concerns expressed by the neighbors at the April meeting, Mr. Arturi said he spoke to Mike Ajello, the Zoning Enforcement Officer, but has not received a report from him yet. He asked the members if they had any other comments. There were none.

Eldridge /4 Parsonage Lane /Replace entryway and window on back of house.

Mr. Arturi opened the Public Hearing at 7:34PM to consider the application for Certificate of Appropriateness submitted 3/13/06 by Deborah Eldridge, 4 Parsonage Lane, to replace an entryway and window on the back of her house. He read the legal notice which appeared in Voices on 4/9/06. Mr. Arturi seated the members and seated Alternate Boyer for Mr. Talbot and Alternate Rives for Mr. Smith. Ms. Eldridge was present.

The Commission looked over photographs and drawings submitted with the application. Ms. Eldridge also brought a site plan. She pointed out the large picture window on the back of the house which is responsible for a great loss of heat. She would like to remove it and replace it with two windows to match all existing windows on the house. The members determined that any work done on the back of the house will not be visible from any public way.

Mrs. Picton arrived at 7:36PM and was seated.

Next the members looked at the drawings of the south side porch and discussed whether it could be seen from a public way. Ms. Eldridge wants to move the door and one window. The south side porch is not visible from Route 47 or Parsonage Lane because of the hedge. Ms. Eldridge remarked that even with the hedge removed, a person would have to walk down a private driveway (shared by three houses) to see the south side porch. Mr. Arturi said they should go on the assumption that it might be seen. Mrs. Picton commented even if it could be seen, it wouldn't be a big deal. Mrs. Rives said she drove by and was not able to see much.

Mr. Arturi asked the members if they had any additional questions. There were none. He asked if anyone in the audience had any comments for or against the application. Susan Schultz and Cynthia Williamson both thought it was a great idea.

Mrs. Schultz said her house was built in the 1770's. At one time she had considered putting shutters back on her house and asked if houses built at that time had shutters. Mrs. Picton replied that shutters did not come in until the 1830's, so probably her house had been around awhile before shutters were added. Also, there is no law that says you have to take a house back to its original appearance. In addition, Mrs. Picton stated, shutters are not a permanent part of a building.

He read the legal notice which appeared in Voices on 4/9/06. Mr. Arturi seated the members, seated Alternate Boyer for Mr. Talbot and seated Alternate Rives for Mr. Smith. Mr. Erich Diller, E.J. Diller Design, represented Mr. Greenfield.

Mr. Diller explained that the existing Certificate of Appropriateness, issued 8/15/05, needs to be modified due to the fact that the Zoning Board of Appeals stipulated in their approval for Mr. Greenfield, that the height of the roof ridge be reduced by 1ft 9in.

In addition, Mr. Diller said he would like to request access to the garage floor from the Ives Road elevation. He would like to add two doors with sliding barn doors over them. He said he is trying to keep it understated. Mr. Chute reiterated the barn would be a walk-in from Ives Road. Mr. Diller said that was correct.

Mrs. Picton said if ZBA requested the roof be lowered she did not have a problem with it. Mrs. Boyer said the changes make the barn better. All agreed.

Mr. Arturi asked the members if they had any more questions. No. He asked if anyone in the audience had comments for or against the application. There were none.

Other residents of the Washington Green Historic District who were present agreed; saying they thought the property posed a safety concern with the digging and large pile of dirt and felt they should be urged to finish the work as soon as possible. Mr. Arturi said he would ask the enforcement officer to do a site inspection and report back to him.

He read the legal notice which appeared in Voices on 3/12/06. Mr. Arturi seated the members and seated Alternate Boyer for Mrs. Picton and Alternate Rives for Mr. Talbot. Mr. and Mrs. Wodtke were out of the country on business and no one was there to represent them.

Mrs. Rives observed the house next door to this one does not have shutters. Mr. Arturi said the shutters are non-functional. They are there for decorative purposes. Mr. Smith noted the Commission has had this discussion before when people either want to replace or remove badly damaged shutters.

Mr. Arturi read the letter from Mr. and Mrs. Wodtke (rec'd 2/27/06) and the members looked at pictures of the house (rec'd 3/7/06). The members briefly discussed houses on the Green. Mr. Chute, Mrs. Boyer and Mrs. Rives said they would not object to the shutters being removed. Mr. Smith said he would like to hear Mrs. Picton's opinion. Mr. Arturi asked the members if they would feel better having Mrs. Picton review this application before voting. All agreed they would. It was agreed to continue this Public Hearing.

Adams, 174 Calhoun Street, to build a studio and connector addition. He read the legal notice which appeared in Voices on 3/12/06. Mr. Arturi seated the members and seated Alternate Boyer for Mrs. Picton and Alternate Rives for Mr. Talbot. Ms. Adams was not present, but authorized Mr. Carlson to represent her.

Mr. Carlson discussed the site plan, photos and building plans(all marked rec'd 2/27/06) with the Commission. He noted that the addition will be at the back of the house, further away from the road. Mr. Carlson explained that this house is a 1960's cape and the owner is an artist in need of more space. The breezeway will be clapboard and the studio will have vertical siding; both will be painted white like the existing house. He added, the gable on the addition might be visible from the road but for the most part you will not know it is there.

Mrs. Rives said she drove by several times and thinks the addition will hardly be visible. Mr. Smith said he would like a sense of the overall increase. Mr. Carlson said the addition looks like it might be 2/3 larger that it is now, but everything is on one level.

He read the legal notice which appeared in Voices on 3/12/06. Mr. Arturi seated the members and seated Alternate Boyer for Mrs. Picton and Alternate Rives for Mr. Talbot. Mr. Lasar, architect, represented Mr. Connolly.

Mr. Lasar discussed his drawings(rec'd 3/2/06) which showed the location of the solar panels on the roof. Mrs. Boyer said she was concerned about visibility from the road. Mr. Lasar said the panels are going to be put on the lower roof and will not be so visible. He also noted that the lower roof is on a less historic part of the house. The west elevation and shed to the south, which are the most historic parts of the house, will not be affected by the installation.

Mr. Arturi said he did not think the Commission would be setting a precedent by approving this application due to the fact that the building has been altered so, it is probably non-contributing at this time. Mr. Lasar disagreed. He said the structure was a barn and they kept the barn siding.

Mr. Lasar said applications for renewable energy are treated differently. He read from the regulations: "Applications for exterior architectural features whose primary purpose is to utilize renewable resources will be denied only if the Commission finds that such features cannot be installed with substantially impairing the historic character and appearance of the district". The State is subsidizing 50% of the project. It helps the environment.

Mr. Arturi asked the members if they had any additional questions. There were none. He asked the public if they had any comments for or against this application. There were none.

The Gunnery /99 Green Hill Road /Demolition and reconstruction of dormitory.

Mr. Arturi opened the Public Hearing at 8:06PM to consider the application for Certificate of Appropriateness submitted 3/2/06 by The Gunnery, 99 Green Hill Road, to demolish and reconstruct a dormitory. He read the legal notice which appeared in Voices on 3/12/06. Mr. Arturi seated the members and seated Alternate Boyer for Mrs. Picton and Alternate Rives for Mr. Talbot. Mr. Smith recused himself from this Public Hearing because he works for The Gunnery. Also present were; Mrs. Susie Graham, Head of School, Mr. Curt Smith, Engineer and Mr. Bob Powell, Architect.

Mrs. Graham addressed the Commission and thanked the members for their service. She noted The Gunnery School had been in continuous operation since it was established in 1850 and has been a dedicated neighbor. Mrs. Graham described the Bache Dorm as having safety concerns and being at the end of a useful life. Originally built in the 1960's as temporary housing, Bache dorm housed 16 boys and 2 faculty families. Mrs. Graham said this project has been on their wish list for fifteen years. The Gunnery has recently been given a Leadership Gift and now they can proceed with plans to demolish Bache Dorm and build the new Teddy House in the same location. The Teddy House will have room for 22 boys, a study room and flexible faculty housing. Mrs. Graham said they have had two meetings with neighbors and have had no negative response.

Mr. Curt Smith, Smith & Company Engineers, discussed the site plan(rec'd 3/2/06) with the Commission. He pointed out to the members that the dormitory is a good distance from both Kirby and Ferry Bridge roads. Mr. Smith said the loose gravel walkway will be replaced with a paved walkway using concrete and Belgian blocks. He also said four trees will be removed, but many trees will remain to buffer the view from Kirby Road.

Mr. Bob Powell, architect with Wieber, Powell and Grunigen, gave the members some photographs showing various projects done by The Gunnery over the past fifteen years; Emerson Performing Arts Center, the Field House and Browne Dining Hall and a photo of the proposed Teddy House. Mr. Powell said the inspiration for the design of Teddy House came from several different structures in the area, such as the Mayflower Inn and some of the Rossiter houses. It will be close to a Queen Anne style with four gables, a turret and gambrel roof.

Mr. Arturi asked if the new dormitory would be higher than the existing one. Mr. Powell replied it would be six to eight feet higher because Bache has a flat roof. They tried to minimize the height with the gambrel roof. Mr. Arturi commented he has driven by many times, but has not noticed Bache. He said the new dormitory will be a vast improvement over what is there. Mrs. Boyer said the existing building is not very visible. The new one will be visible and a very positive piece. Mr. Chute said it will be an asset to the community.

The addition will enlarge the structure but if will not be visible to us and how we view the district as a whole. Mrs. Boyer added - or the house as a whole. Mrs. Rives and Mr. Chute agreed. Mr. Smith agreed and added, because of the finish, it is clearly an addition.

MOTION: To approve the application for a Certificate of Appropriateness submitted February 27, 2006, by Mary E. Adams, 174 Calhoun Street, to construct a wood frame studio and connector addition to the southeast end of her existing house according to architectural plans received February 27, 2006. This work is to be completed by March 20, 2007; or else this approval shall be void. By Mrs. Rives, seconded by Mrs. Boyer and passed 5-0.

Connolly /86 Calhoun Street /Install solar panels.

Mr. Arturi said it is still troubling. It is the first house you see going into the district. That said; the application is complete. Our hands are ties by the state and our own regulations. Unless we find that "it substantially impairs the historic character and appearance of the district", then we have to approve it.

Mrs. Boyer said she has no problem on that particular house. It was a wonderful barn, but is no longer.

Mr. Chute said he would vote to approve. It makes an existing building worse that it is and the building is a detriment to the historic district.

Mrs. Rives commented it is too bad they want to do this, but I don't think we can stop it. She said she has looked at lots of solar panels and does not like any of them. The whole concept of a rural farming area is being nibbled away. It will be sad if everyone does this.

Mr. Arturi stated that the approval can be made specific to this property because it has been changed so far from its original use, it won't detract.

Mrs. Rives asked if the Commission wants to keep things frozen in time. It seems like Calhoun-Ives should be. Why have a rural farming area if we're going to let it go.

Mr. Smith noted they were discussing two things, 1) is cheap energy appropriate for a rural district, and 2) he said he is not sure you can freeze something; for example, going back to original colors.

Mrs. Boyer said the whole concept of the district is about view and openness. It is difficult to protect farmlands that don't exist anymore. Some houses are key. This one is different. Mr. Smith added, things are getting bigger.

MOTION: To approve the application for a Certificate of Appropriateness submitted February 28, 2006, by David Connolly, 86 Calhoun Street, to install solar panels on the roof of his house as shown in drawings by Stephen Lasar (rec'd 3/2/06) and also as depicted on photographs submitted with the application; it being the opinion of the Commission that because this property has been altered so dramatically since its original construction, installation of solar panels on the roof of this particular house would not "substantially impair the historic character and appearance of the district". This work is to be completed by March 20, 2007; or else this approval shall be void. By Mrs. Boyer, seconded by Mr. Chute and passed 4-0-1.

Mrs. Rives abstaining.

Mrs. Rives commented that installation of solar panels will alter the whole concept of the district.

The Gunnery /99 Green Hill Road /Demolition and reconstruction of dorm.

Mr. Smith recused himself from this discussion.

Mr. Arturi noted the applicants have done a marvelous job seeing what is in and around the Green. The design blends in well. The design elements of this building are a drastic improvement.

Mrs. Rives said the new dorm will not be seen much because of the stone wall. She has no objection. Mr. Chute agreed. Mrs. Boyer said she does not think the Belgian blocks are appropriate, but the structure and design of the building are fabulous. Mr. Chute said he doesn't like the Belgian blocks either, but they won't be seen.

MOTION: To approve the application for a Certificate of Appropriateness submitted March 2, 2006, by The Gunnery, 99 Green Hill Road, to demolish the existing Bache Dormitory and replace with The Teddy House Dormitory per drawings by Wieber, Powell & Grunigen, (rec'd 3/2/06). PUBLIC HEARING

Connolly /86 Calhoun Street /Install solar panels

Mr. Arturi reconvened the Public Hearing at 7:35PM to consider the application for Certificate of Appropriateness submitted 12/21/05 by David Connolly, 86 Calhoun Street, to install solar panels. He seated the members and seated Mrs. Boyer for Mr. Talbot. Mr. Connolly was present. Mr. Arturi welcomed Mrs. Phyllis Mills who had come to observe the meeting to see if she might be interested in joining the Commission.

Mr. Arturi read the letter from Mr. Connolly (rec'd 1/26/06) which states the new roof will be charcoal grey to best match the color of the solar panels. Also, the panels will be mounted 3 inches from the roof rather than the 6 inches originally proposed. In addition, the panels will not stick up above the ridge line, but will be mounted 3 to 4 inches below it.

Mr. Connolly said he went through the minutes of the last meeting in order to get everything together the members requested. He told the Commission that solar panels are considered temporary in New Haven. Mr. Smith said he could not imagine something that could be on a house for 25 years would be considered temporary. The members agreed they would not consider solar panels temporary. Mrs. Boyer noted that rules vary from town to town. Mr. Connolly said he did not think the solar panels would be visible in summer because of the trees. Mrs. Boyer said the Commission is supposed to disregard trees and plantings.

The Commission looked at the photos (rec'd 1/26/06). Mr. Arturi read a note from Mr. Talbot who was unable to be at the meeting. In part the note stated:

1. We need an indication of what the system will look like from the public way. The photos submitted would be a good basis of a mock-up.

2. We had asked for a drawing showing the section through the roof to show relation of the system to the ridge and small gables. (Mr. Talbot made a small sample drawing showing exactly what was needed.)

Mr. Connolly looked at one of the photos and pointed out the two existing vents on his roof. He said the vents will be redirected and there will be just one vent. He also said the solar shingles would not be as effective on his roof as the solar panels.

Mrs. Picton asked Mr. Connolly if he brought a section drawing showing exact dimensions and how the panels are going to be mounted on the roof. He did not bring a drawing, but submitted photos(rec'd 1/26/06) of houses with solar panels mounted on the roof, also a simulation of his house showing 28 panels on the roof(rec'd 12/21/05). Mr. Connolly noted that in his letter which Mr. Arturi read to the Commission, he described how the panels were to be mounted and that the total dimensions of the project would be 40'8" by 8'6". Mrs. Picton replied all of that information needs to be documented on a drawing.

Mr. Arturi said that generally when people come before the Commission they have fairly detailed drawings showing every architectural feature visible from the public way. Mrs. Boyer said since the panels are now going to be installed 3 to 4 inches down from the peak of the roof, the Commission needs to be certain that they will fit in the space between the peak of the roof and the gable dormers.

Mr. Connolly said he felt as though he made a good presentation and asked what exactly the Commission wants him to do. Mrs. Boyer read from the 1/9/06 minutes:

'Mr. Connolly asked if the drawings need to be done by an architect. Mr. Talbot said the drawings need to be to scale, but not necessarily by an architect. Mr. Arturi said the difficulty the members seem to be having is that each applicant file needs to reflect what the final construction will look like. In this case we don't have that. If we don't ask for it, we are not doing our job.

Mr. Connolly said he would like to have the members vote. Mr. Smith stated there are two issues to be considered before voting. One being whether the members think the application is complete and acceptable, the second is the project itself and what the State has to say about solar panels. Mr. Connolly asked again whether they could be considered temporary. In his opinion, they are. The Commission disagreed. Mr. Smith said there is no definition in the Guidelines regarding temporary structures.

Mr. Arturi asked the members if they had any additional questions or comments. There were none. There was no one else present either for or against this application.

MOTION: To close the Public Hearing to consider the application for Certificate of Appropriateness submitted by David Connolly, 86 Calhoun Street, to install solar panels on the roof of his house. By Mr. Smith, seconded by Mrs. Boyer and passed 4-0.

Mr. Arturi called the meeting to order at 8:07PM, seated the members and seated Alternate Boyer for Mr. Talbot.

Mr. Arturi asked the members for their thoughts on the application.

Mr. Smith said he did not think the appearance of solar panels on the roof of this house met the State's criteria for denial, but thought it was correct to insist on a more specific plan for the record. Mrs. Boyer agreed, we can't wait until they are installed to find out what they will look like. Mrs. Picton added that if the installation goes differently than the Commission is told, it is important to have a drawing to prove it. Mr. Arturi concurred the big difficulty the Commission has is not knowing exactly what the roof is proposed to look like after the panels are installed.

Mrs. Picton commented that although she is very much in favor of sustainable energy practices; what bothers her about this project is the house is just inside the entrance to the district. It is conspicuous because of its size and location and the panels will probably reflect a lot of light. Mr. Smith asked her if she thought that is what the State means by 'substantially impairing the historic character and appearance of the district'? Mrs. Picton said she is struggling with that one.

Mrs. Boyer said she agreed with Mrs. Picton but on the other hand, because of the way the house has been built onto over the years and the massiveness of it, adding the solar panels make it appear like a 21st century structure.

Mr. Arturi said even though the house is a non-contributing one in the district, the application is still incomplete.

Mr. Smith suggested they deny without prejudice because the application is incomplete. All agreed.

MOTION: To deny without prejudice the application for Certificate of Appropriateness submitted December 21, 2005, by David Connolly, 86 Calhoun Street, to install solar panels on his house because the application is incomplete. By Mr. Smith, seconded by Mrs. Boyer and passed 4-0.

Mr. Arturi said the question often comes up about people not being told that the house they bought is in one of the historic districts. He researched some properties and determined that a title search will show if a house is in a historic district.

PUBLIC HEARING

In the absence of a Chairman or Vice Chairman, the Secretary, Mr. Talbot, asked Mr. Arturi if he would conduct the meeting. Mr. Arturi agreed.

Mr. Arturi opened the Public Hearing at 7:35PM to consider the application for Certificate of Appropriateness submitted 12/21/05 by David Connolly to install solar panels. He read the legal notice which appeared in Voices on 1/1/06. Mr. Arturi seated the members and seated Alternate Boyer for Mr. Smith. Mr. Connolly was present.

Mr. Connolly brought a solar panel so the members could have an idea of the panel size. He also brought a sample of the holder that attaches the panel to the roof. In addition, he submitted some photos showing what the panels will look like.

Mr. Arturi asked if the panels will be on both sides of the roof. No, only on one side. Mrs. Picton asked how many panels. There will be two rows of 14; a total of 28 panels. Mr. Arturi said it would be helpful if the Commission could have a better idea of how the panels are going to look after installation on the house. Mrs. Picton asked if the panels will be in a continuous row. Yes, there will be no gaps. Mr. Talbot asked if the panels will be mounted right on the ridge. Yes, in order to maximize the efficiency of the system. Mrs. Boyer asked if the roof vents would be affected. Mr. Talbot asked Mr. Connolly if he intends to add more panels in the future. Perhaps.

Mr. Talbot noted that, in his letter to Mr. Connolly (dated 11/15/05), he had asked for a roof section showing the size and configuration of the system. In addition, he asked for a drawing showing the profile of the panels and mounting detail. These are needed to make the file complete. Mr. Connolly replied mounting instructions are in the manufacturer's specs in the file. Mr. Talbot said he thought there would be a drawing showing mounting detail and flashing on the roof ridge in order to get an accurate depiction of whether the panels will stick up over the ridge. He thinks they will. Mr. Talbot went on to explain that the Commission needs to confirm that the roof is an appropriate location for the system. He asked Mr. Connolly if there is any other possible location. No, because the solar panels have to be in a location where they are in the sun at least 75% of the time. These panels will be in sun 97% of the time. Mr. Talbot asked about the life of the panels. They will last about 25 years.

Mr. Arturi read from the State Statutes where it states that no application for C of A for a solar energy system shall be denied unless HDC finds that it cannot be installed without substantially impairing the historic character and appearance of the district. Mr. Talbot stated that's what the members are trying to find out.

Mr. Connolly said he wants the appearance to be acceptable as well, and intends to put on a new roof. Mrs. Boyer asked what kind of roof. Mr. Connolly said he will match it as closely as possible to the present roof. Mrs. Boyer asked if all the cables for the solar panels are internal. Yes, the cables will not be visible. Mr. Arturi noted the panels will be seen upon entering the district. Mr. Talbot agreed, they will be very prominent.

Mr. Talbot asked if the panels reflect quite a bit. Mr. Connolly said they are designed to be non-reflective. Mr. Talbot asked if he had considered the solar shingles which they had discussed previously. Mr. Connolly said they are not as efficient as the panels, they are more costly and do not qualify for a rebate. Mr. Talbot noted that in an historic district the solar shingles would be a viable alternative.

Mrs. Picton asked if there were other sizes of solar panels so they would not have to stick up above the ridge line. Mrs. Boyer wondered if the panels could just be rearranged.

Mr. Arturi said normally, with other applications, the members have drawings that show how a structure will look after an architectural feature is added and we don't have a sense of that here. Mr. Talbot said that is why he listed in his letter items needed for a complete application. It will help the Commission and the public get a better idea of what the Connolly house will look like as they drive into the historic district from the south. Since the panels will be higher than the roof line, a drawing will be required showing what will be visible from the north. Mr. Talbot pointed out the back of the panels is lighter than the front and will be seen over the roof line. Mr. Chute suggested the backs of the panels could be colored dark to blend in better.

Mr. Connolly asked exactly what the Commission wants him to bring next time. Mr. Arturi said what he would like to see is how the house is going to look to someone driving into Calhoun Street; either a photo taken from the road or a drawing with the solar panels shown on it. Also, if the panels are going to be visible from the north side, a drawing will be needed of that as well. Mr. Arturi pointed out that the six inch gap between the roof and the solar panels will be visible from the road and should be included in the drawing.

Mr. Connolly asked if the drawings need to be done by an architect. Mr. Talbot said the drawings need to be to scale, but not necessarily by an architect. Mr. Talbot commented that if the members have to approve this, he would rather see something that would look like a skylight, or a long linear object like a ridge cap, which would go over the top and down the other side.

Mr. Arturi said he did not have much difficulty with this, but the application needs to reflect what it will look like when installed.

Mr. Connolly asked Mr. Arturi to read from the State Statutes again:

"No application for a certificate of appropriateness for an exterior architectural feature, such as a solar energy system, designed for the utilization of renewable resources shall be denied unless the commission finds that the feature cannot be installed without substantially impairing the historic character and appearance of the district. A certificate of appropriateness for such a feature may include stipulations requiring design modifications and limitations on the location of the feature which do not significantly impair its effectiveness".

Mr. Talbot noted HDC does not have a lot to say about the installation of solar panels, but more information is needed. Mrs. Boyer remarked it is important to have everything as precise as possible, not just for Mr. Connolly, but for the next applicant who comes along.

MOTION: To continue the Public Hearing until the next regularly scheduled meeting on February 13, 2006, to consider the application for Certificate of Appropriateness submitted by David Connolly, 86 Calhoun Street, to install solar panels on the roof of his house. B. Election of Officers. After a brief discussion, Mr. Arturi agreed to serve as chairman, Mrs. Picton as vice chair and Mr. Talbot will serve again as secretary.

MOTION: To elect the following slate of Historic District Commission officers for 2006: Mr. Arturi - Chairman, Mrs. Picton - Vice Chairman and Mr. Talbot - Secretary. By Mr. Chute, seconded by Mrs. Boyer and passed 5-0.
